RE: REVISED Award ofthe OASIS 2 and 3 Neighborhood Improvement Project bid
Introduction and Background
The City Commission awarded bids to Atlantic Icon, Inc. for the OASIS 2 and OASIS 3 projects
at their June 11, 2013 meeting. However, despite acknowledging the City'S requirements for
insurance, Atlantic Icon could not provide satisfactory insurance. The City'S Risk Manager and
the City'S Attorney have recommended rejecting their bids and award the projects to the next
responsive bidders. Funding sources and the budgeted amounts previously approved by the City
Commission are unchanged for the recommended awards. There were five bidders described as
follows for the OASIS 2 project:

However, the second responsive bidder, Green Construction Technologies, also failed the
insurance requirement. Therefore, staff recommends awarding the project to DP Development of
the Treasurer Coast, LLC in the same amount as the lowest bidder at $227,952.59 for the OASIS
2 project. DP Development of the Treasurer Coast, LLC has provided documents to confirm
compliance with the City's insurance requirements.

City staff recommends that the OASIS 3 project be awarded to Straightline Engineering Group in
the amount of $195,040. Straightline has provided the documents to confirm compliance with
the City'S insurance requirements.
Recommendation
It is recommended that the City Commission revise the award of the OASIS 2 bid to DP
Development of the Treasurer Coast, LLC in the amount of $227,952.59, and revise the award of
the OASIS 3 bid to Straightline Engineering Group in the amount of $195,040 and direct the
City Manager to execute same.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA
BEACH, FLORIDA, RELATING TO AWARD OF THE OASIS II
NEIGHBORHOOD IMPROVEMENT PROJECT BID TO DP DEVELOPMENT
OF THE TREASURE COAST, LLC, IN THE AMOUNT OF $227,952.59;
PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, advertisements for bids were placed in local newspapers in mid-March
2013 for the Oasis II Neighborhood Improvement Project; and
WHEREAS, the City of Dania Beach opened bids for the Oasis II Neighborhood
Improvement Project on Friday, April 19, 2013 at 10:30 A.M.; and
WHEREAS, there were five bidders as follows:
1. Atlantic Icon, Inc. Hollywood, FL
2. Green Construction Technologies Wilton Manors, FL
3. Straightline Engineering Group Miami Gardens, FL
4. M&M Asphalt Maintenance Lake Worth, FL
5. DP Development ofTreasure Coast Pompano Beach, FL; and
WHEREAS, the City bid review committee recommended that the City award the bid to
the most responsive and responsible bidder, Atlantic Icon, Inc., which bidder could not secure the
insurance requirements under the bid documents, and now recommends that the bid be awarded
to DP Development Of The Treasure Coast, LLC, in an amount not to exceed $227,952.59; and
WHEREAS, the Public Services Department Director agrees with this recommendation.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA, AS FOLLOWS:
Section 1. That the foregoing findings are incorporated by reference and made a part
of this Resolution by this reference.
Section 2. That the City awards the Oasis II Bid to DP Development OfThe Treasure
Coast, LLC, since Atlantic Icon, Inc., could not secure the insurance requirements under the bid
documents, in an amount not to exceed $227,952.59, and authorizes and directs the proper City
officials to execute the relative agreement.
Section 3. That all resolutions or part of Resolutions in conflict with any of the
provisions ofthis Resolution are repealed.
Section 4. That this Resolution shall become effective immediately upon its passage
and adoption.
