ROLL CALL The meeting was called to order by Chair Sharaby at approximately 5:09PM. Discussions/actions were notated but were not limited to what was typed. Motion passed 4-0. II. APPROVAL OF MINUTES a) Approval of Minutes of the Public Art Advisory Board (PAAB) from the June 12, 2023 meeting. Upon the realization that the approval of minutes was skipped for the June 12, 2023 meeting, without objection a motion was made to approve the June 12th minutes after hearing the first Action Item PA-072-23 from today’s agenda. Motion was made by Board Member Granett to approve the Public Art Advisory Board Minutes of June 12, 2023 as presented and was seconded by Chair Sharaby. Motion passed 4-0. III. ACTION ITEMS a) PA-072-23 Mural Application for Grumpy Gary’s Restaurant located at 318 N. Federal Hwy Planning Art Consultant Linda Flynn made the presentation to the board and explained that the property owner submitted an after-the-fact Mural Program Application for murals that were previously started. During board discussion, each member was supportive of the murals with a marine life theme. Motion was made by Board Member Granett to recommend approval of the Mural Application to the City Commission for Grumpy Gary’s and was seconded by Chair Sharaby. Motion passed 4-0. Public Art Advisory Board Meeting - Minutes 2 September 18, 2023 b) RFQ #23-017 City Hall Parking Garage East Wall Art Installation Shortlist Selection Artists for Call to Artist. Planning Art Consultant Linda Flynn made the presentation to the board and explained that they received 59 items and went through all of them eliminating the ones that did not meet the minimum requirements. The Board was provided a copy of the submittals for discussion tonight. She explained about the voting sheet (ballot for shortlist) containing 22 artist names and to vote either Yes, Maybe, or No in the first round of eliminations. During the voting process for the second round, each board member vote would either be Yes or No, eliminating Maybe. There would be additional rounds, if necessary. The Board was shown a slide show containing each of the 22 artists’ work and each board member was asked to cast their verbal vote (Yes, Maybe, or No) for each of the artists. Staff would tally and announce which artists would go onto the next round of voting. Ms. Flynn would like the Board to get down to five finalists for the shortlist. In answer to how many would finally go before the Commission, Ms. Flynn and Director Norena answered that if the Board shortlisted to five or seven artists, those five or seven would go before the Commission. However, if the Commission asked to see the whole book, they would get to see the whole book of submittals plus the Board’s recommended shortlist. The Board thanked the Consultant and Staff for organizing this and working hard putting everything together. Ms. Flynn reminded the Board that as they were going through the voting process what they should always be thinking about. Ms. Flynn was asked if the City would give the artists directions and she explained upcoming steps and about asking for proposals. During discussion, the Board felt that murals should be unique and special to Dania Beach and not necessarily just marine life, have movement and should not be stagnant. There should be some forward thinking and remembering things like technology. After tonight’s two rounds of voting (the second round was for Yes or No verbal votes only) plus further discussion resulted in five finalists (Ivan Roque, Vito Di Bari, Ernesto Maranje, Aaron T. Stephan, Dan Bergerion & Gabriel Specter). Motion was made by Board Member Kent to approve 1. Ivan Roque, 2. Vito Di Bari, 3. Ernesto Maranje, 4. Aaron Stephan and 5. Dan Bergerion & Gabriel Specter and was seconded by Co-Chair Schipper to submit proposals. Motion passed 4-0. The next steps were discussed by Director Norena and Art Consultant Flynn. The Board’s recommendation would be brought to the City Commission on October 10, 2023. This gave Staff time to prepare the package and refresh the PowerPoint presentation for just the five artists selected. They would give the artists time to prepare their proposal which would be presented to the Board. Then the Board would go through the same process to choose the artist to recommend to the City Commission. If the City Commission would request the full book, it would be provided. IV. ADMINISTRATOR UPDATES a) Next PAAB Meeting – October 16, 2023 at 5:00PM Director Norena talked about the CRA Workshop that they were trying to schedule. The new date was October 11, 2023 at 5:15PM in City Hall, if everyone was available for this special meeting. She would confirm the date via email. If the eleventh did not work, she would survey more dates. Public Art Advisory Board Meeting - Minutes 3 September 18, 2023 Planning Art Consultant Flynn discussed the next PAAB Meeting to include Leslie Fordham and Fraser Poorman: Discussion on Xavier Cortada Project, Public Art Budget, and Pending Items from Discussion Items. V. OTHER DISCUSSION/POSSIBLE ACTION a) Rolling Submission Process for Artist Director Norena said that Commissioner Davis brought the idea up and now we have a pool of artists. Commissioner Davis explained that if someone wanted to do something for the City’s 120th Anniversary, like displays for the City in different areas, or if an artist had an idea and wanted to submit a proposal for it, etc. this would be a good forum for people who were interested in bringing art to Dania Beach. She spoke about creating a policy to state what the criteria would be. It would be up to the PAAB if they wanted to discuss the proposal at a meeting and then to vote on a recommendation. Ms. Flynn said it should be structured so that it left time on the agenda for call to artists for different projects the Board wanted to work on. She suggested working within a timeframe so that proposals were not presented twelve months a year and there should be some form of vetting. Board discussion agreed with a timeframe, shielding the board so that the members were not constantly approached, and that it was a good thing to have a bank of artists to also include local artists. Ms. Flynn would bring to the next meeting some examples of how this could be structured. We would move forward with this idea but to table until we know how to structure this idea. b) Lux Neon Art Gallery Donation - DAD Logo Commissioner Davis explained that Dania After Dark had a new logo. It was from a donation from the Lux Neon Art Gallery and they were speaking about keeping it outside permanently but if not, they would bring it in after Dania After Dark. She brought it to the Board to see if it was public art. If it was not public art, then it would be up to the Commission to put it some place visible during Dania After Dark. Linda Flynn said it was a generous donation to the City but it would not be classified as public art. It was not designed by an artist and the PAAB did not need to vote on it. VI. MEETING ADJOURNED As all business was concluded, the meeting was adjourned without objection at approximately 6:30PM.
