CITIZENS' COMMENTS Addressing the Commission: A thirty (30) minute "Citizen Comments" period shall be designated on the agenda for citizens and interested persons to speak on matters whether or not scheduled on that day's agenda. Individuals wishing to speak on a matter not included on the "Public Hearing" section of the agenda, which matter pertains to an item before the City Commission which requires a decision of the City Commission, may do so by signing in and submitting a form to that effect with the City Clerk prior to the meeting. Speakers at Public Hearings shall also submit such a form. Each speaker shall be limited to 3 minutes for his or her comments. If more than ten (10) speakers express a desire to speak, the Commission shall determine on a meeting by meeting basis whether to (a) extend the time allotted for citizen comments to accommodate all speakers, or (b) whether to limit the number of speakers or amount of time per speaker. DANIA BEACH INNOVATION ECOSYSTEM Background: An Innovation Ecosystem has different platforms to support entrepreneurs and early-stage ventures. The Dania Beach Innovation Ecosystem includes: • Education • Location & Events • Mentorship • Incubation & Acceleration • Funding • Talent Updates: I am working with several partner agencies to develop Dania Beach Business Academy programs. Some of the programs committed or in discussion to-date are: • We have a commitment with SCORE Broward for a 4-week program titled, Simple Steps for Starting a Business. The series will be free and online on Wednesdays, 6:00 – 8:00pm, Marty Fishman via ZOOM Oct. 9: From Hobbyist to Entrepreneur - Ready to Start? Oct.16: Set Up Your Business for Success! Oct. 23: A Good Business Plan & Savvy Financial Plan is Your Map to Success Oct. 30: Money To Start and Grow Your Business: Revenue/ Profit Projections • We are still working with Joseph Gray, Managing Director of Entrepreneurship for Grow America, to adapt the 8-week Grow America Cashflow Strategies program to our Business Academy platform. For over five decades, Grow America has served millions of people through new economic opportunity and community improvement, in all 50 states, Puerto Rico, and the US Virgin Islands. • We are coordinating a Business Academy program for November with Natasha Britton, President of NB Services, LLC, and SCORE. The theme of the program will be money management strategies. • On August 20th, we met with the Dan Marino Foundation to discuss offering a basic series of job interview/ job retention skills program in our neighborhoods. We also discussed how the CRA can assist/support the Foundation promote its Autism Response Certification Program. 2. CRA WEBSITE UPDATE The update of the CRA website (www.daniabeachcra.org) with VUP Media continues. We participate in 1.0- to 1.5-hour Zoom meetings every week. VUP has a duplicate of our current website that we use as a working model for updates and revised structure. The CRA has provided almost all of the text and numerous new photos to update the navigational tabs at the top of the landing page. We redefined the navigation tabs at the top of the page as follows: About: • Landing page to feature the CRA mission statement, the CRA history/structure, the CRA Board, and the CRA staff. • Brief description of the CRA boundary and the CRA map in the context of the city, • Grid featuring title, description, and link to each of the 7 CRA districts. PATCHThe Love Our Nation (LON)/USDA Summer BreakSpot food service program provides meals at no cost to children 18 and under, while schools are closed for the summer. LON hosted the Summer BreakSpot daily hot, balanced dinners to 75 Dania Beach kids at the PATCH. This program ran through August until the schools reopened. 3. PATCH The Love Our Nation (LON)/USDA Summer BreakSpot food service program provides meals at no cost to children 18 and under, while schools are closed for the summer. LON hosted the Summer BreakSpot daily hot, balanced dinners to 75 Dania Beach kids at the PATCH. This program ran through August until the schools reopened. Other LON programs at the PATCH (Flyer and photos attached): • Earth 2 Table: Teaches youth the importance of making healthy food choices and caring for the environment. Programs include gardening, journaling, etiquette, teamwork, communication skills, finance, homework, and public speaking. A focus of the program is to create the awareness that the food system starts with food growing in or on the land. • SPARKS: Provides hands-on, interactive multi-week food education workshops, which incorporates the math, science and nutrition of food. This 8-week program starts in September. • LON Financial Literacy: Partners Sun Credit Union and Synovus Bank to support teaching the importance of understanding money earned, saved, spent, and given. LON takes monthly field trips to SUN Credit Union (Hollywood) to deposit funds they’ve earned into their bank accounts opened by Love Our Nation for each child in the program. This program starts in September and will be ongoing. • Developing Dreams Foundation: Provides the youth in Dania Beach the opportunity to dance, sing, act, and learn to read music, which develops the ability to listen, respond, focus, and the value of teamwork Through the summer, the LON Children’s Drama Group rehearsed at the PATCH for their performance in Miramar on August 17th. • Senior Fresh Fruit & Veggie Distribution: A quarterly program that provides seniors in Dania Beach with fresh fruit and veggies. The youth contact seniors via telephone, get and map the address, and deliver it on their Bicycles. This program is made possible by the support of the PATCH and the Sprouts Farmers Market. Fruitful Field Programs/Activities: • Adult Intern Program: TFF is promoting an Adult Intern Program available at the three community gardens they manage, including the PATCH. The program is for 9 hours per week, September through April. The program provides participants with gardening skills, fresh veggies which they grow, and a social environment. This program will start in September and eight (8) people have registered for the PATCH. (Flyer Attached) • Florida International University Interns: Met with FIU to discuss the possibility of having Interns onsite. FIU is administrating a USDA Grant, which pays the intern $1,000 when 100 hours of volunteer service is completed. FIU is extending this grant program the support the Adult Intern Program described above. • Kona Ice Truck: TFF secured funding through American Heart Assn for the "Kona Ice Truck" for the final day of the Breakspot. Unfortunately, it was canceled because rain. TFF will reschedule for another event. • Memorial Hospital: Memorial is discussing holding a 4 - 6 session Lifestyle Workshop emphasizing natural pathways to health at the PATCH. • Calendars for the season are set, but TFF is working to secure workshop instructors before publishing. • TFF sends weekly emails promoting the PATCH in spite of the limited availability of produce, to keep our connections active through the summer. Raised Bed Construction (Photos attached) Completion: Target completion of the 46 new raised beds is the end of September. AN Open House is scheduled for October 5th to introduce the new PATCH programs to the community. A “ribbon cutting” ceremony is being planned on or about Oct 19th – I will coordinate the date with Maxine to confirm the Commission’s schedule. Volunteers: The PATCH has had 164 volunteers from the HandsOn Connect Programs on the scheduled volunteer days. An additional 57 volunteers attended who were not registered through the HandsOn Program. Invitation Home sent 7 volunteers on July 16th. Raised Beds: All 18 of the existing raised beds have had a third row of blocks to increase their resistance to flooding. Eight (8) of the 46 new raised beds have been completed. Compost: The compost for the raised bed has been ordered and delivery began the week of August 19th. Irrigation System: The contract for $24,258 with the Fruitful Field for the complete replacement and expansion of the irrigation system has been executed. The work will begin by mid-September. New (2nd) Nursery: The structural frame for the additional nursery has been installed. The gardening tables have been ordered. Seeds: The seeds for the fall planting were delivered on August 19th. In response to discussion with the CRA Board, we will two (2) plant fruit trees in each raised bed to develop a regular crop of fruit during the summer months. This will expand our crop availability through the summer months. Papaya and mangos are the likely target trees. It was brought to my attention that there is a thriving breadfruit tree at the PATCH, which is rare in South Florida. As previously mentioned, due to the summer heat and the on-site construction, the produce available for sale at this time is very limited. We have installed a sign at the gate to explain the situation and manage public expectations. (Copy attached) Meanwhile, the PATCH is producing a few value-added products for sale, such as dried herbs and flavored oils. We are building for you! Call to Order/Roll Call Chair Ryan called the meeting to order at 6:03 p.m. Present: Chair: A. J. Ryan IV Vice-Chair: Lori Lewellen Board Members: Joyce L. Davis Tamara James Marco A. Salvino, Sr. Executive Director: K. Michael Chen City Attorney: Eve Boutsis CRA Secretary: Elora Riera, MMC 2. Citizen Comments None. 3. Administrative Reports Executive Director Chen presented his administrative report that was provided to the Board in their packets. He touched on the following topics: - Innovation Ecosystem – meeting with different organizations to provide programs and workshops - CRA Website - organizing the structure of the website to be more informative, more - reflective of CRA activities, and easier to navigate - PATCH Board Member Salvino asked when the next growing season is for the new concrete raised beds and Executive Director Chen commented that it would be approximately November. Chair Ryan asked if there is a plan to have a doublewide trailer for the PATCH and Executive Director Chen responded that he would like to see a section of the pavilion enclosed. He also touched on other improvements such as ADA accessible restrooms and security measures. Minutes of Regular Meeting Dania Beach Community Redevelopment Agency Tuesday, July 9, 2024 – 6:00 p.m. 2 Board Member James inquired about using a nicer enclosed structure instead of using the pavilion. Executive Director Chen commented that he is looking at different options and that this would be a project for next year. There was consensus to initiate a permit application for a well at the PATCH. To answer Chair Ryan’s question regarding façade grant applications, Executive Director Chen commented about one pending application that has not been submitted yet due to other processes being completed. 4. Presentations There were no presentations. 5. Consent Agenda 5.1 Minutes: - May 28, 2024 CRA Budget Workshop - June 11, 2024 CRA Board Meeting Board Member James made a motion to approve the consent agenda. The motion was seconded by Vice Chair Lewellen which carried unanimously on voice vote. 6. Proposals and Bids There were no proposals on this agenda. 7. Discussion and Possible Action There were no discussion items on this agenda. 8. Board Member Comments Board Member Davis is happy to see the community engagement and enjoyed seeing events held at the PATCH and hopes to see more. Board Member James had no comments. Board Member Salvino is happy to see progress being made. Vice Chair Lewellen had no comments. Chair Ryan appreciated Executive Director Chen’s focus and hard work.
