HomeMy WebLinkAbout2019-06-18 Creative Arts Council Advisory Board MinutesTuesday, June 18, 2019 CACAB June Meeting I. Call to Order 4:04pm II. Approval of Minutes Minutes approved. III. DAD and Art in the Hall Update Sandy- Artist booked till September any one who would like to play at the receptions should Email Sandy. There will be 4 artists each month and a music artist. We will no longer be doing themes, it is too difficult to source specific themes in the time frame. No added support or help is needed at this time. I spoke to Katia Brody and she has been reposting a lot of art in the hall promotions. IV. Committee Reports Signal Boxes- Joan- Kisha- June 28th the historic signal across from Attucks Middle School, box will be installed. Another Box located next to the fireworks store with a marina theme, The box is dented and the artwork was altered to avoid the dent. Whether the box will be fixed before it is wrapped with the artwork, we are unsure. Kisha - The last update from the county stands that the damage is not significant enough to be repaired. Rickelle- if the box were wrapped in it’s entirety we don’t think it will be noticeable. AS of not we are awaiting FDOT Approval for the marina Box. Kitte- if its the cement or the first part of the base, if the damage is not on the door, lets get it done. Budget and Master Plan Bridge Mural project has been on the table for 3+ years, in order to move forward, we need city approval on our budget and permits from FDOT for the 3 Bridges. The Bridge near Dania Pointe could benefit by being sponsored by Dania Pointe and we could put a logo on it. Luis- We are looking for clarity on the process to achieve political approval before we begin to source funding. During past projects we lost allocated funds for our projects because the time frame elapsed. Our next step is to get it approved. Kisha- because multiple agencies will have to approve the bridge project, we can pick up where we left off. We also will need to look into the budget and begin the process. Ana- We are working on an art in public places ordinance that gets developers to fund public art. With all of the development going on, a very small amount is dedicated to public art. Pressure cleaning the bridges will be a nice start and will brighten up their appearance in the mean time. 1 Tuesday, June 18, 2019 Luis- Who makes the calls how the art is chosen and how does the project move forward and who’s approval does it need. We have yet to find a volunteer grant writer to aid us in seeking out public funds. Ana- We can invite one of the city’s grant writers to a CACAB meeting and put them on the task of sourcing public funds. Luis - we are looking to grow art programs that are more interactive. We lack the expertise to get those programs going. What ever it takes to be more engaging and relative, we need to look into. We as an advisory board seem to encounter a lot of red tape when it comes to getting these events on the ground. Ana- Once the art in Public places ordinance is approved, with your passion and vision in the 5 year plan we can actually get things done. Luis- in the past we were trying to collect funds that could have been matched and we missed out on it. Ana- as we speak, we are crafting an official Ordinance and it will be put before the council. CAC 5 Year plan Linda- We drafted an update to the master plan was published in June 2016 and a 3rd draft was completed in Nov. 2016. The next step is to revisit the 5-10 year and master plan and have sub committee meeting over the summer. Luis- With the public art ordinance on the horizon we have to make our short and long term plans very clear. We also will need to get a bit more aggressive with sourcing these funds. I would like for the Plan to be ready to move forward once we receive those funds. Rickelle- I am yet to have the budget meeting, we have taken your request under strong consideration. Linda- It is not a lot more than what we are currently getting. We are still trying to get the hardware set up for Art in the Hall’s success. Rickelle- All the CRA needs to know is the Dates you would like to transition the Gallery. Luis- We have the funding and approval, Kisha- The first step is the scheduling with the company that provides the scissor lift and putting in the work order for the man power and hardware needed to mount the artwork. Kitte- I am available now, I would like to have the art transitioned next week if possible. Luis- Give Kisha some dates that you would like to transition the art and Kisha will make it happen. V. Old Business Sending out call for Business for Mural Projects 2 Tuesday, June 18, 2019 Luis- if there are any businesses out there with wall space for murals, we can cover the businesses with Murals already and garner support for more murals around the City. Rickelle- once the article is published or a blast is sent out Luis- the Mural sub committee would need to initiate the process and allocate a contact person for business interested in murals to reach out to and a call to artists be initiated. Joan- In Regards to Dania Doors, Going Door to Door to businesses, if we were to put it on the agenda for business to enroll in the program. Luis- WE can attracted interest from businesses a number of different ways, we can increase awareness on how they can get involved in the Dania Beach Artistic Renaissance. If the CRA is willing to put the project on the agenda to attract the business to Merchant Meetings. Rickelle- Previously, the merchant meetings did not have good attendance. Sometimes meeting the merchants where they are makes it easier to make progress as apposed to an email they won’t even read. Signage for Art in the Hall Kisha- The council has decided to revisit the Art in the Hall Signage and determine a Size and style for the sign. Luis- Linda- We discussed that the current design will need to be redone and I believe that $700 has been set aside for the signage when we approve one. Kitte- This is the artw Garage Mural Tam- Last Meeting we decided on two artists that we would like to work together to do the columns and the Mural. This is in the CRA’s hands now, We are not going to move forward until the CRA hosts a workshop with the artists to collaborate towards a common vision. Luis- to be clear we will not end up going with the art submissions instead we will collaborate and create a fusion if possible for the final artwork . Crosswalk Art Project Rickelle- June 11th meeting we decided to ask artists to create designs, and act as a consultant. Giving them opportunity, artistically and Capitalistically. An RFP will be the first step and then a call to artists will follow, the CACAB will be responsible to decide on the artwork submitted. Luis- I am offended that the CACAB will not be at the wheel with the call to artists for the crosswalks. We do not feel needed if the Cra is putting out a call to artists with out our input. Leaving us out of the selection process. 3 Tuesday, June 18, 2019 Rickelle- Are you asking to take over the process from A-Z.? Linda- What is the purpose of the RFP for Capital Rickelle- There will be infrastructure and Ada compliance that will need to be approved and a contractor will need to be hired. For the design aspect, we are looking for the CAC to draft the call to artists. Luis- I’m under the impression that the CRA has taken the CAC out of the equation because we didn’t do the last call to artists correctly. We should be involved in the call to artist process from the beginning. Tamara- The city is being scrutinized with a fine tooth comb and public records have been requested. I can understand the Liability taken on by the CRA for the process to be done correctly. TO be clear we want your involvement in the process of approving a mural and leave the business/Financial side to the CRA. Rickelle- The CAC is not set to be involved in any procurement, that are there to aid the CRA in the decision making project. Luis- We would like to be responsible for the call to artists, and choose the artwork with our expertise and then hand over the result to the CRA to work out the logistics. Linda- I am an expert in procurement, I understand both sides of this discussion. The CAC is here to source the talent and those artists will collaborate with the businesses selected from the RFP. It is important that these crosswalks are not providing a distraction to drivers. I suggest that the redevelopment of the city center be looked at in unison. Board Members Comments Kitte- We end up with a lot of dead ends in this committee Rich- I would like clarity on where we stand on the garage mural project. Linda- I think we need to find a way to temper our discussion with more Rickelle- I appreciate being embraced by the CAC I want to see the board have the involvement they are happy with. I don’t take things personally and im willing to make this work. Public Comments Jordan, Our Guest. I moved to Dania Beach Recently, I’m visual artist , writer, recorder this place reminds me of Rockville in DC. From what I gather the city is always on the horizon of development. I’m a fine artist, Fine art is really about connecting with the people. It’s not about ego or trying to prove myself as an artist.
