HomeMy WebLinkAboutR-2025-095 FMIT Cigna Eyemed Beyond Med Insurance Renewal for FYI 2025-2026RESOLUTION NO. 2025-095 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE CITY TO EXCEED THE ANNUAL SINGLE VENDOR PURCHASING POLICY OF FIFTY THOUSAND DOLLARS ($50,000.00); AUTHORIZING THE PROPER CITY OFFICIALS TO EXECUTE AGREEMENTS FOR THE CITY’S FULLY INSURED MEDICAL PLAN WITH THE FLORIDA MUNICIPAL INSURANCE TRUST, CIGNA, EYEMED, AND BEYOND MED FOR INSURANCE COVERAGES BEGINNING OCTOBER 1, 2025 THROUGH SEPTEMBER 30, 2026, FOR ACTIVELY WORKING AND NON-MEDICARE ELIGIBLE RETIRED EMPLOYEES; PROVIDING FOR PAYMENTS UNDER THE CITY’S HIGH- DEDUCTIBLE HEALTH PLAN; AND PROVIDING INCENTIVE PAYMENTS FOR THOSE OPTING OUT OF THE CITY’S HEALTH INSURANCE PROGRAM; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Dania Beach obtained the services of the Gehring Group as a Broker of Record to secure coverage for the City’s group health, dental, and vision insurance for the 2025-2026 plan year; and WHEREAS, the City Administration, based on the recent request for proposal (RFP) that the Gehring Group released, reviewed and analyzed, recommends that the City renew medical plans from the Florida Municipal Insurance Trust (“FMIT”) with plan changes, dental insurance plans from Cigna Health and Life Insurance Company (“CIGNA”), and EyeMed Vision Care, LLC (“EYEMED”) plans; and WHEREAS, the City’s Life/AD&D, Long-Term Disability plans from New York Life Insurance Company (“LIFE INSURANCE”), and Short-Term Disability plan administered by the Maxon Administrators, Inc. (MAXON), are in rate guarantee for the 2025-2026 plan year; and WHEREAS, for the dental plan, the current 3 tier rate system (EE only, +1, Family) will be replaced with a 4-tier rate system (EE only, + Spouse, + Child(ren), Family). The vision plan will also go to a four-tier plan, if available; and WHEREAS, the City will replace the Headspace program, due to low utilization, with an elective services discount program with Beyond Med Plans Holding, Inc, (BEYONDMED), for all eligible employees effective October 1, 2025; and WHEREAS, based on the City’s Collective Bargaining Agreement (“CBA”), the cost sharing for medical insurance premiums will remain sixteen percent (16%) for employees and eighty four percent (84%) for the City until modified by a subsequent CBA; and 2 RESOLUTION #2025-095 WHEREAS, based on current employee and non-Medicare eligible retiree census data, the City’s annual medical plan premium cost will be increased to Two Million Six Hundred Eighty- One Thousand Nine Hundred and Ten Dollars ($2,681,910); based on current employee and all eligible retiree census data, the City’s annual dental insurance premiums will increase to One Hundred Forty-Four Thousand Two Hundred Sixty-Five Dollars ($144,265); annual vision plan premium will remain flat at Sixteen Thousand Eight Hundred Thirty-Eight Dollars ($16,838); annual Life/AD&D plan premium will remain flat at Fifty-Eight Thousand Seven Hundred ($58,700) Dollars; annual Long-Term Disability plan premium will remain flat at Thirty-Eight Thousand Four Hundred Seventy-Six ($38,476) Dollars; and annual mental health resource fees of Four Thousand Two Hundred ($4,200) Dollars. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the above “Whereas” clauses are ratified and confirmed as being true and correct, and they are made a part of and incorporated into this Resolution by this reference. Section 2. That the proper City officials are authorized to execute appropriate documents to accept the renewal proposal of the Florida League of Cities – Florida Municipal Insurance Trust on behalf of the City to provide fully insured medical coverage to eligible employees and non-Medicare eligible retirees at the following not to exceed monthly rates: Traditional Plan Current FY 24/25 Proposed FY 25/26 Employee only $732.24 $869.70 Employee + 1 $1,443.85 $1,714.91 Family $2,215.63 $2,631.58 High-Deductible Health Plan Employee only $632.68 $785.79 Employee + 1 $1,247.54 $1,549.44 Family $1,914.39 $2,377.67 3 RESOLUTION #2025-095 Section 3. That the proper City officials are authorized to execute appropriate documents to accept the renewal of CIGNA on behalf of the City to provide fully insured dental coverage to eligible employees and retirees at the following not to exceed monthly rates: Dental Plan Current FY 24/25 Proposed FY 25/26 Employee only $30.34 $32.77 Employee + 1/Spouse $72.41 $77.82 Employee + Child(ren) N/a $80.60 Family $108.62 $111.96 Section 4. That the proper City officials are authorized to execute appropriate documents to accept the renewal of EYEMED on behalf of the City to provide fully insured vision coverage on a four-tier rate system to eligible employees and retirees, if available, at no change to the current rates. Section 5. That, for those employees who elect the High-Deductible Health Plan, the City will provide Eight Hundred Twenty-Five Dollars ($825.00) for employee-only coverage, and One Thousand Six Hundred Fifty Dollars ($1,650.00) for dependent coverage, in a Health Savings Account to be used to offset insurance deductibles. Section 6. That the City will provide an annual incentive of Four Thousand Seven Hundred Sixty Dollars ($4,760.00) to employees who choose to opt out of the City’s Medical Insurance and who provide proof of other group insurance coverage. Section 7. That the proper City officials are authorized to execute appropriate documents to replace Headspace with BEYONDMED to eligible employees at an annual cost of Fourteen Thousand Seven Hundred Dollars ($14,700.00). Section 8. That funding for the cost of the City’s health insurance program package is planned and shall be charged to the individual departmental City Health Insurance expenditure accounts (23-10) for active employees and General Fund account 001-18-00-519-45-41 for retirees, respectively. 4 RESOLUTION #2025-095 Section 9. That the City Commission authorizes the City to exceed the annual vendor threshold of Fifty Thousand Dollars ($50,000.00) for the aforementioned employee benefits program components, as necessitated for fiscal year 2025-2026. Section 10. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 11.
