Wednesday, April 17, 2019 – 6pm

3. Approval of Minutes: Motion to approve minutes from March by Linda Barber – 2nd by Clive Taylor.

6. Old Business:
Clive commented that we need a contact/liaison between city and marina for issues.
Per John Louis ‐ Issues operationally (immediate problems) go to Management Company of Marina. John is
available 24 hrs. per day.
Instructions for how marina is run came from city through management contract.
John L. feels marina is making good money and has been returned to good operational mgmt.
If we want things changed, it can be done – need approval from City and City Mgr.
John L. manages pier – on property every day (twice)
Makes rounds from Dania to Harbor Towne to Miami to Ft. Lauderdale back to Dania
John L said he walks all properties on visits.
Chris Barile asked to discuss derelict boats.
John L. said one is a documented vessel (large vessel) – can’t touch it until he has title of boat – owned by an
attorney out of NY. Close to getting title of it – fuel has been removed by Coast Guard.
Would like to sell it and recoup money spent – Has someone interested in purchasing it.
John said dealing with smaller boats is easier than the larger ones.
Sea ray will be gone in next few weeks.
Chris B ‐ Trash Issue – how do we handle overflowing trash?
John L – cans are small – not conducive for large trash bags – has asked his guys to make more rounds – might have
to place additional receptacles around property – we just have to let him know where we need – he has the ability
under the management contract to do things up to $2500.
John L. spoke with Eric Brown the other day and emailed him about trash containers – if the city doesn’t take care of
it, he will do it.
John L said he has an issue with the Landscaping – some landscaping is damaged and needs replacement. He
doesn’t have the money to take care of, so needs city to pay for – the City of Dania Beach maintains it. John said he
also spoke with Colin.
Clive said the marina is making money, so we should be able to take care of ‐ John said it doesn’t work like that.
Clive would like to sit down with new city manager and discuss background issues of marina.
Sharon said new city manager is making time for everyone.
John would like to go through his channels and see what he can work out first.
Chris B – Parking Issues – John L defers that back to the city – John says he has no control over parking – marina area
has passes but he knows that others are parking in that area. City has to patrol it more often and ticket those
without passes.
Linda B said that issues that came to Marine Advisory Board was about no spaces being available when you have a
parking pass (which is given to you when you have a boat in marina) – people have been seen parking in marina pass
area and then walking to Grill.
Linda B asked to go through entire letter that was sent to Westrec
John L said that shower issue was fixed.
Lightbulbs – didn’t find any issues during inspection
Long discussion about boats over 50 feet – more than 1 person has made comment that they felt boats over 50’
were not allowed in the Marina. John L said that maybe people think that because the measurement of the slip is
50’ that is why they think boats can’t be larger. John L said he feels an 80’ boat is fine in Marina. He said the slips
are managed based on the bridge height – there is nothing in contract stating slips have a max size of 50’.
Greg G thought maybe the length came from Hollywood slips.
John L said Harbor Towne has 80’ boats as well
John said he manages 9 properties in Florida
Discussion about working boats (pontoon boats). John L said these boats are only here for storage from
Margharitaville. John said that he told Margharitaville that there are no rentals from marina –
John said if she’s renting from here he’ll ask her to leave.
Michael Huck said that people ask all the time where the boats are and showed him their website –
John told Frant to ask her to leave and remove the boats – John said he gets nothing from them being there.

Safety issues – John & Frank had receptacles repaired that were in question. They were broken and pulled out.
Dean Grant had additional question about length of boats allowed –
Dean said that boats over 50’ are issues with folks trying to get in and out
John said boats can be moved around if they are having issues maneuvering in and out. John said he can also move
boats over Harbor Towne (rates are slightly different) – just someone needs to tell him so he can work on it.
John said that until the city says there is a length restriction he will continue maximizing the revenues as best he can
– if the city wants the length changed, that is up to city.
Dean G asked if there was a waiting list for the marina. John said not really.
John said that occupancy stays in the high 80’s – feels the rates are a still low even after raising prices.
Conversation about Live Aboards (which are not allowed).
There is a difference between Live Aboard and Stay Aboard.
Stay Aboards are allowed (usually a weekender).
Dean G showed picture of Boat in Municipal dock.
John and Frank discussed – said it’s on transient dock – (customer Fred) was in F Dock – moved to courtesy dock –
He doesn’t stay all the time – his girl comes though back and forth
Issue is no pump out –
John said that pump outs are not required
Dean said these people are living on boat – and dean is concerned that kids are swimming in water – where is the
waste from their boat going?
Dean said people come in and stay and never leave
John said that pump outs are not required

½ for marina
Can be rented as they want
You can park on the municipal dock year round
John said he’s not going to accuse someone of dumping if he doesn’t see it
Linda B asked if John communicates to the boat owners about rules. Requested he do his due diligence and send
out a Do’s and Don’t list for the Marina. John said he will inform the boaters but insists he has not seen anyone
pumping out into the water.
There are boat sharing programs now (like Air BnB) that they now have to deal with.
John said that he will come to MAB meetings on a more regular basis. Clive will contact John when we want him to
come to future meeting.
Clive would like to work with John and write up a Capital Improvement Plan. John doesn’t think there is a lot of
money in capital, but he’s going to work with City. Clive told John that we would help with requests as needed.
7. New Business:

Richard has a culinary background from New Orleans
They wanted to introduce themselves. May want to discuss expansion of Marina at another time.
Took over operation 2 months ago
Expanding & updating menu. Wants to be a bigger part of the community.
May work on having a shuttle.
Clive discussed vehicle & heavy equipment parking on the beach. They are taking up valuable parking spaces. Can
they park on the grass (it will grow back) and will be safer. At time of meeting, they were not even working on our
beach yet. Michael Huck said they did clear a path for them.
Bring back angle parking – safer for everyone so they can see. Some people park that way anyway since the lines are
still there. Michael is working on restriping. Parking lines are supposed to be white. Currently they are yellow.
They need to be painted white. Marina area is dark at night. Reflective white parking lines may help.
Clive will not be at the next meeting.
