DIRECTING THAT THIS FUND BE USED FOR ANNUAL FINANCIAL RESOURCE AND
EXPENDITURE APPROPRIATIONS FOR THE COMMUNITY GARDEN BEGINNING

Re: Community Garden Revenue Fund
Background
In the fiscal year 2012-2013 the Dania Beach Community Redevelopment Agency (DBCRA)
partnered with the Broward Regional Health Planning Council (BRHPC) to create a community
garden on formerly blighted land in accordance with FL Statute 163, Part III and the DBCRA
Plan. The BRHPC procured an initial grant in an amount of $35,000 that they used for the initial
set up of the community garden and which also initially paid for the salaries for two members of
the community to work in the garden. In addition the BRHPC has committed other financial
resources to pay for the Farmers Market Manager until March of next year.
Although they will still be involved financially as well as programmatically from a standpoint of
helping to coordinate such things such as health screenings and other services for the
community, BRHPC will be scaling back their help with the operations of the community
gardens. The DBCRA will therefore be taking over the primary responsibility for the garden
beginning on October 1st. I have to give both our Finance Director Mark Bates and the Assistant
Director Nicki Satterfield, full credit for coming up with a pretty innovative idea of creating a
CRA Revenue Fund which will allow the CRA to manage the garden for the next year while
training community members to take over the operations of the garden in future years. This is a
very unique mechanism for dealing with our community garden because it will allow us to fine
tune the business operations over the next year while continuing to work with the community on
a daily basis on plans for how we create additional community gardens on vacant blighted
property throughout the DBCRA.
In order to do this the DBCRA will enter into an agreement with ENO, Consulting Group, LLC
to help manage the community garden for the next year. The transfer of funds as described in
the resolution will be the initial professional services budget creation for “The Patch.” In order
to provide start-up financial resources shall include a transfer of $60,000 from the DBCRA

account #106-52-01-552-31-10 (Professional Services) and $25,000 from DBCRA account
#106-5207-552-63-43(Sun Garden Isles Parks Improvement) to the Special Revenue Fund using
transfer account 112-5201-552-XX-XX (Transfer to DBCRA Community Garden).
Action requested
1. Allow the CRA Executive Director to enter into negotiations with ENO, Consulting, LLC
for the management of the community garden in an amount not to exceed $85,000,
without competitive bidding due to time constraints and the fact that this is a completely
unique endeavor that requires community training, program management and the creation
of financial controls.
2. Approve resolution authorizing the creation of the CRA Special Revenue Fund for the
community garden.

A RESOLUTION OF THE DANIA BEACH COMMUNITY
REDEVELOPMENT AGENCY OF THE CITY OF DANIA BEACH,
FLORIDA, AUTHORIZING THE CREATION OF THE DANIA BEACH
COMMUNITY GARDEN SPECIAL REVENUE FUND AND FURTHER
DIRECTING THAT THIS FUND BE USED FOR ANNUAL FINANCIAL
RESOURCE AND EXPENDITURE APPROPRIATIONS FOR THE
COMMUNITY GARDEN BEGINNING OCTOBER 1, 2013; PROVIDING FOR
CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Dania Beach Community Redevelopment Agency (DBCRA) of the
City of Dania Beach approved a budget for fiscal year 2013-2014 in September, 2013; and
WHEREAS, the DBCRA Administration wishes to create a Special Revenue Fund of the
DBCRA to separate and monitor all financial operations of the Dania Beach Community Garden
(referred to as “The Patch”); and
WHEREAS, the DBCRA Administration will use this Special Revenue Fund to establish
annual budget appropriations for operations of the “The Patch”;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMUNITY
REDEVELOPMENT AGENCY OF THE CITY OF DANIA BEACH, FLORIDA:
Section 1. That the Dania Beach Community Redevelopment Agency (DBCRA) is
authorized and directed to create a Special Revenue Fund to reflect all financial operations of the
Dania Beach Community Garden known as “The Patch”.
Section 2. That the DBCRA will develop and appropriate all financial operations for
“The Patch” as an amendment to its overall approved annual DBCRA budget beginning October
1, 2013.
Section 3. That the initial budget creation for “The Patch” to provide start-up
financial resources shall include a transfer of $60,000.00 from the DBCRA account #106-52-01-
552-31-10 (Professional Services) and $25,000.00 from DBCRA account #106-5207-552-63-
43(Sun Garden Isles Parks Improvement) to the Special Revenue Fund using transfer account 112-
5201-552-XX-XX (Transfer to DBCRA Community Garden) as follows:

Section 4. That comparative monthly budgetary financial reports shall be provided to
the DBCRA reflecting financial revenues collected and expenditures incurred for operation of
“The Patch” that will allow timely and reasonable monitoring of its on-going operations and the
possible need for continued financial support from the DBCRA.
Section 5. That all resolutions or parts of resolutions in conflict with this Resolution
are repealed to the extent of such conflict.
Section 6. That this Resolution shall be in force and take effect on October 1, 2013.
