The meeting was called to order at approximately 7:00PM by Chair Peterman.

II. APPROVAL OF MINUTES
1. Approval of Minutes of the Planning and Zoning Board / Local Planning Agency from the January 22, 2020 meeting.
Motion was made by Bobbie H. Grace to approve the minutes of the Planning & Zoning
Board/Local Planning Agency from the January 22, 2020 regular meeting as presented and
was seconded by Janine Rice. Motion passed 5-0.
III. PUBLIC HEARINGS
1. RZ-103-19/OT-164-19: The applicant, Synalovski Romanik Saye, LLC, on behalf of the
property owner 2900 SW 45th Dania Beach LLC, is requesting rezoning and assignment of
four (4) Flex Units for the property located at 2900 SW 45th Street.
Planning and Zoning Manager Corinne Lajoie gave a PowerPoint presentation stating that this application was for rezoning and assignment of four flex units. The Board was to make their recommendation to the City Commission tonight. The applicant wanted to change the zoning designation from Single-Family 6000 Residential District (RS-6000) to Planned Residential Development District
(PRD-1). The property was a little over two acres and currently had one single-family home on it. The
use on the property would be changing from the existing single-family home to multi-family (townhomes) requiring the zoning change. The applicant has submitted a site plan application that proposed
redeveloping the site for twelve townhouses and four single-family homes. The Land Development Regulations had criteria to follow for rezoning requests which were identified in the Staff Report and the applicant has provided a justification statement ascertaining how the request was consistent with the
criteria. The applicant was also requesting assignment of flex units which would increase the project’s density from twelve dwelling units to a total of sixteen dwelling units. The applicant was in attendance to address the Board and she thought the applicant held a community meeting for residents last night.
Ms. Lajoie answered Bobbie H. Grace that notification was sent to adjacent property owners within 450 feet of the project and she has not received any communication from that notice. A staff member said that someone came into the office today and was asking about it but there was no opposition. W. Quin

Robertson said that he did not get the applicant’s written justification in his board packet. Ms. Lajoie said that she had it and could make him a copy. There were no board questions at this time so the public hearing opened.
Architect Manny Synalovski, on behalf of the property owner, testified that they had a number of meetings early on in the design process with the immediate neighbors to the west. Hidden Harbour and The Oaks
At Hidden Harbour were developed for quite some time and were similar to what they wanted to do. It was a combination of townhome buildings and single-family homes on the water. One of the reasons they
met with the developments was to get a sense of support and they were favorable. As per the meeting they
held last night, everyone who was noticed about tonight’s P&Z Meeting was invited. Both the east and west side know about this project. He explained the project as having two townhouse buildings, each having six units, and there were also four, detached single-family homes. He spoke about a water retention area on the property and the vegetation planned to be planted there which would become a preserve. He described the landscaping on the western end of the property allowing the neighbors to the
west to have an emergency egress for emergency vehicles and then spoke about a second emergency egress along 28th Terrace. They were improving that right-of-way as part of their project. He spoke about how traffic would access their property which would be gated. He described the single-family
homes with two car garages and that all the townhouse units had two car garages as well and that there would be parking provided for guests. At the end of his presentation, Mr. Synalovski said he would be glad to verbally go over the criteria justification and/or answer any board questions.
Bobbie H. Grace asked about a traffic study. Mr. Synalovski said they provided the City with a statement as to their traffic impact. The traffic impact was low enough that it did not require a full-fledged traffic
study. It was based on sixteen homes and explained that the zoning district would allow them to build twelve. He spoke about the request for rezoning and the four flex units so they could build sixteen residential units. Janine Rice asked about the HOA meeting to the east because he already spoke about
the HOA meeting to the west. Mr. Synalovski said that he did not communicate directly with them but they were invited to the meeting last night. W. Quin Robertson asked if the development to the west, with a similar layout, was zoned differently. He replied that they were about four times bigger than his development but were similar in scale. Ms. Lajoie said that she believed they had PRD-1 zoning, the same as being requested by the applicant. As there were no other board questions, the Chair opened the hearing up to the public. Kevin Monahan stated that he was not necessarily against but just had some
concerns. He confirmed that they did send out letters to everyone on the east side. Mr. Monahan asked about the sewage tie in and Mr. Synalovski said he would tell him exactly where the connection point
was. Mr. Monahan spoke about the six inch lateral in place and his concern if it could handle the sewage demand of the sixteen additional units. He was also concerned about parking and the letter from Dania Beach which stated that tonight’s meeting was on Tuesday and not Wednesday, February 19, 2020. Mr.
Synalovski answered where they were tying into the utilities and that they submitted their engineering drawings as part of the DRC process. They have met all the requirements of the City and the County. Ms. Lajoie reminded that this was not a site plan review but rather they were here for rezoning so the
question about the development itself was not in front of the Board tonight only the rezoning and the assignment of the four flex units. She further explained that this would come before two more public hearings by the City Commission. Chair Peterman asked Ms. Lajoie where the sewer actually tied in and
she answered that those public services (water and sewer) were provided by Broward County and not the City. There were no other board questions/comments and no one else from the public wished to speak, so the public hearing closed.
Motion was made by Bobbie H. Grace to recommend approval to the City Commission of this
agenda item (RZ-103-19/OT-164-19) and was seconded by W. Quin Robertson. Motion passed
4-1 (Chair Peterman opposed).
2. TX-002-20: The applicant, Rod A. Feiner, Esq., on behalf of the property owner 2750 Griffin
Holdings, LLLP, is requesting a text amendment to amend the existing Planned Residential
District (PRD-1).

Planning and Zoning Manager Corinne Lajoie gave a PowerPoint presentation stating that this applicant was here for a text amendment to the Land Development Regulations amending the existing Planned Residential Development District (PRD-1) zoning district by adding multi-family and multi-family/mixed-
use as permitted uses, and creating development regulations for those uses. She read into the record the proposed six development regulations which would allow for the new proposed permitted uses in the PRD-1 zoning district. She also read into the record thirteen allowable commercial uses permitted with
residential as a mixed-use project which would also be part of the text amendment. The Board would have to make their recommendation to the City Commission tonight and the applicant was here to make a
presentation. She explained that this was part of a redevelopment application in the process of coming
forward and the applicant has begun to meet with the residents. Tonight’s application would require two public hearings with the City Commission. There were no board questions at this time and the public hearing opened. Attorney Rod Feiner, on behalf of the property owner, explained that this was a long process they were
embarking upon. He would be back in about a month or two but tonight was just for the proposed text amendment to amend the existing PRD-1 zoning district. As this was an applicant driven text amendment, they sent notice out to all residents within 450 feet of the proposed project and also showed
them what the project would look like. Ten people showed up who were unanimously in support of the project. They also discussed any of their concerns. They plan on holding a few more public outreach meetings. He explained to the Board that the proposed text amendment would allow mixed use to occur
in the PRD-1 zoning district but in order for the commercial component (neighborhood commercial types like fast food and banks) to survive with a residential component, the project should have a sufficient, appropriate size and configuration so that it could support itself. He explained that would require a
minimum of an acre lot size and that the property fronts an arterial corridor. Height massing would be along the arterial corridor (like Griffin Road) to protect the residential component. He said staff had input in this proposed text amendment. Janine Rice asked how many properties have one acre lots and
would be affected. The attorney explained about his client having to purchase a few lots so their property was almost two acres. Development Services Manager Lajoie said that our commercial corridors were not very deep so not many properties would be affected. Hopefully, this project could open the door for redevelopment along the corridor, and other developers could benefit from this amendment. W. Quin Robertson mentioned that the Board did not know who was waiting in the wings. Tony Suriani wanted to know some of the concerns voiced by residents during their meeting or at a City Commission Meeting.
Attorney Feiner replied that he was asked by a resident a site plan specific question regarding not putting traffic along SW 27th Terrace or expanding it into two lanes. He told her that his project did not have an
ingress or egress on that road. As there were no further board questions, the Chair opened the hearing to the public but no one wished to speak for or against this agenda item. The public hearing closed.
Motion was made by Bobbie H. Grace to recommend approval to the City Commission of this
agenda item (TX-002-20) and was seconded by W. Quin Robertson. Motion passed 3-2 (Chair
Peterman and Board Member Rice opposed).

Meeting.)
V. MEETING ADJOURNED
As there was no further business to discuss, the meeting was adjourned by mutual consent at
approximately 7:47PM.
