Adjournment City of Dania Beach Memorandum DATE: 3/13/2025 TO: Mayor and Commissioners FROM: SUBJECT: Discussion on Vacant Land/Properties in Dania Beach CRA Request: At the December 10, 2024, CRA Board Meeting, the Board requested that we set up a Workshop to discuss CRA-owned properties. The CRA owns 14 individual properties. A table listing the properties and some of their general characteristics is attached. There are two opportunities for creating two more significant development sites by assembling adjacent parcels. The two opportunities are commonly referred to as “Smith Properties” and the “Phippen Waiters Properties”. • Smith: The Smith Properties are comprised of three parcels. 1. 701 SW 12th Ave, 50.0’ x 100.0’, 5,000sf 2. 705 SW 12th Ave, 57.0’ x 100.0’, 5,700sf 3. 701 SW 12th Ave, 57.0’ x 100.0’, 5,700sf As individual sites, each is slightly deficient in width for development (60’ minimum by code), and would require a variance. If combined, we would have a single site with 164.0’ of street frontage and 100.0’ deep. The total area would be 16,400sf, or 0.37 acres. On June 26, 2018, the City of Dania Beach recorded a Declaration of Restrictive Covenants on the three properties, mandating that each property must be developed as a owner-occupied, single-family residence (copy of covenant attached). The Covenants are effective for twenty (20) years, but it can be terminated earlier by a unanimous vote of the Dania Beach City Commission. • Phippen Waiters: The Phippen Waiters Properties are comprised of six (6) parcels: 1. 115 Phippen Waiters Rd, 25.0’ x 79.7, 1,992sf 2. 117 Phippen Waiters Rd, 25.0’ x 79.7, 1,993sf 3. 119 Phippen Waiters Rd, 25.0’ x 79.8, 1,994sf 4. 121 Phippen Waiters Rd, 25.0’ x 79.8, 1,995sf 5. 123 Phippen Waiters Rd, 25.0’ x 79.8, 1,995sf 6. 125 Phippen Waiters Rd, 25.0’ x 79.8, 1,996sf As individual sites, each is significantly deficient in width (60’ minimum by code) and slightly deficient in depth (90’ – 100’ minimums by code) for development. The widths are probably not candidates for variances. If combined, we would have a single site with 150.0’ of street frontage and 80.0’ deep. The total area would be 11,965sf, or 0.27 acres. Also, at the back lot line of each parcel, there is a 15.0’ unimproved ROW (alley). Vacating this ROW would add 1,125sf to 2,250sf of additional land to the assemblage.
