A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH,
FLORIDA, APPROVING AN AGREEMENT TO BE EXECUTED BY THE PROPER CITY
OFFICIALS WITH WETTAPS, INC. FOR NECESSARY EMERGENCY REPAIR OF A
PORTION OF A STORMWATER DRAINAGE SYSTEM IN AN AMOUNT NOT TO
EXCEED FORTY ONE THOUSAND SIX HUNDRED SEVENTY FIVE DOLLARS
($41,675.00) FOR FISCAL YEAR 2009-2010, WITHOUT COMPETITIVE BIDDING AND

PIPE FOR A NET INCREASE OF $51,287.00; PROVIDING FOR CONFLICTS; FURTHER,
PROVIDING FOR AN EFFECTIVE DATE.

RE: Wettaps Emergency Repairs
Introduction and Background
The existing drainage piping at the Meadowbrook’s complex east of 3rd Avenue
between the North and South Lakes collapsed over a year ago. Since the lakes benefit
the City with both storage volume capacity and pre-treatment, the City recommended
contributing 50% to the cost of the repair. Negotiations with Association 4, North Lake
and Association 5, South Lake have been on going. Several issues regarding transfer of
easements and ownership of certain pipes from SE 3rd Avenue to the Lakes and the
existing Meadowbrook Pump Station are still being finalized. Repair work is now an
emergency, the access driveway asphalt over the pipe had collapsed. City obtained
quotes for the work and decided to have Wettaps proceed with the repair work ASAP
in an amount not to exceed forty one thousand six hundred seventy five ($41,675.00)
while the legal paper work is being finalized. The following quotes were received:
Wettaps $41,675.00
Atlantic Underground Construction $44,725.00
JD Backhoe, Inc. $47,663.75
Molloy Bros Inc. $54,115.25
Staff recommends approval to have Wettaps proceed with the work ASAP.
Recommendation
It is recommended that the City Commission approve a work authorization to Wettaps
in the not-to-exceed amount of $41,675.00 and authorize the City Manager to execute
the documents.
RESOLUTION NO. 2010-119
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA
BEACH, FLORIDA, APPROVING AN AGREEMENT TO BE EXECUTED BY
THE PROPER CITY OFFICIALS WITH WETTAPS, INC. FOR NECESSARY
EMERGENCY REPAIR OF A PORTION OF A STORMWATER DRAINAGE
SYSTEM IN AN AMOUNT NOT TO EXCEED FORTY ONE THOUSAND
SIX HUNDRED SEVENTY FIVE DOLLARS ($41,675.00) FOR FISCAL

ADVERTISEMENT FOR BIDS; PROVIDING FOR CONFLICTS; FURTHER,
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Charter of the City of Dania Beach, Part III, Article 3, Section 4,
Subsection (j), provides that during unusual conditions or emergencies, the City Commission
may, by resolution, authorize the purchase by the City Manager of designated supplies, services,
equipment and materials in amounts in excess of $25,000.00 without competitive bidding and
without advertisement for bids; and
WHEREAS, the Public Works Director has determined that an emergency condition has
occurred stemming from degraded stormwater infrastructure that presents an immediate safety
concern to the public that requires purchase of necessary emergency repair services from
WETTAPS, Inc. for repairs to a portion of a stormwater system which serves the public located
at the Meadowbrook Condominium Complex;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA:
Section 1. That the emergency purchase of stormwater repair services for the work
described above is authorized in an amount not to exceed forty one thousand six hundred seventy
five dollars ($41,675.00) to be paid to WETTAPS, Inc. for the emergency repair service.
Section 2. That this City emergency repair is approved based upon the commitment
from authorized Medowbrook Condominium property owner representatives to pay the City of
Dania Beach 50% of the emergency repair cost.
Section 3. That funding for this previously unplanned work shall be provided by a
transfer from Stormwater Fund contingency account #403-3801-538.99-10 (which has a
projected available balance of $214,830.00 as of July 22, 2010) to Stormwater Maintenance
account #403-3801-538.46-60.
Section 4. That all resolutions or parts of resolutions in conflict with this Resolution
are repealed to the extent of such conflict.
Section 5. That this Resolution shall be in force and take effect immediately upon its
passage and adoption.

RE: Approval of Change Order No. 1 to Diversified Drilling Corp. Inc. for City
of Dania Beach Replacement Production Well
Introduction and Background
The City Commission awarded a contract to Diversified Drilling Corp. Inc on December
8, 2009 for construction of a new well at Site G. The contract was piggy-backed on a
contract from Lee County. The initial contract price was $100,000, to include drilling,
installation of the casing, and pump. The initial contract was to install an unscreened
well with pump similar to the pump in Well G, but shallower. However, during
construction, the unscreened well needed to be replaced with a screen, which had an
increased cost. The screen was set 45 to 65 feet below the surface, which was a much
longer open space than initially anticipated, but was done to increase capacity of the
well (off set reduced capacity due to friction lost through the screen). The current well
is in friable limestone, but no limestone was noted down to 63 ft. The well is completed
entirely in surficial sands which has less production capacity than limestone, but are
also much less likely to encourage saltwater intrusion. As a result, the cost also went up
for well development and other issues associated with the reconfiguration. An initial
reallocation of funds was performed administratively to deal with the screening issue.
The screen was swapped for the contingency and the pump was removed from the
contract to address the need for a screen ($36,000). Piping and new meters were not
part of the initial contract. This change order includes piping ($21,333) to connect to the
existing Well G discharge piping and the revised pump ($23,580) and added time for
well development as a result of the screen ($6,600). The values in the contract are
adjusted as noted in Attachment A.

Staff recommends approval.
Recommendation
It is recommended that the City Commission approve the attached Change Order No. 1 to
Diversified Drilling Constructors, Inc. for $51,287.00 for installation of new pump, screening,
meters and piping, and development time, under the terms and conditions therein, and authorize
and direct the City Manager to execute same.
RESOLUTION NO. 2010-120
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA
BEACH, FLORIDA, RELATING TO CHANGE ORDER NO. 1 FOR THE
CITY OF DANIA BEACH REPLACEMENT PRODUCTION WELL, TO
INCREASE THE COSTS FOR WELL DEVELOPMENT, A REVISED PUMP
AND PIPING TO CONNECT TO THE EXISTING PIPE FOR A NET
INCREASE OF $51,287.00; PROVIDING FOR CONFLICTS; FURTHER,
PROVIDING FOR AN EFFECTIVE DATE.

WHEREAS, the initial well was designed to be a open hole well, but this was not
feasible, so a screened well was installed; and
WHEREAS, the screened well costs more and requires a change in the pump and well
development; and
WHEREAS, piping to connect the new well to the existing well discharge piping to the
City’s water plant was not part of the original bid; and
WHEREAS, Diversified Drilling Corp, Inc. has submitted Change Order No. 1 to the
project in the amount of $51,287.00 to install the connection piping, address added development
time, and a revised pump;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF DANIA BEACH, FLORIDA, AS FOLLOWS:
Section 1. That the City Commission of the City of Dania Beach, Florida, approves
Change Order No. 1 to the Dania Beach Replacement Production Well Project, and the proper
City Officials are authorized to execute it.
Section 2. That funding to pay for Change Order No. 1 shall be provided by
available funds planned and budgeted in Water Fund – Distribution division account #401-
3302-533-6310, “Improvements Other than Building”.
Section 3. That all resolutions or parts of resolutions in conflict with any of the
provisions of this Resolution are hereby repealed.
Section 4. That this Resolution shall become effective immediately upon its passage
and adoption.
