A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA
BEACH, FLORIDA, AUTHORIZING THE PROPER CITY OFFICIALS TO
EXECUTE AMENDMENT NO. 5 TO THE MASTER RESEARCH
AGREEMENT BETWEEN THE CITY OF DANIA BEACH AND FLORIDA
ATLANTIC UNIVERSITY (FAU), TO REQUEST AN ADDITIONAL SEVEN-
MONTH EXTENSION TO THE FLORIDA DIVISION OF EMERGENCY
MANAGEMENT GRANT, SO THAT FAU MAY COMPLETE THE
WATERSHED MASTER PLAN; PROVIDING FOR CONFLICTS; FURTHER
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on June 3, 2022, City staff applied for the Watershed Planning Grant from
the Florida Division of Emergency Management; and
WHEREAS, on November 21, 2022, the City Commission approved the City to enter into
a grant agreement with the Florida Division of Emergency Management’s Bureau of Mitigation;
and
WHEREAS, on December 15, 2022, the City entered into Master Research Agreement
No. C-23-027 with Florida Atlantic University; and
WHEREAS, on September 28, 2023, the City executed Amendment No. 1 to the Master
Research Agreement #C-23-027 extending the Agreement through December 31, 2023; and
WHEREAS, on January 9, 2024, the City executed Amendment No. 2 to the Master
Research Agreement #C-23-027 extending the Agreement through September 30, 2024; and
WHEREAS, on August 27, 2024, the City executed Amendment No. 3 to the Master
Research Agreement #C-23-027 extending the Agreement through December 31, 2024; and
WHEREAS, on December 10, 2024, the City executed Amendment No. 4 to the Master
Research Agreement #C-23-2027 extending the Agreement through May 31, 2025; and
WHEREAS, the City is awaiting comments from relevant agencies, which may revise the
City’s report and as such the City requires additional time to receive and incorporate those
comments; and
WHEREAS, the State has no objection to the request for additional time for the above
stated purpose; and
WHEREAS, the goals of the Watershed Master Planning Initiative are to assist local
communities in developing a Watershed Master Plan for purposes of moving the City’s rating up
in the Community Rating Systems (CRS) of the National Flood Insurance Program (NFIP) and to
increase resiliency in Florida communities; and

WHEREAS, the City Administration recommends that the City Commission authorize
staff to amend the original Master Research Agreement #C-23-207 for a fifth time to allow for a
seven-month extension, through December 31, 2025, which Amendment is attached as Exhibit
“A”, and is incorporated into this Resolution by this reference.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA:
Section 1. That the foregoing “WHEREAS” clauses are ratified and confirmed as
being true and correct, and they are made a part of and incorporated into this Resolution by this
reference.
Section 2. That the proper City officials are authorized to accept and execute
Amendment No. 5 to the Master Research Agreement No. C-23-027 on behalf of the City of Dania
Beach, Florida with Florida Atlantic University for a seven-month extension, through December
31, 2025, for the creation of a Watershed Master Plan.
Section 3. That the City Manager and City Attorney are authorized to make minor
revisions to the Agreement which are deemed necessary and proper and in the best interest of the
City.
Section 4. That funding will be appropriated within the Grant Fund.
Section 5. That all resolutions or parts of resolutions in conflict with this Resolution
are repealed to the extent of such conflict.
Section 6. That this Resolution shall take effect ten (10) days after passage.
