Addressing the Commission: A thirty (30) minute "Citizen Comments" period shall be designated on the agenda for citizens and interested
persons to speak on matters whether or not scheduled on that day's agenda. Individuals wishing to speak on a matter not included on the
"Public Hearing" section of the agenda, which matter pertains to an item before the City Commission which requires a decision of the City

Please note, this Admin Report is shorter than usual as the time span between the last CRA
Board Meeting and the due date of this report was only one week.
1. PATCH
PATCH programs:
• PATCH Open House: This event, on October 5th, 8:00 0 1:00, is to reconnect with the
neighborhood that was interrupted by the summer construction activity. People will learn
about the new upcoming crops, upcoming programs, and the fall re-start of the “PATCH-
In-A-Box” bi-weekly subscription program. It will also be a “listening post” opportunity
for people to discuss what they would like to see at the PATCH. The event was
advertised in the Dania Beach Press, September edition, on social media, and posted on
the CRA website. (Flyer attached)
• PATCH Unveiling: October 7th, 4:30 – 5:15. This is the ribbon-cutting ceremony to re-
open the PATCH. Invitation Homes, Spirit Airlines, FIU School of Agroecology, and
other specific guests have been invited. The CRA videographer will also be there to
record the event. The event was advertised in the Dania Beach Press, September edition,
on social media, and posted on the CRA website. (Flyer attached)
• PATCH Volunteer Recruitment: We are aggressively recruiting for volunteers for
every Tuesday, Wednesday, Friday, and the 2nd and 4thSaturdays of each month. The
recruitment was advertised in the Dania Beach Press, September edition, on social media,
and posted on the CRA website. (Flyer attached) Volunteer groups currently booked
include:
1. September 21st, Sigma Phi Honors Society (NSU College of Osteopathic
Medicine): 20 students
2. September 17th, Spirit Airline, 20 employees
3. September 18th, Spirit Airline, 20 employees
• CW Thomas Park: After school program on Wednesdays until December

• Grow City Youth Internship: The Grow City Youth Internship is a paid internship
program that is a first-time job that focuses on teaching local high school teens , ages 14
– 17, first-time job skills within a garden setting. It is held on Tuesday, Wednesday, and
Saturday, for 9 hours per week. There will be two sessions per year: September to
December, and Jan to April each year. The Community Foundation of Broward is
providing FY2024/25 funding. The program The event was advertised in the Dania

• Adult Intern Program: TFF is promoting an Adult Intern Program available at the three
community gardens they manage, including the PATCH. The program is for 9 hours per
week, September through April. The program provides participants with gardening skills,
fresh veggies which they grow, and a social environment. This program will start in
September and eight (8) people have registered for the PATCH. The program was
advertised in the Dania Beach Press, September edition, on social media, and posted on
the CRA website. (Flyer attached)
• Veterans, Youth and Special Need Agriculturists Assistance Program: The Farmers
Outreach program is primarily focused on assisting veterans, small farmers, minorities,
and the socially disadvantaged by offering ahands-on farming experience through
apprenticeships, agricultural workshops, and technical one-on-one advice on USDA
loans/grant programs.
FIU has approved the PATCH as their Broward location for the Intern program and has
discussed Bianca (PATCH Lead Coordinator) and Jaime (TFF Executive Director) to conduct
workshops for FIU. FIU is extending the USDA grant program the support the Adult Intern
Program described above.
• Memorial Healthcare: TFF is working with Memorial Healthcare to conduct Lifestyle
Workshop series at the PATCH.
Love Our Nation programs at the PATCH: (Photos attached)
• Earth 2 Table: Earth 2 Table programs are held every Monday, 2:30 to 5:30, except for
school holidays. The program teaches youth the importance of making healthy food
choices and caring for the environment. Programs include gardening, journaling,
etiquette, teamwork, communication skills, finance, homework, and public speaking. The
focus of the program is to create the awareness that the food system starts with food
growing in or on the land – not in a grocery store. The program was advertised in the
Dania Beach Press, September edition, on social media, and posted on the CRA website.

• SPARKS: Provides a hands-on, interactive multi-week food education workshops, which
incorporates the math, science and nutrition of food. This 8-week program starts in
September.
• LON Financial Literacy: Partners Sun Credit Union and Synovus Bank to support
teaching the importance of understanding money earned, saved, spent, and given. LON
takes monthly field trips to SUN Credit Union (Hollywood) to deposit funds they have
earned into their bank accounts opened by Love Our Nation for each child in the
program. This program starts in September and will be ongoing.
• Raised Bed: The PATCH has set aside one mall raised bed for LON programs.

Completion: Target completion of the 46 new raised beds is the end of September. AN Open
House is scheduled for October 5th to introduce the new PATCH programs to the community. A
“ribbon cutting” ceremony is being planned on Oct 7th ,b.
Volunteers: The PATCH has had 164 volunteers from the HandsOn Connect Programs on the
scheduled volunteer days. An additional 57 volunteers attended who were not registered through
the HandsOn Program. Invitation Home sent 7 volunteers on July 16th.
Raised Beds: All 18 of the existing raised beds have had a third row of blocks to increase their
resistance to flooding. Eight (8) of the 46 new raised beds have been completed.
Compost: The compost for the raised bed has been ordered and delivery began the week of
August 19th. We received 7 truck loads (240 cubic yards). The 18 existing and 8 new raised beds
are being filled before more beds are constructed.
Irrigation System: The contract for $24,258 with the Fruitful Field for the complete
replacement and expansion of the irrigation system has been executed. The work will begin by
mid-September.
New (2nd) Nursery: The structural frame for the additional nursery has been installed. The
gardening tables have been ordered.
Seeds: The seeds for the fall planting were delivered on August 19th. In response to discussion
with the CRA Board, we will two (2) plant fruit trees in each raised bed to develop a regular crop
of fruit during the summer months. This will expand our crop availability through the summer
months. Papaya and mangos are the target trees. It was brought to my attention that there is a
thriving breadfruit tree at the PATCH, which is rare in South Florida.
As previously mentioned, due to the summer heat and the on-site construction, the produce
available for sale at this time is very limited. We have installed a sign at the gate to explain the
situation and manage public expectations. (Copy attached) Meanwhile, the PATCH is producing
some value-added products for sale, such as dried herbs and flavored oils.
We are planning to plant two fruit trees in each raised bed to generate a summer fruit crop.
Papaya and avocado trees are being considered.

Request:
Approve the proposed FY2025 CRA budget.
Background:
Attached is a copy of the CRA’s proposed FY2025 Budget. The line-item costs and totals reflect
the discussions of the May 28, 2024 CRA Board Budget Workshop. The final version attached
has been discussed with and reviewed by Frank DiPaolo, in his capacity as the CRA Treasurer.
The FY2025 CRA Budget is based on:
• Goals, objectives, and priorities in the adopted 2023 CRA Plan Update
• CRA Board discussions and direction from the May 28 CRA Board Budget Workshop
The content of accounts is itemized so you can identify the projects/programs included in each
account. Some accounts have new itemized expenses that were not included in the FY2024
budget, such as “CRA Economic Development Initiatives” (106-52-08-552-31-43) which
includes a new line-item, “Collaborative Initiatives” to support programs with partner agencies,
such as the Dan Marino Foundation. A few highlights of the proposed FY2025 budget are:
• The FY2025 budget of $3,009,889 is $85,554 (2.9%) higher than the FY2024 budget.
• The satellite CRA office lease is not renewed.
• The FY2025 Budget reflects a proposed CRA Staffing Reorganization:
1. The Deputy Director position from FY2024 has been changed to a mid-level
position which will be defined once we identify the specific strengths and
weaknesses of the to-be-hired Business Manager.
2. The PATCH Lead Coordinator position is changed from part-time to full-time.
3. The wage/benefit costs are calculated by the Finance Department and reflect the
proposed reorganization of CRA staff. The calculated values reflect the 6%
citywide cost of living raises effective in FY2025. It should be noted,
wage/benefit costs would increase in FY2025 even without the reorganization due
to the cost of living raises.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE COMMUNITY
REDEVELOPMENT AGENCY (“CRA”) OF THE CITY OF DANIA BEACH,
FLORIDA, ADOPTING THE FINAL ESTIMATES OF REVENUE AND
EXPENDITURES FOR THE FISCAL YEAR COMMENCING ON OCTOBER 1,
2024, AND ENDING ON SEPTEMBER 30, 2025; APPROPRIATING FUNDS
AS MAY BE NEEDED OR DEEMED NECESSARY TO DEFRAY
EXPENDITURES AND LIABILITIES OF THE CRA FOR THE FISCAL YEAR;
PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, in accordance with Florida Statutes Chapter 189.016, the governing body of the
Dania Beach Community Redevelopment Agency (“CRA”), operating as a special district, shall adopt
a budget by resolution each fiscal year; and
WHEREAS, the proposed budget for the Fiscal Year commencing on October 1, 2024,
and ending on September 30, 2025, has been prepared; and
WHEREAS, the proposed budget was presented to the CRA Board, discussed at the CRA
Board Special meeting held on May 28, 2024, and subsequently adjusted to accommodate the CRA
Board’s direction; and
WHEREAS, the proposed budget for the Fiscal Year commencing on October 1, 2024,
and ending on September 30, 2025 has been finalized by the CRA Board;
NOW, THEREFORE, BE IT RESOLVED BY THE DANIA BEACH COMMUNITY
REDEVELOPMENT AGENCY BOARD OF COMMISSIONERS:
Section 1.That the above “WHEREAS” clauses are ratified and confirmed, and they
are made a part of and incorporated into this Resolution by this reference.
Section 2. That the final approved budget for the Community Redevelopment Agency
as attached, marked Exhibit “A”, which is incorporated and made a part of this Resolution by this
reference, is adopted as the final and approved budget for the Fiscal Year commencing October 1,
2024, and ending on September 30, 2025.
Section 3.That all appropriations from the 2023-2024 fiscal year which are
encumbered but unexpended as of the last day of the fiscal year, may be re-appropriated for the
same purpose and incorporated into the budget for the 2024-2025 fiscal year at the discretion of
the CRA Executive Director and approval of the CRA Board when applicable. The CRA Executive
Director, with assistance from the CRA Treasurer, shall make the final determination on which

encumbrances remain open (e.g. ongoing initiatives and/or capital projects) and which
encumbrances are closed (e.g. monthly operations) as of the last day of Fiscal Year 2023-2024.
Section 4.That all other appropriations for the 2023-2024 fiscal year, which are
unencumbered and unexpended as of the last day of the fiscal year, may be re-appropriated for the
same purpose or project or reallocated pursuant to Exhibit “A”, or if complete, shall be re-
appropriated to a reserve account.
Section 5.That CRA staffing positions and capital expenditures reflected and
approved in the annual budget establish CRA Board consent to the staffing and capital
expenditures, and that any additions to staffing or capital expenditures are to be approved through
CRA Board approval of an amendment to the approved budget.
Section 6.That this Resolution shall be in full force and take effect immediately upon
its passage and adoption.

SUBJECT: Facade Grant Application - Gasper Arts - 250 S. Federal Highway
Request:
Background:
250 South Federal Highway is owned by 250 South Federal LLC, with Laura K. Gasper as the
registered agent. The building is home to the Gasper Arts Center, also owned and operated by
Laura Gasper.
The Project: Laura Gasper believes her Federal Highway location suffers from being set back
from Federal Highway, with two rows of parking and a wide access driveway between the front
of the building and Federal Highway. The business is completely obscured from south bound
traffic by the adjacent building to the north, which is positioned at the edge of the sidewalk along
Federal Highway. The façade improvement project is the installation of new sign at the front
edge of the Gasper site to improve the visual presence of the business to traffic on Federal
Highway.
The project includes the cost of the sign, the sign installation, and the electrical connection. The
range of the total sign cost is comprised of the sign and installation by a sign company and a
separate electrical company. The range of the total cost is estimated to be from $29,764.00 to
$34,932.00, based on estimates from two sign companies and two electrical contractors. The
Façade Grant application is seeking the $15,882.00, representing a 50% match of the lower
estimated sign cost and the higher electrical cost ($31,764.00 total cost). The owner’s share of
the construction costs will be self-funded.
