SUBJECT: Administrative Report
CRA INITIATIVES
• Commercial Façade Grant: Director Chen talked with the owner of the Bake Shack, 238 S Federal
Hwy., regarding their plan for an exterior improvement project. They are planning to build an outdoor
seating area, with a landscape buffer and an improvement to their parking lot.
Director Chen provided a detailed summary of the Façade Grant Program and provided an application
form. They are currently working on the design and have talked with Community Development
regarding the permitting process.
• Home Beautification Program: On Thursday, May 8, Rebuilding Together pressure washed and
painted the house and replaced the landscaping at 820 NW 3rd St. Bozzuto Homes and Home Depot
sent volunteer groups to work on the day’s project.
• Safe At Home Program: To-date, seven homes have been completed with Tier 1 improvements
($1,000 max). Rebuilding Together is preparing their first invoice for this program. They have
completed the qualification due diligence for an additional three houses and will schedule these
improvements to be installed – all are Tier 1 projects. To be qualified for the Safe At Home Program,
at least one of the following conditions must be met: Age (at least 60 years old), Physical/Mental
Disability, Income (80% - 120% AMI), Veteran.
Rebuilding Together is conducting the due diligence qualifications for another 30 houses – all Tier 1
projects. They have identified two houses that need more extensive repairs/improvements – Tier 2
project ($1,000 - $3,999). These projects take longer to qualify as the cost of improvements is more
technical and these properties will require the pre-approval of Candido, as the CRA Executive
Director, before the repairs/improvements can be done. Rebuilding Together is preparing their request
for CRA approval/consideration
ECONOMIC DEVELOPMENT
• Sheraton Four Points: Director Chen met Alison Higgins, Director of Sales for the Sheraton Four
Points, at 1900 Sterling Rd. This property is not in the CRA, but this visit was a result of an
introduction through the Dania Beach Chamber. However, there is a tie between this property and the
CRA. The owners of this hotel are the owners/developers of the proposed Embassy Suites Hotel on N
Federal Hwy – Alison is setting up a meeting for me with the hotel owners.
On a year-on-year the Four Points occupancy and average daily rate have remained steady. They are
particularly proud of their upcoming booking of 40 rooms for a video film crew from India for the
2025 West Indies versus India Cricket tournaments at the Broward Cricket Center on July 31 through
August 3.
• South Florida Community Land Trust (SFCLT)/ Blue Sky Dania Pilot Program: SFCLT owns 31
properties in the CRA District and close to City Hall. To date, 13 of the 31 existing homes have had
major renovations and upgrades. Over the past 18 years, SFCLT’s housing development work (homes
for rent and for sale) has helped 486 families to find relief from an increasingly brutal South Florida
housing market. Their renters pay an average of 46% less than market rates.
The Blue Sky Dania Pilot Program will not only provide affordable housing (50% or lower AMI) to
families but will help them achieve health and financial stability as well. Blue Sky Dania is a bold
innovative approach to work more holistically with renter families to help them not only keep a roof
over their heads, but to use their housing cost savings to grow in financial capacity. Blue Sky Dania
will engage 30 participants over a full year, with one-on-one help to develop a “Next Level” plan to
upskill, save, and invest. The “Next Level Navigator” is a member of the SFCLT staff.
Request:
The Primary “Connector” of the Blue Sky Program is monthly “Dinner Dialogues.” The first Dinner
Dialogue is expected to be the largest with 45-50 attendees including Blue Sky Dania tenants,
participants of the HEAL program, local partner organization heads, and some CRA Staff. There will
be presenters who will do an interactive, age-inclusive activity that is for all abilities/mobility levels
that will provide a safe, welcoming “Ice Breaker” to meet each other, make community connections
and allow the SFCLT to explain the Pilot Program and Goals. They want to have at least the first two
dinners in City Hall because of the proximity to many of the rental units. The target schedule is to
have the first Dinner Dialogue by the end of June or early July.
Currently, Blue Sky Dania has 13 tenants representing 29 individuals including disabled heads of
households and children of varying ages. They are meeting with tenants individually and identifying
needs and explaining the Blue Sky Dania Program. The Blue Sky Dania Pilot was designed through
the lens of the Social Determinants of Health (SDOH), which are the non-medical factors that
influence health outcomes. The Blue Sky Dania Pilot expects to improve the SDOH through 5 main
program activities:
1. Economic Stability:
o Encouraging adults and older teens to take the SFCLT-sponsored Financial Fitness
program. https://playmoneysmart.fdic.gov/
o A special savings/investment presentation for elementary school Blue Sky Dania
residents and children of other similar community programs.
1. Education and Access and Quality:
▪ “Next Level Navigator” meets with tenants to discuss options for
“upskilling” that will help them access opportunities for higher paying
jobs and or more sound self-employment plans. This will involve
participating in the Dania Beach CRA Business Academy, SCORE
courses, training opportunities with CareerSource and collaboration with
Hispanic Unity, through introductions of the CRA.
1. Neighborhood and Built Environment: This will be achieved by
renovations and upgrades to the remaining 18 Blue Sky Dania
properties.
2. Social and Community Context: This will be achieved through
coaching, meetings with the Next Level Navigator coupled with
Monthly Dinner Dialogues to foster community connections.
3. Health Care and Quality: This will be achieved through
navigation with partners such as Dania Beach’s FLIPANY, the
Memorial Health Care HEAL Program with weekly meetings at
St. Ruth’s Missionary Baptist Church, and other Dania Beach
based community organizations, such as Love Our Nation.
PATCH
• National Coconut Day: On Saturday, June 14th, the PATCH will celebrate National Coconut Day, as a
theme for the Farmer’s Market. Coconut water beverages will be served and tips for opening and using
and preparing coconuts will be provided. (See attached flyer.)
• Farmer’s Market: The PATCH will continue the Farmer’s Market program every Saturday, from 9:00am
to 12:00pm. There will be sales of seasonal vegetables available each week – currently Red Mustard,
Collards, Curly Kale, Scotch Pepper, Jalapeno Pepper, Italian Eggplant, Arugula, Sage, Carrots, Greek,
Cherry-Tomatoes, Lemongrass, Cuban Oregano, Thyme, Peppermint, Tarragon, Aloe Vera, Coconuts,
Passion Fruit, and Moringa.
• CW Thomas After School Program: During the 2025 school summer break (June 12 to August 18), CW
Thomas students will visit the PATCH every Wednesday afternoon. One of the raised beds will be set
aside for the school’s community garden plot.
• Dan Marino Foundation: The PATCH has partnered with the Dan Marino Foundation for its adult group
volunteer program. Dan Marino will bring their group to the PATCH on the 2nd and 4th Tuesday of each
month. The PATCH will assign a raised bed for the group to garden.
• PATCH Maintenance:
1. The north end of the PATCH site is being cleaned up from the raised bed construction. Cinder
blocks, soil, and piles of mulch are being moved inside of the fence line.
2. Finish filling the raised beds to prepare for the fall growing season.
3. Cleaning and weeding inside and around the raised beds.

Executive Director Sosa-Cruz advised the residents that there are 50 remaining trees from the
Arbor Day giveaway. Residents may pick up an oak tree at the PATCH.
Director Chen presented his administrative report that was provided to the Board in their packets.
He touched on the following topics:
- Commercial façade grant
- Home beautification program
- Safe at Home program
- Rebuilding together
- The PATCH
o Harvest celebration
o Grant from Spirit Airlines
- Summer Fresh Food Box Program

CRA Business Manager Krystal Permanan provided the economic development report which
touched on the following topics:
- Visit Lauderdale
- Marketing at the Casino at Dania Beach for visitors
- Business retention
- Business attraction
- New businesses
Mayor Davis acknowledged Krystal and her service to the City. She wished her best wishes in
her future endeavors.

Board Member Lewellen made a motion to approve the consent agenda. The motion was
seconded by Vice Chair Salvino which carried unanimously on voice vote.

Board member Lewellen thanked Krystal for what she has done for the city, and she spoke about
Visit Lauderdale and that the city should follow up.
City Manager Garcia said they spoke to Nannette, and Visit Lauderdale completed the $50k and
staff can have them come and do a report on what they did. She wished Krystal the best going
forward.

Tuesday, May 13, 2025 – 6:00 p.m.

Board member Rimoli thanked Krystal for all her contributions to the city. He wished her
nothing but success. He thanked Director Chen for the May 8th event and for the volunteers that
came out for the rebuilding together event.
There was some discussion regarding a Dania Beach app for visitors to use to look for
restaurants and Director Chen commented that he has not received any proposals for Dania
Beach.
Executive Director Sosa-Cruz commented that the app was going to be too expensive, and the
return on investment was not worth it at this time.
Board member Ryan wished Krystal well in her future endeavors.
Chair Davis thanked Krystal and spoke about Visit Lauderdale.
Vice Chair Salvino thanked Krystal for her contributions, and said she is always welcome back.
Chair Davis thanked the CRA board and said that it was great to stand beside them on Arbor
Day. She is glad they are directed to the PATCH to pick up the left-over trees. She was thankful
for all that is being done.
