Conference Room     Call to Order: Welcome, Chair Henriette Arnold, Introductions Attendance Sheet Passed: Quorum in attendance; City Attorney Tom Ansbro; Rickelle Williams. A. September Minutes Approval: Motion Luis; 2nd Joan; Unanimous Note: CACAB does not approve additions to CAC, only recommendations. New Members are approved by: CRA Director; City Attorney and City Manager. B. Sunshine Laws–City Attorney: Tom Ansbro; (1) Difficulty of members being able to talk to one another. Starting TODAY: Don’t do it anymore! If we are communicating about things not to be brought before the CAC for approval/vote, we can talk to each other. But if there is even a remote chance that a discussion may come to the Board, or be recommended for considerations, it is prohibited!!! Art information about anything outside of CACAB, people can notify others of other art shows, etc. Personal communications are OK. Absences report to Kisha or Chair & Kisha. Art in the Hall: not voted on by the CACAB, discussions about outreach for artists. Kitte: Operation of the Gallery declared by the City as an Art Gallery. Sunshine Law prohibits smooth running of the Gallery. CACAB has been directed to form a Sub-Committee to formulate Art in the Hall plans. If one of the members has recommendations for artists, this can be sent to Kitte. If a vote is required by CAC, needs Sub-Committee for discussion. Sandy & Linda are responsible for monthly selections of auxiliary artists and musicians. Currently, Art in the Hall participants are determined, once decided, this info is communicated to the CRA. A flyer is made for media promotion. Email communications, discussions to/with more than 1 Board member are prohibited. Sub-Committee needed to discuss and report results back to CRA. Post all sub-committee notices 2 days prior to sub-committee. Rickelle: How do items for the agenda are communicated? Send to Kitte or Kisha. Everyone can talk to Kisha. She is not a Board Member. Kitte formulates agenda and send to Kisha. Kitte can request items for agenda from members; do not reply all - ever! City Attorney: If not requiring action by CAC, but if 2 or more talk to each other Art in the Hall, best to post as a sub-committee meeting. If Gallery artists, only Kitte makes the selections for long term art exhibit. If sub- committee makes recommendations for monthly exhibitions, C.A. suggests, if in doubt, Board Members meet as a sub-committee and post notices 48 hrs. In advance. One to one communication is OK. Do not send to more than 1 Board member. Do not email back and forth as a conversation. That is an action. DO NOT DO without a sub-committee, posting, or Board discussions. Anytime Sub-committee wants to meet, date Posting, minutes and send to Kisha. Atrium Art Gallery appointed Kitte as Curator of the Art Gallery, via Bo Donnelly, then Chair of the CACAB, documented this appointment 4 yrs. ago. CACAB minutes. At this time Kitte is the only one who makes the Gallery artists. She accepts all recommendations, and Kitte has a listing of artists. Why does CACAB funding for hardware for Gallery. Original was done through Bo Donnelly. Funded by outside sources and City Commission. Rickelle: How will future funding requests be handled? Did we follow proper process last request? City Atty: If a Board Action, budget recommendation, to go through CRA, and presented to Commission, as we did in the past. This is correct. C. Signal Box Update: C.A. Permission and approvals needed to release the Mural Box identifying faces of people. Forms have been provided for signatures before can be processed for use. Joan asked for clarifications. Emmanuel: It should be eliminated, unknown person, photo from Hollywood Historical Society. Historic and Marina Box timeline: Dave Nuby - What is the timeline? ASAP. D. Call to Artists/Exhibits: Discussion on Written Procedures E. Dania After Dark: Kitte: Parking of large trucks block Canterbury Square area, plus asking possibility of relocation of Band to face east. Rickelle: Stage has to be placed on the concrete pad. Cannot place on the grass. Could have more vendors to expand displays. Lighting needs to be improved for after dark now that daylight savings time reverse. Atrium lighting, signage, banners need to be improved. Inside exhibitors need to confine themselves to INSIDE the Gallery. Set-up, Promotions, possible media promo info published during the same month, December - Art Basel piggy-back. Look toward FREE Sub-Sentinel Calendar of Events & Bulletin Board 2 weeks in advance FREE. Place more flyers in surrounding & Miami Hotels. Art Basel exhibitions are main: Miami Beach; others in Wynwood, and other locations. Also, Monthly Art events on Broward Calendar of Arts for DAD. We currently put Art in the Hall on this Calendar. Rickelle: Wants to spotlight Atrium Gallery as a “Jewel”. Not the same as the DAD exhibits. Kisha: Flyer for Art in the Hall original she helped design. A remark made that why is CRA doing it? Katia does not do this promo. CRA can help us. Luis can help us make a new Flyer for Art in the Hall and include DAD info as well. To finalize at Art in the Hall Sub Committee meeting. F. Board Member/Staff/Public Comments: CRA Rickelle: request for action: CACAB requested to do the “Call to Artists” for Arts and Seafood Celebration, and select the top 2 to determine Creative Art Council Advisory Board Meeting Minutes October 16, 2018 4:00 pm N.W. Conference Room   the final determination. Rickelle: Proposed to pay artist $400. Event planner is Standing Ovations - not in charge of Poster. Selection will be used for poster, T-shirts, media promos - not for every doc, but to be featured as a primary logo. Motion to approve: Luis, 2nd Dave. Unanimous. Luis: Any possibility of featuring the History Film from Emmanuel. Open Commission Chamber and show it. Cannot do since it is being submitted to Sundance Festival, 30 minutes. Possible trailer showing? Could we run the clip on the TV in the lobby. Emmanuel has the first 12 minutes, maybe can be shown, as a separate version? Emmanuel has discussed with Kitte about a special exhibit for Black History Month (7 artists potentially), and March for Woman’s History Month. Special exhibitions - to be coordinated with Kitte. Further discussion at Sub- Committee meeting for auxiliary. Deferred for further Discussion: C. Mural Art Opportunity - Deferred for further discussion at next meeting or Sub-Committee Discussion. Garage, panels, Yesterday, Today & Tomorrow?? Community Parks: Parks & Rec proposed revamping. D.
