ROLL CALL The meeting was called to order at approximately 5:01PM by Co-Chair Schipper. Board Clerk Ibel Larios called the roll. Discussions/actions noted below were not limited to what was typed. Motion passed 3-1 (Co-Chair Schipper voted against and would explain when they discussed later attendance rules). II. APPROVAL OF MINUTES a) Approval of Minutes of the Public Art Advisory Board (PAAB) from the March 17, 2025 Board Meeting. Motion was made by Board Member Granett to approve the PAAB Minutes from March 17, 2025 and was seconded by Board Member Kent. Motion passed 4-0. III. ACTION ITEMS a) Veterans Park Mural Concept – Final Review Art Consultant Rosario Psy gave a PowerPoint presentation explaining location, mural size, and that the six armed services granted their permission to display their military emblems in proper order on the mural. Mayor Davis inquired about the emblems and discussion ensued. Janet McCombs spoke about emblem cost and Colman Ryan suggested finding a different company and different material to use. Co-Chair Schipper asked about a timeline and was answered that after the flag was completed, plaques would be installed. The City Commission’s meeting dates were discussed and this item could be on their June 10th meeting agenda. Co-Chair Schipper reminded that she and Board Member Granett were members of both the Public Art Advisory Board and the Dania Beach Improvement Committee and questioned about their ability to vote or to recuse themselves for conflict on this vote. Discussion ensued about having a PAAB Special Meeting to ensure a quorum for proper/legal voting. It was decided to continue this agenda item to the PAAB June 16th Meeting. A special email would have to go out to PAAB members regarding this item for possible presentation at maybe the June 24th City Commission Meeting and the need for a proper voting quorum at the June 16th PAAB Meeting as two PAAB members had to recuse themselves. Public Art Advisory Board Meeting - Minutes 2 May 19, 2025 Motion was made by Board Member Granett to continue this agenda item to the June 16, 2025 PAAB Meeting and was seconded by Board Member Kent. Motion passed 4-0. b) Purchase of Rob Stern Glass Sculpture for City Hall Community Development Office Art Consultant Rosario Psy gave a PowerPoint presentation describing the background, budgetary impact and the department’s recommendation. She showed the color palette and a slide of the glass sculpture which would be in the reception area. Co-Chair Schipper wanted to know how this came under their PAAB budget and Dr. Flynn explained. Co-Chair Schipper inquired about the artist’s agreement to ensure uniqueness of the art and that it was the only one produced. Dr. Flynn explained about the contract and Deputy Director Lajoie explained about the original price of the art and what the artist charged the City. Board Member Kent wanted to know why the PAAB was not included in the whole process for purchasing this glass sculpture. Co-Chair Schipper wanted to know how could we vote if we did not have anything to do with this purchase. Board Member Granett wanted to know if board members could vote to deny. Dr. Flynn explained that this was decided by Staff and the Consultant to narrow it down. This vote could be delayed to June to provide the PAAB more pieces to select from. Board Member Kent was for delaying the selection till June for more pieces to choose from for a selection process. Co-Chair Schipper also wanted to see more selections. Mayor Davis said that Robert Stern is a great local artist. However, she understood where the Board was coming from. Motion was made by Board Member Kent to continue this agenda item to the June 16, 2025 PAAB Meeting in order to have more input in the selection process and was seconded by Board Member Granett. Motion passed 4-0. c) Creative Visions Shortlist for Proposals Art Consultant Rosario Psy presented by explaining that we have thirty artists on the list. Mayor Davis questioned if she and Commissioner Rimoli could comment as the City Commission would be voting on this. Commissioner Rimoli spoke from the audience and informed what City Attorney Boutsis told him about their not commenting tonight. Deputy Director Lajoie pointed out that this was a public meeting and everything said was on public record in the sunshine. The Board Members were instructed that they were going to go through tonight all thirty artists listed on the shortlist, see their proposals on a slide show, and make their board selections. She explained that the Board was to mark either Yes, No, or Maybe for each artist and they came up with seven selected artists. Dr. Flynn asked why Xavier Cortada was cut as he previously presented to the Board and discussion ensued. It was pointed out that the Board felt excited to work with him. Through the Board Members’ process of elimination tonight, they decided to add him to the list as number 8 and they spoke about why. The eight are: 1) Nate Mohler, 2) Sonata Kazimieratiene, 3) Sujin Lim, 4) OSRS Murals, 5) Jason Tetlak, 6) Russell Mason, 7) Timothy Robert and 8) Xavier Cortada. Motion was made by Board Member Granett to recommend their selection of the top eight artists {:} from the short list of thirty artists and was seconded by Board Member Kent. Motion passed 4-0. IV. DISCUSSION a) PAAB Member Attendance Rules Co-Chair Schipper spoke about the quorum issue. She read from the code about what should happen if any member failed to attend three meetings, that member should automatically be removed from the Board and the City Commission should promptly fill the vacancy. She felt that if a board member could not commit to be here at least seventy-five percent of the time, they should step down so someone else could be here in attendance. We should not keep excusing members’ absences and should follow the rules which discussed three meeting absences and did not state that they had to be three consecutive meetings. Dr. Flynn discussed how to excuse absences if following the Broward County absence policy. Deputy Director Lajoie explained that the Co-Chair read from the Code of Ordinances that established this Board and that language did not identify if it was for an excused or unexcused absence. Mayor Davis suggested contacting the City Attorney regarding this. Discussion ensued about this subject and that the Board needed to get things done in a timely manner. It was questioned if you could actually ask why a person could not attend a meeting. It was clarified that tonight was just for discussion. Dr. Flynn also agreed that the City Attorney should be consulted. Mayor Davis felt it was especially important to show up for these types of meetings but reemphasized the need for a professional opinion on this subject matter before kicking someone off the board. Discussion should include the criteria this board would like to make as far as an absence being excused or unexcused. Most people wanted to be on the board and when they were here, they gave amazing contributions. However, when a board member was not in attendance, it made a major difference and this should be explained to members. Co-Chair Schipper felt that this was a priority and needed to be explained to board members as the priority that it was. Board Public Art Advisory Board Meeting - Minutes 3 May 19, 2025 Member Kent asked if tonight was the first time we did not have a quorum. The Mayor explained that we did have quorum for tonight’s board meeting to vote on things we had to vote on but two PAAB members were also on the Dania Beach Improvement Committee and would not have been able to vote on an agenda item where there was a conflict of interest. Tonight was an important meeting and as such, it would have been nice to have more than four members in attendance. The board would continue this attendance issue at the next meeting with the information we would learn from legal advice and knowing the rules. Co-Chair Schipper mentioned that both her term and Board Member Granett’s term were up and discussion ensued as to how this could be handled. Co-Chair Schipper and Board Member Granett both agreed to extend their terms for two years. b) City Park Bike Racks Not discussed. c) Railroad Mural Program Not discussed. V. ADMINISTRATIVE UPDATES a) Maintenance and Conservation Update Art Consultant Rosario Psy explained the maintenance and conservation update and that maintenance had to be done. She spoke about the importance of archiving and keeping everything updated. Dr. Flynn spoke about things being submitted in different platforms which made it difficult. Art Consultant Psy said the topic of potential issues was a conversation at the conference. Co-Chair Schipper asked about the Wyland piece and Deputy Director Lajoie said there was no update yet as there was still construction going on. Mayor Davis gave some closing remarks. She spoke about the Public Art Conference she and Rosario attended over the weekend. It was amazing and she wanted to be able to bring some innovative, cutting-edge ideas back to this board. Maybe Rosario could do a presentation on this and have it listed on a future PAAB agenda. She then spoke about Claudia Rimoli having an art studio along NW 1 Street and mentioned other “artsy” places located within this area. She would want to have a walk through the corridor and bring forward a project with the CRA which could activate the Arts and Entertainment District. The Mayor gave a shoutout to the Community Foundation of Broward. She reported that there was a Mayors’ Forum, and a lot of Broward County Mayors were in attendance. They put Dania’s Love Mural up there. She congratulated the Board for doing a great job in choosing that mural. b) MEETING ADJOURNED The meeting was adjourned by Co-Chair Schipper without objection at approximately 6:45P.M. She reminded that the next PAAB meeting was June 16, 2025 and Board Member Gironda reminded about the opening of the new artist studio on June 13, 2025. Background The Dania Beach Improvement Committee is providing a mural for the Veterans Park wall that honors veterans. The proposed mural theme for this property is a mural (painted or wrapped) of the US Flag and six armed service plaques. The applicant has submitted a final concept for the wall and have demonstrated that they will, create a mural that is visually accessible to the public, and use materials that ensure mural longevity and durability. Department Recommendation Staff is recommending approval at the May PAAB meeting regarding the concepts, the materials, funding, and maintenance and conservation of the mural, and moving forward with a recommendation to City Commission. The initial discussion was with Greg Jacoski, Executive Director of Research & Advocacy, and Amanda Martin, Director of Stewardship & Donor Relations, of the Foundation. I received follow-up responses from Casey Ortolani, Director of Business Development for the Foundation. Guy Harvey is one of today’s most famous living artists, having reached a level of popularity where even people who know nothing about art know and respect the Guy Harvey brand. Millions wear his trademark hats and clothing. His imagery and name appear on everything from coffee mugs to high-end watches. If you’re on vacation, you can stay in Harvey’s Grand Cayman resort and travel the Caribbean on Norwegian Escape, the cruise ship that features Harvey’s dynamic artwork alongside its massive hull. Guy Harvey has earned a Ph.D. in fisheries biology. This love of the marine world, his desire to learn more about our ocean-bound neighbors and his mission to provide direction and assistance in the protection and conservation of these creatures that led to the formation of the NSU Guy Harvey Research Institute in 1999 – accessible only through Dania Beach. The current draft of the Downtown Vision Plan depicts a 95ft by 6ft wall as a backdrop for Founders Park (100 block of NW 1st Ave.), separating it from the activities of Fire Station No. 1. The photo on the left shows the location of Founders Park. The photo on the right shows the planners concept of a backdrop wall that could be used as a canvas for a public arts mural. Dania Beach Community Redevelopment Agency Public Art Advisory Board - Guy Harvey Foundation March 26, 2025 Page 2 of 2 Dr. Guy Harvey and the Foundation have agreed to create, produce, and install a mural on the park wall for a cost a range of $15,000 - $17,000 depending on the cost of supplies. Their price estimates for projects like this are typically good for 30 days. For the timeline of this project, they suggest budgeting $20,000 for the project, with the likelihood that the final quote will be under that amount.
