HomeMy WebLinkAboutR-1995-151RESOLUTION NO. 151-95 A RESOLUTION OF THE CITY OF DANIA, FLORIDA APPROVING THE PROPOSAL OF BROWARD SHERIFF'S OFFICE TO DEVELOP A 60 ACRE RESIDENTIAL YOUTH DEVELOPMENT CENTER IN SOUTHWEST BROWARD COUNTY TO HOUSE AND PROVIDE SERVICES FOR AT RISK YOUTH AND COURT ORDERED YOUTHFUL OFFENDERS UNDER A PROJECT CALLED OPERATION BOOTSTRAP; PROVIDING THAT ALL RESOLUTIONS lN CONFLICT HEREWITH BE REPEALED TO THE EXTENT OF SUCH CONFLICT; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, assistance and support have been provided by Governor Chiles' Office, State Attorney Bob Butterworth, the State Legislature, the Florida Department of Juvenile Justice, local judges, the State Attorney's office, the Public Defender's Office, Broward County Schools, Broward County Board of County Commissioners, Eckerd Family Youth Alternatives, lnc., and numerous youth agencies for Operation Bootstrap; and WHEREAS, the Florida Department of Juvenile Justice has made a commitment to coordinate assessment designed to determine which youthful offenders are appropriate for Bootstrap; and WHEREAS, youthful offenders determined to be appropriate for basic training will be assigned to 4 months of boot camp at the Bootstrap site. Certified BSO personnel will provide intensive training designed to develop respect, confidence, self esteem, discipline, goal setting and physical health. The program will also promote education and personal improvement; and WHEREAS, Eckerd Family Youth Alternatives, lnc., will operate a residential youth corps on the site; the program being modeled after the Florida Conservation Corps near Orlando and the nonresidential Fort Lauderdale Conservation Corps. Those youths graduating from boot camp who required advanced training and residential services may stay in the Bootstrap youth corps for an additional year where they will continue their education while learning on the job, performing various community projects; and WHEREAS, youth who graduate from the youth corps and/or boot camp will also receive assistance in returning to the community and some may go into programs such as the Fort Lauderdale Conservation Corps, PACE or FOSI. All will receive follow up counseling (including family counseling) and case management; and WHEREAS, the Broward Board of County Commissioners has provided conceptual approval for the land upon which Bootstrap is planned and BSO has completed a detailed operations budget and a preliminary site plan; and WHEREAS, the Florida Department of Juvenile Justice has committed funding for construction, start up, and operation expenses associated with the 30 bed juvenile boot camp and aftercare. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA, FLORIDA: Section 1. That the City Commission of the City of Dania hereby approves and supports the proposal of Broward Sheriffs Office for Operation Bootstrap. Section 2. That this resolution shall be in force and take effect immediately upon its passage and adoption. PASSED and ADOPTED this 24th day of October 1995.
