ANY PERSON WHO DECIDES TO APPEAL ANY DECISION MADE WITH REGARD TO ANY MATTER CONSIDERED AT THIS MEETING OR HEARING WILL NEED A RECORD OF THE PROCEEDING, AND FOR SUCH PURPOSE MAY NEED TO ENSURE THAT A VERBATIM RECORD OF THE PROCEEDING IS MADE WHICH RECORD INCLUDES THE TESTIMONY AND EVIDENCE UPON WHICH THE APPEAL IS TO BE BASED. LOBBYIST REGISTRATION IS REQUIRED. CONSENT AGENDA 7.9 RESOLUTION NO. 2015-128 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO PURCHASE HOLIDAY DECORATIONS WITHOUT COMPETITIVE BIDDING FROM STREET DÉCOR, INC., IN AN AMOUNT NOT TO EXCEED FIFTY THOUSAND DOLLARS ($50,000.00) FOR FISCAL YEAR 2015-2016; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. Navarro, P.E., Deputy Director of Public Services DATE: October 23, 2015 RE: Approval to Purchase Holiday Decorations without Competitive Bidding to Street Décor, Inc. Introduction and Background Public Services Department has been tasked with procuring and installing holiday decorations for the rights-of-way in the City of Dania Beach. Three written quotes were obtained as follows: Midwest Innovative Printing $55,072.00 Mainstreet Designs, Inc. $53,148.00 Street Décor, Inc. $50,000.00 Funding in the amount of $75,000 for this project will come from Street Lighting Account No. 001-39-01-541-63-10; $50,000 if which will be spent purchasing the decorations and the remainder allocated for electrical work and installation. Page 2 of 2 - Approval to Purchase Holiday Decorations without Competitive Bidding to Street Décor, Inc. Recommendation It is recommended that the City Commission approve a resolution for holiday decorations from Street Décor, Inc. in the amount of $50,000 and authorize the City Manager to execute the documents. RESOLUTION NO. 2015-128 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO PURCHASE HOLIDAY DECORATIONS WITHOUT COMPETITIVE BIDDING FROM STREET DÉCOR, INC., IN AN AMOUNT NOT TO EXCEED FIFTY THOUSAND DOLLARS ($50,000.00) FOR FISCAL YEAR 2015-2016; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Charter of the City of Dania Beach, Part III, Article 3, Section 4, Subsection (j), authorizes the City Manager to purchase supplies, services, equipment and materials for the City government in amounts in excess of the established monetary threshold without competitive bidding and without advertisement for bids if he is authorized to do so in advance by a resolution adopted by the City Commission; and WHEREAS, the Dania Beach Code of Ordinances, Chapter 2, Article 1, Section 2-10, “Monetary thresholds for certain purchases and payment disbursement authorizations”, Subsection (a), sets the monetary threshold or limitation at $25,000.00; and WHEREAS, the City Manager has determined that it is necessary to purchase citywide holiday decorations in an amount in excess of the $25,000.00 threshold; and WHEREAS, the City Commission approved $75,000.00 for the purchase and installation of holiday decorations in the FY 2015-2016 budget; and WHEREAS, City Staff has obtained three written quotes for holiday decorations, copies of which are attached and made a part of this Resolution for the results are listed below. Midwest Innovative Printing $55,072.00 Mainstreet Designs, Inc. $53,148.00 Street Décor, Inc. $50,000.00; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the City Manager is authorized to purchase holiday decorations in an amount not to exceed the sum of $50,000.00 from Street Décor, Inc. without competitive bidding and is further authorized to execute a purchase order for the same. Section 2. That funding for this purchase is planned and appropriated in the approved 2015-2016 City Budget Public Services Streets Division Account #001-39-01-541-63-10. Section 3. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 4.
