ANY PERSON WHO DECIDES TO APPEAL ANY DECISION MADE WITH REGARD TO ANY MATTER CONSIDERED AT THIS
MEETING OR HEARING WILL NEED A RECORD OF THE PROCEEDING, AND FOR SUCH PURPOSE MAY NEED TO ENSURE
THAT A VERBATIM RECORD OF THE PROCEEDING IS MADE WHICH RECORD INCLUDES THE TESTIMONY AND EVIDENCE
UPON WHICH THE APPEAL IS TO BE BASED.

OF THE CITY OF DANIA BEACH, FLORIDA:
INDIVIDUALS WHO WISH TO MAKE ANY “CITIZEN’S COMMENTS” UNDER THAT PORTION OF THE CITY COMMISSION
AGENDA, OR WHO OTHERWISE WANT TO ADDRESS THE CITY COMMISSION, MUST FIRST BE REGISTERED WITH THE CITY
CLERK (FORMS ARE AVAILABLE OUTSIDE OF THE CITY COMMISSION CHAMBERS AND MUST BE GIVEN TO THE CLERK
BEFORE THE MEETING). OTHERS WHO WANT TO ADDRESS THE COMMISSION ON ANY MATTERS MUST FIRST BE
RECOGNIZED BY THE MAYOR. ALL SUCH PERSONS MUST USE THE PODIUM IN THE COMMISSION CHAMBER. NO MORE
THAN ONE PERSON AT A TIME MAY ADDRESS THE COMMISSION FROM THE PODIUM. COMMENTS ARE ONLY TO BE MADE
TO THE CITY COMMISSION AND ARE NOT TO BE DIRECTED TO THE AUDIENCE OR CITY STAFF.
NO INDIVIDUAL SHALL MAKE ANY SLANDEROUS OR UNDULY REPETITIVE REMARKS, OR ENGAGE IN ANY OTHER
FORM OF BEHAVIOR THAT DISRUPTS OR IMPEDES THE ORDERLY CONDUCT OF THE MEETING, AS DETERMINED BY THE
MAYOR. NO INDIVIDUAL MAY SPEAK DIRECTLY TO OR ADDRESS THE MAYOR, CITY COMMISSIONER OR CITY STAFF:
COMMENTS ARE TO BE ONLY DIRECTED TO THE COMMISSION AS A WHOLE. NO CLAPPING, APPLAUDING, HECKLING OR
VERBAL OUTBURSTS IN SUPPORT OF OR OPPOSITION TO A SPEAKER OR HIS OR HER REMARKS SHALL BE PERMITTED. NO
SIGNS OR PLACARDS SHALL BE PERMITTED IN THE COMMISSION CHAMBER.
IF ANY PERSON’S CONDUCT AS DETERMINED BY THE MAYOR IS FOUND TO BE DISRUPTIVE OR INTERFERES WITH
THE ORDERLY CONDUCT OF THE MEETING, THE PERSON MAY BE ASKED BY THE MAYOR TO LEAVE THE COMMISSION
CHAMBERS; IF THE PERSON DOES NOT LEAVE AND THE CONDUCT PERSISTS, THE CITY POLICE DEPARTMENT WILL BE
REQUESTED TO ESCORT THE INDIVIDUAL FROM THE CITY COMMISSION CHAMBERS.
ALL CELLULAR TELEPHONES ARE TO BE SILENCED DURING THE MEETING. ALL PERSONS EXITING THE COMMISSION

SUBJECT:A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA,
AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR THE FLORIDA RECREATION
DEVELOPMENT ASSISTANCE PROGRAM (FRDAP) TO THE FLORIDA DEPARTMENT OF
ENVIRONMENTAL PROTECTION FOR STATE OF FLORIDA FISCAL YEAR 2022 - 2023;
PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE.
REQUEST
To approve a resolution of the City Commission authorizing the submission of an application for
the Florida Recreation Department Assistance Program (FRDAP) to the Florida Department of
Environmental Protection. As part of the application, the City agrees to amend the City’s adopted
Capital Improvement Plan to include the re-development of Mullikin Park, if the project is funded
in the 2022 – 2023 application cycle.
BACKGROUND
The Department of Parks and Recreation intends to apply for grant funding from the Florida
Recreation Development Assistance Program (FRDAP) administered by the Florida Department of
Environmental Resources for Mullikin Park, 230 SW 1st Ct. Mullikin Park currently is not part of
the City’s current adopted Capital Improvement Plan.
In order to receive the maximum points possible for the grant submission the City Commission
must approve by resolution the submission of the FRDAP grant application to the Florida
Department of Environmental Protection for the State of Florida and the acceptance of Mullikin
Park into the City’s Capital Improvement Plan should the City be selected as a recipient of the
FRDAP grant funding.
Budgetary
Funding in the amount of $200,000 shall be appropriated in the 2023-24 budget in the
Administration Infrastructure and Improvements Other than Bldgs account number 001-72-01-
572-63-10 should the City be selected as a recipient of the funding.

RECOMMENDATION
It is recommended that the City Commission approve a resolution of the City Commission
authorizing the submission of an application for the Florida Recreation Department Assistance
Program (FRDAP) to the Florida Department of Environmental Protection. As part of the

RESOLUTION NO. 2021-147
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA
BEACH, FLORIDA, AUTHORIZING THE SUBMISSION OF AN
APPLICATION FOR THE FLORIDA RECREATIONAL DEVELOPMENT
ASSISTANCE PROGRAM (“FRDAP”) TO THE FLORIDA DEPARTMENT OF
ENVIRONMENTAL PROTECTION FOR STATE OF FLORIDA FISCAL
YEAR 2022 - 2023; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, the City wishes to apply to the Florida Department of Environmental
Protection for a Florida Recreational Development Assistance Program Grant to benefit the local
residents; and
WHEREAS, there is a present and growing need for outdoor recreation opportunities
among persons of all ages within the City and for those visiting the area; and
WHEREAS, meeting the increasing demand for recreation opportunities can best be met
with the re-development of Mullikin Park as detailed in the application for funding for which the
City is applying in the October 15, 2021 application cycle, requesting Two Hundred Thousand
Dollars ($200,000.00) in grant funds;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA:
Section 1.That the above “Whereas” clauses are ratified and confirmed, and they are
made a part of and incorporated into this Resolution by this reference.
Section 2.That the City of Dania Beach is authorized to execute all the documents
required in connection with the filing of the application to be submitted on October 15, 2021.
Section 3.That as part of the application for the Florida Recreational Development
Assistance Program (FRDAP) grant, the Capital Improvements Element of the Comprehensive
Plan of the City will be amended to include the re-development of Mullikin Park, if the project is
funded in the 2022–2023 application cycle.
Section 4.That funding in the amount of Two Hundred Thousand Dollars
($200,000.00) shall be appropriated in the 2023–2024 Capital Improvement Plan for Mullikin
Park should the City be selected as a recipient of the funding.
Section 5.That all resolutions or parts of resolutions in conflict with this Resolution
are repealed to the extent of such conflict.

Section 6.That this Resolution shall become effective upon its passage and adoption.
