CITY OF DANIA BEACH PUBLIC ART ADVISORY BOARD MEETING – MINUTES REGULAR MEETING / NW CONFERENCE RM – CITY HALL 100 W DANIA BEACH BLVD MONDAY, OCTOBER 21, 2024 – 5:00 P.M.
I. ROLL CALL
The meeting was called to order at approximately 5:05PM by Chair Kelly Sharaby. Board Clerk Ibel Larios called the roll and explained the reasons for non-attendance tonight for the three absent board members. Discussions/actions noted below were not limited to what was typed.

Kent and Board Member Goradesky was seconded by Board Member Aptakin. Motion passed 4-0. II. APPROVAL OF MINUTES
a) Approval of Minutes of the Public Art Advisory Board (PAAB) from the September 16, 2024 meeting. Approval of the minutes was heard right before the 6:01PM adjournment.
Motion was made by Co-Chair Schipper to approve the minutes of the September 16, 2024 PAAB
Meeting as typed and was seconded by Board Member Aptakin. Motion passed 4-0. III. ACTION ITEMS
a) Creative Visions: Dania Beach Public Art Initiative Planning Art Consultant Dr. Linda Flynn presented this action item with a PowerPoint slideshow explaining
that this was an open call. The Public Art Advisory Board (PAAB) would invite Florida-based artists and creative professionals to propose fresh new ideas focusing on innovative contemporary, interactive, and technically-enhanced public concepts on dynamic, short-term expressions for open public spaces throughout Dania Beach. Permanent installations might be considered but the open call was more about vibrancy and activation. She explained the objectives of this program which would broaden the scope of the definition of public art showing that it was not just sculpture and would expand ideas. She explained how different cities accomplished this. Dr Flynn also questioned if the Board wanted to open this up to national artists with an explanation of what their collaborative requirement would be. She said that the

open call would be about three months long and then we would narrow down the submittals to five projects to be recommended to the Commission. She called for discussions, questions, ideas and/or revisions.
Board Member Aptakin asked about the requirement for collaboration between non-Florida and Florida-based artists. He asked if a non-Florida artist would have to come work here for a few months and then leave. Dr. Flynn answered that the correct wording would denote Florida-based living or working.
Commissioner Davis asked for clarity if someone from outside of Florida would be required to work with someone who was local enabling the collaboration and she was answered in the affirmative. Board Member Aptakin gave an example of a previous collaborative experience and how that worked out. Dr. Flynn
explained that they wanted to make sure that it was not just visual artists. Different scenarios were suggested for various sectors such as tri-county, city, etc. and Co-Chair Schipper liked tri-county. Dr. Flynn said that if we liked a particular proposal from a local artist and we see an opportunity, we could make the suggestion to partner with another city, county, non-profit, etc. Commissioner Davis wanted to know that once the three-month call timeframe ended, how would the artists be presented to the Board. Dr. Flynn explained the selection process including the consideration for funding and then the Board’s recommendation of five projects to the Commission. Board Member Aptakin asked if we have to ask for anything specific and Dr. Flynn answered an estimated budget. She asked the board members to email her some of their ideas and/or places around the City for these art projects by the end of the week. Board Member Aptakin felt the Patch would be a great idea.
Commissioner Davis said that they have the beach covered and to think about places in the City that did not get acknowledgment. She wanted to know the timeline for details and discussion ensued. Dr. Flynn asked if the Board wanted the submittal window for three months or to maybe make it two months. If we
had it out January and February, we could review it at the March 2025 meeting. We should review it by those projects that would not take that much planning and those that would require much planning. Community Development Director Norena reminded that they had to have all the insurance estimates (e.g.,
liability, worker’s comp, etc.) for the insurance requirements transparency and the artist would know what the City’s expectations would be.
Motion was made by Co-Chair Schipper to recommend approval to the City Commission of the Creative Visions Call to Artists which was seconded by Board Member Aptakin. Motion passed 4-0.
b) Ignite 2025 Sponsorship Board Member Aptakin announced that the event days were changed to Friday, February 14, 2025 through Sunday, February 23, 2025. Director Norena said that there would still be shuttle service but instead of the two Dania locations they had last time for this event, in 2025 they were looking to incorporate locations in
Fort Lauderdale (Esplanade Park) and Hollywood (Arts Park - Young Circle). The cost of the shuttle service would increase to approximately $12,000 but the City would only pay around $6,000 for the two locations in Dania and not for the locations in Fort Lauderdale and Hollywood. She wanted to be clear on
how the other roughly $6,000 would be paid and Board Member Aptakin would find out. He spoke about some of the displays in event areas and that good artists were coming from all over. He explained for safety reasons, where he planned to have presentations A contingency plan was in place in case this was changed.
There would be things like LED presentations, various artist presentations, etc. There would be some really grand pieces and Berklee College of Music in Massachusetts was sending some performers down for two performances on the last weekend. Director Norena said that for last year’s event, they sponsored $10,000 for monetary contribution, and their in-kind contribution was for the shuttle and the garage. Board Member Aptakin temporarily left the meeting at about 5:32PM during board discussions as he was involved with Ignite. Dr. Flynn initiated a discussion about Broward County and Xavier Cortada. She said that they were informed by the County that it was still on hold as they were deciding if they wanted to do a partnership like this. Dr. Flynn thought that if Dania wanted a piece by that artist, they could just commission it. As

they were not getting an answer back from the County regarding this, to maybe inform the County that we would like to move forward on our own, as the $40,000 was not spent and was still there. We could tell the County to consider us for the future and we could invite the artist to Creative Visions. We could ask
the artist to submit a proposal to us. Chair Sharaby suggested increasing their donation/sponsorship this year for Ignite. She spoke about maybe $20,000 or even $15,000 monetary sponsorship for Ignite 2025 plus increase the in-kind donation as well. Commissioner Davis wanted to be clear about the monetary
donation and the in-kind donation and what that total amount would be. She reminded that even social media had a cost in this. She wanted to have the correct total amount of what the Board wanted to spend and then it would have to be approved by the Commission. Discussion ensued for $20,000 monetary
donation and up to $10,000 in-kind donation. We have to ensure that the City would receive the proper name recognition for their sponsorship and that we need the sponsorship list from Board Member Aptakin. Commissioner Davis supported an increase in sponsorship/donation for this event and felt that this event put us on the map in the “art game”. Board Member Aptakin was asked to rejoin the meeting approximately 5:48PM. They discussed meeting dates to try to finalize things but nothing was decided until the rest of the Board would be contacted to see their availability to ensure a quorum for a special meeting. He was informed about their need for a copy of the sponsorship list. Dr. Flynn informed Board Member Aptakin that the recommendation was $20,000 cash from the Public Art Fund and not more than $10,000 for in-kind/City services (shuttle and BSO for the event). Without objection, it was decided that this item was not to be voted on tonight and would be continued to the next PAAB Meeting on December 16, 2024.
c) Increased Contribution to Public Art Fees (from private development) This request was for an amendment to the City’s Public Art Impact Fee from half of one percent (0.05%) to one percent (1.00%) of total construction costs. This would bring it more in line with
best practices. Motion was made by Co-Chair Schipper to recommend approval to the City Commission for increasing the City’s Public Art Fee from half of one percent (0.05%) to one percent (1.00%) of total construction costs which was seconded by Board Member Gironda. Motion passed 4-0.
Dr. Flynn said this would go before the Commission but there would be two readings. Director Norena explained that there were thresholds with the minimum fee being $5,000 and the maximum fee was $250,000. IV. DISCUSSION ITEMS a) Donations for Veterans Park at City Hall
*For the record, this item was called out of order and heard after all Administrator Updates on the agenda were discussed. Then Chair Sharaby spoke about the Dania Beach Improvement Committee. She said they donate and do fund raisers, etc. to help Dania Beach. The committee wanted to do a mural by Veterans Park. In honor of the veterans, they wanted to either donate a mural and/or a monument sculpture. They just started the process. Without objection, this item would be continued to the next PAAB Meeting on December 16th. V. ADMINISTRATOR UPDATES a) Anniversary Celebration Updates
Planning Art Consultant Dr. Linda Flynn explained that this project was moving forward as they continue working on it.

b) November 2024 meeting is cancelled. Planning Art Consultant Dr. Linda Flynn explained that it was cancelled due to the Special Commission Meeting on November 18, 2024. c) 2025 Meeting Dates
Planning Art Consultant Dr. Linda Flynn explained that there were changes, so the list of meeting dates would be sent out electronically. Board Member Aptakin said he could not attend the February 24, 2025 meeting.
*Director Norena reminded to speak about donations for Veterans Park at City Hall under Discussion Items on the agenda (see page 3 of these minutes). VI. MEETING ADJOURNED
The meeting was adjourned but called back to order due to the unfinished business of approving the September 16, 2024 minutes. After approving the September minutes and all business was concluded, without objection the meeting was adjourned at approximately 6:01P.M.

CW Thomas Park and Community Center Art Sculpture
This sculpture, “Rise Above”, is a representation of growth, transformation, and the endless
possibilities of personal and collective evolution. By portraying the dolphins in a fluid, upward
motion, I sought to capture the idea of rising above challenges and embracing life’s journey.
Their movement toward the surface symbolizes not only physical ascent but also emotional
development—a path of self-discovery. The interaction among the figures highlights the
importance of community and mutual support, emphasizing that growth is a shared experience.
The upward trajectory serves as a reminder of the ongoing process of overcoming obstacles
and striving for our fullest potential. This sculpture invites viewers to reflect on their own growth,
to find joy in the journey, and to embrace the beauty of upward movement in their lives.
My sculptures are made from old tools, recycled metal, and scraps of metal because I embrace
the idea of simple living and conserving and recycling our resources. Not only do my sculptures
have that green quality about them, these elements make the sculptures one-of-a-kind, and are
ideal for every age group. Children are fascinated with my sculptures because every time they
look at them they see something new. They enjoy pointing out all the different elements and
even play eye-spy as they search for things that they recognize. Adults, both young and old, can
enjoy the modern take on ordinary items as well, while relating to the tools and items they have
used that are hidden within. Every time you look at the sculpture a new discovery is made.
I have included a sketch for the sculpture I am proposing.
It will be 12 feet tall and the width and depth will be between 8-10 feet
The dolphins will be lifesize at around 7 feet each

Project Narrative for City of Dania Beach Community Center
Faducci proposes two options for the City of Dania Beach Community
Center. The dolphin(s) are mounted on a rock and wave form. The glass
mosaic is an iridescent glass from Italy. The glass has a wonderful reflective character that is exciting to view during the daytime and very dramatic at night when lit up.
• Physical Image: Faducci sculptures are constructed with a steel
armature covered with hand-sculpted concrete. The dolphin(s) will be
concrete covered with iridescent glass and the wave form with be
pigmented concrete.
• Notations a. Texture of concrete is hand sculpted. Every surface is touched by the artist’s hand, which is reflected in the surface texture.
b. Sculpture designed to be viewed from all angles 360 degrees.
c. Interior steel coated to prevent rust and corrosion.
d. Concrete is sealed for durability and graffiti resistance e. Pigmented integral color. f. Proposal includes design, execution, delivery and installation (not foundation)

memorable part of the park's visual landscape.

The second proposed
sculpture,Waves of Dania,
offers a sleek,modern design
that reflects the dynamic
energy of Dania Beach while
incorporating elements of the
city’s branding (colors).The
sculpture features a hollow
navy blue dolphin,crafted from
powder-coated steel rods,
skillfully molded into the iconic
shape of the dolphin in a
minimalist and elegant style.
The open structure of the
dolphin creates a sense of
lightness and transparency,
allowing viewers to see
through the form,creating an
interactive experience from
multiple angles.
The dolphin is accompanied
by a series of hot pink steel waves with intricate decorative cut-outs that bring texture and
movement to the composition.The stylized waves are designed to evoke the coastal essence of
Dania Beach,reinforcing the community’s connection to the ocean and its marine life.These
decorative cut-outs will allow light to pass through the sculpture,casting playful shadows on the
ground during different times of the day,further enhancing its visual appeal.
The entire sculpture is mounted on a bright blue powder-coated steel base that reads “DB”for

the city’s branding.

Beach’s football team’s mascot,while the modern and minimalist design aligns with the city’s
vision for contemporary public art.The use of bright colors like bright blue and hot pink
complements the city's branding,creating a cohesive and recognizable public art piece that
speaks directly to the residents and visitors of Dania Beach.
This sculpture is designed to be both visually striking and interactive,encouraging people to
walk around and engage with it from different angles.The play of light and shadow created by
the cut-outs in the waves adds an element of surprise and wonder,making the piece come to
life throughout the day.

Public Art Proposal – Dania Beach
CW Thomas Park & Community Center
Description of Proposed Sculpture:
For the Dania Beach park project Jim Benedict and Lily Kuonen (artist team) propose an
iconic sculpture featuring the emanating rays of the Atlantic sunrise with swirling cresting
waves, and a lively and playful jumping dolphin pod. These design elements celebrate
the beauty and energy of beach life, and they symbolize community, family, adventure,
harmony, optimism, and hope. The sunrays are designed to represent the “D” for Dania,
and the wave form represents the “b” for beach. The dolphins celebrate the city’s football
team. Dolphins jump for fun, to socialize, and navigate. The exuberant dolphin pod in the
sculpture represents the connections of friends, family, and community fitting for the
welcoming atmosphere of the park and the surrounding Dania Beach. The sculpture’s
radiating sunrise depicts the awe-inspiring feelings of serenity found in the seaside
splendor of dawn and it symbolizes a sense of optimism. The ocean waves tie the
design together, representing the balance of nature and sense of adventure. The
sculpture will feature a gradient of vivid colors, complementing cool and warm tones.
The sculpture will serve as an inviting gathering place for photo opportunities and social
media moments. The artist team was inspired by vintage beach designs from t-shirts and
surfboards, incorporating a sense of nostalgia contributing to the prospects of tourism.
The retro feeling blends iconic stylized imagery, timeless aesthetics, and cheerful colors.

About the Design and Fabrication Team:
Public art creates a landmark of cultural identity for civic, pedestrian, and shared
community spaces. Lily Kuonen & Jim Benedict are a Florida-based public art team,
known for creating custom designs that are purposeful and transformative for the
community. The team focuses on accessible and interactive projects that serve as
welcoming points. Investment in public art reflects a community’s values. Kuonen &
Benedict treat this investment responsibly and respectfully, as evidenced by the team’s
20+year background in public art, their creative works have been featured in over 25
states and 5 countries.
Benedict & Kuonen are a comprehensive design and fabrication team. Public art
requires a keen knowledge of materials and engineering specialties suited to this team.
Together, Benedict & Kuonen have the proven skills necessary to collaborate with
stakeholders, to design memorable and engaging sculptures that will serve as a scenic
connection to the community. Throughout the public art process, the team is
experienced in working with community members, facility leads, city officials, engineers,
project managers, fabricators, and contractors to plan the safety, durability, and
installation of artwork to align cultural and philanthropic efforts. They honor clear
communication, maintain organization, and offer reliability and quality to uphold best

promote equity, evoke and make memories, and serve as a foundation for a
community’s well-being and growth.
Kuonen & Benedict align vision with place-making. This May, at the welcome center for
the Highlands Biological Station in North Carolina, they installed a bronze and stainless
steel sculpture featuring a spiraling cascade of samara seed pods native to the region.
Last fall they created a hospital’s organ donor memorial sculpture that featured signage
and nameplates for a colorful canopy of acrylic glass leaves and butterflies with bronze
trees to honor the gift of life. Recently in Frankfort, KY, they interacted with students
from the local school to plan project themes, developing a bronze and stainless steel
sculpture of a dragonfly atop river grasses. The team also produced a 16’ interactive
kinetic sculpture for a public park, sponsored by Florida Blue. The design reflected the
client’s mission of support & unity, and echoed elements of their brand identity. They
have completed all previous projects on time, navigating supply chains to maintain a
record of dedication and integrity with project expectations. Kuonen & Benedict have
experience working with partners from civic, community, and cultural institutions to
create innovative solutions for public art.

Love Murals Initiative
Overview of Community Foundation of Broward:
Established 40 years ago, the Community Foundation of Broward (CFB) provides community
leadership, fosters bold philanthropy, and builds a permanent resource to address Broward
County’s most pressing challenges both now and in the future. Our mission is to elevate
philanthropy and giving across the community, help people become more effective in their giving,
provide leadership on key issues, and support nonprofit organizations in achieving excellence.
CFB collaborates with individuals, families, and local organizations to create personalized
charitable funds that drive transformative philanthropy. As a grantmaking public charity, CFB offers
leadership and resources to support solutions that make Broward a better place to live. Our
endowment ensures that we can continue to adapt and support our community for generations to
come.
The foundation manages over 532 funds and holds assets nearing $300 million. Throughout our
history, we have granted more than $190 million and provided research and leadership on key
issues such as AIDS, senior isolation, middle school achievement, transitional foster care support
services for youth aging out of the system, environmental resilience, the arts, nonprofit capacity
building, LGBT (Broward Pride), and disaster preparedness and response.

Our organization is guided by a 22-member board of directors, representing diverse aspects of
Broward County. This ensures strong leadership, world-class operations, deep local knowledge,
and a bold vision for growth and responsiveness.
Community Foundation of Broward’s Commitment to the Arts:
Our goal is to expand access to the arts for all residents, to elevate Broward’s vibrant arts
community, and celebrate our community’s rich history and cultures. We want to embed the arts
into the DNA of Broward in ways that ignite creativity and build community pride and identity.
Since 2012, CFB has supported over 130 art and culture projects totaling more than $6M which
includes gifts from Donor Advised Funds.
A breakdown of the different category of projects we have supported includes:

During the pandemic, we focused on supporting projects that used arts as a tool or catalyst to
heighten awareness, deepen knowledge, spark conversation and compassion, and mobilize action
on social justice issues. As a result, our support established an arts residency program at the
African-American Research Library and Cultural Center (AARLC) aimed at sparking community
discourse. Another grant supported a short film titled Open Dialogues which amplifies black
voices and their stories. The social justice focus helped to promote dialogue, involve and unite
residents, encourage interaction, and nurture a sense of community pride while collaborating with
professional artists.
We have established a wonderful relationship with the Broward Cultural Division and are co-
supporting the Artists In Innovation initiative for artists to explore new and experimental artwork.
Also, we are working closely with Funding Arts Broward to learn more about the state of art
organizations and how funders can be most helpful in lifting them up. A funding collaboration with
Our Fund Foundation is helping LGBTQ+ organizations to build understanding and empathy among
Broward’s residents related to the systemic injustices facing LGBTQ+ people. And we are
extremely proud of our partnership with Business for the Arts, which inspired the Lead with Love
mural project.
Lead With Love Mural Motivation:
In the spring of 2023, CFB was honored to have renowned artist and designer Cey Adams speak at
our Legacy Society Luncheon. During his talk, Cey showcased a series of LOVE murals he had
created in several major cities, including his hometown of New York and Philadelphia. The guests
were captivated by these murals and his creative approach, which involves local artists and
children in the process. As CFB celebrates its 40th anniversary and seeks to share a new message

with the community about the importance of philanthropy, we quickly embraced a familiar and
powerful message: LOVE.
Philanthropy means the LOVE of humanity. We felt this message was especially appropriate for our
growing community. Broward is experiencing a record number of new residents, many attracted by
the quality of life and financial benefits of an income tax-free state. It's essential to remind and
inspire our new neighbors that, as residents, they too should consider how they can give back to
this community, rather than just enjoying the fruits of others' hard work and vision.
While there is a strong influx of wealth, many residents are struggling with rising cost of living,
workforce challenges, and the pressures and complexities of mental health. Combined with a
divisive, polarizing political landscape on both the national and state levels, we felt that LOVE might
be the answer. We want to remind our community that by showing, giving, receiving, and LEADING
WITH LOVE, we can become stronger, more resilient, and more united as friends, family, neighbors,
and colleagues.
Ultimately, we aim to inspire a movement in Broward to do what is right: to support others, to be
kind, to share, to be patient, to demonstrate compassion, to listen, to learn, and to LOVE our
community. This will help Broward grow and develop into a place where we all feel a greater sense
of pride and belonging.

business community in the value that the arts bring to our quality-of-life fits beautifully with the
objectives of this project. BFA has an established network of murals and art installations across

About the Artist:
Cey Adams (American, b. 1962), New York City native and visionary artist, emerged from the
downtown graffiti movement in the 80’s alongside fellow artists Jean-Michel Basquiat and Keith
Haring. Adams served as the founding Creative Director of Def Jam Recordings where he “defined
the visual culture of Hip-Hop” by creating the visual identities, album covers, logos and advertising
campaigns for Run DMC, Beastie Boys, LL Cool J, Public Enemy, Notorious B.I.G., Jay-Z, and many
more.
He exhibits, lectures, and teaches art workshops at institutions including: The Smithsonian
National Museum of African American History and Culture, MoMA, Brooklyn Museum, Museum of

the City of New York, School of Visual Arts, Temple University, MoCA Los Angeles, Stanford
University, Howard University, among others. He designed the award-winning Smithsonian
Anthology of Hip-Hop and Rap (Smithsonian/Folkways), a box set including a 300-page book and 9
CD set; designed Def Jam Recordings: The First 25 Years of the Last Great Record Label (Rizzoli);
and co-authored DEFinition: The Art and Design of Hip-Hop (Harper-Collins).
Adams draws inspiration from 60’s pop art, vintage sign painting, and comics. His work focuses on
themes including pop culture, brand identity, cultural, and community issues. He has collaborated
with many global brands including Levi’s, Mattel, The Recording Academy, Apple, Bacardi, IDEO,
Foot Locker, Converse, Pabst Blue Ribbon, YouTube, and Google.

Why we need your city!
It is our partnership’s goal to have a pathway of LOVE murals across our entire community.
Something that connects us together, inspires us, and reminds us to treasure and LOVE our
community and the people in it. And that love and support include philanthropy: giving to support
issues and causes that lift us up and enhance our beautiful quality of life.
To execute this vision, we need locations and local support for these mural installations. That
means the following:
1. A highly visible location
2. A wall that is clean and accessible for painting
3. A community that is excited to have this mural and will find ways to integrate into their own
culture.
4. Local citizens and children are willing to come out and help paint!
5. A contribution of $10,000 to $20,000 towards the mural’s total cost, which is expected to be
approximately $50,000 to $60,000, depending on size of wall and complexity of design.

The following estimate is for “Conservation Maintenance” of the “City
of Dania Beach Public Art Collection” (8 artworks).
The Dania collection is quoted with our standard yearly maintenance
recommendations. We advise that the artworks near City Hall
specifically be cleaned more frequently than others to maintain a “like
new” appearance. If the budget permits, we can arrange for extra site
visits for key signature pieces.
Murals are quoted by square foot and ease of access. The estimate
includes all materials to properly clean and seal the mural paint. We
use 1 coat “Mural Shield” and 1-2 coats of “Worlds Best Graphitti
Coating” (nontoxic, permeable anti-graphitti defense) once per year
depending on location and public engagement).
Note: Maintenance does not include the cost of restoration. Any
artwork in need of repair must be quoted separately.
