Airport Noise Abatement Committee

Meeting Minutes
Dr. Fischler began the meeting with self inhoductions and approval of the ANAC meeting minutes
from March 10,1997. There was a moment of silence for Ron Gardner.
Noise Control Office update:
Acoustical consultant request for letters of interest. HMMH contmct expires on 9130/97 .
County process for a new contract has started. Project briefing on June 12, and the proposals
are due back in the beginning of July. More update at next ANAC meeting. Selection
committee is Richard Ra).rnond, Barbara Churchill and Mike Wanchick. No commissioners.
Helicopter routes for the DRI project. Diana Lewis briefed the group. We are proposing that
the ANAC review any helicopter routes that are developed for Broward County. Also the
Planning & Development Update is on the table for anyone that wants a copy. DRI hearings
have been ongoing with the County and various cities. The next one to be at the City of
Hollpvood on June 18, 1997.
Monthly Reports:
Ms. Kligfeld briefed the group on operations, enplanements, and Cargo for March and April 1997.
There were increases over last year in every category. Graphs were also displayed to show the
growth. Dr. Fischler asked about how Southwest affects our traffic. Ms. Kligfeld explained they
were number three as far as total passengers and operations, behind Delta and USAirways.
Stage 3 fleet mix is still doing well. February was down to 620/o due to a Camival equrpment
change; from the 8737 -400 to 8137 -200. March and April were back up to the high percentage
stage 3; first time every that January and April went over 70o/o stage 3.

Pavement work at the intersection of both runways, requires the use of runway 9R after
10:00 pm. Will be done on June 9 and June 10; if the wind is calm, they will use 27L
instead. Later this month there will be another closure of the main runway 9L for lighting
work. This will be on June 24 and June 25 fiom 1:30 pm to 5:30 pm. Notice went out to the
community.
Ldn noise summaries for April 1997 were similar to April 1996. ln May, microphone number five
was higher by two dB due to the airshow and the fact that we had rubber removal and used the
crosswind runway for several days. These changes would affect the contour. The single event report
for April showed three events that were called in for use on ru vay 27R. The aircraft tumed due
to weather-
In May, Southwest departed off runway 3 I . They have done this in the past; request runway 31 for
operational necessity. Not consistent with our noise abatement program. Tower Manager Ron Boyd
said if the airline requests an altemate runway for operational necessity, they have to give it to them.
We are going to write them a letter and request they comply with our program. Steve Graham,
American Airlines, suggested it was due to their taxi time policy. Bud Johnson said it appears to
happen on the weekend and could be the same pilot flying that line. They need to be reminded.
Ted Baldwin, HMMH, briefly explained to the group that one of their tasks was to evaluate the
existing run up procedures, look for altemate locations (possibly an enclosure), and analyze the
information. Doug Barrett, HMMH, made the presentation. He described what they did and the
results they came up with. Three steps they went through: 1) survey of all the operators regarding
the tpe of aircraft they operate and the number olrun ups they do; 2) altematives analysis, and 3)
conclusion and recommendation to staff.
Mr. Barrett reviewed run up noise and ground to ground, sound propagation. The source and listener
are both on the ground. He described the measurements we took, and the fact that there were no
events greater than 75 dBA due to weather conditions. The altematives included 1) no action; 2)
adjust the location and orientation ofunsuppressed mn ups; 3) use a ground run up enclosure, and
4) use a roofed run up enclosure (hush house). HMMH used computed noise levels for the
altematives analysis. Due to the expense of building an enclosed facility, the lack of space at FLL
to do so, and the minimal amount of run ups per week by the operators, HMMH recommended
BCAD eliminate enclosures from further consideration. The existing location and our current
ordinance ofno night time run ups is a strong policy and our best option to reduce run up noise.
A question was raised regarding the origination of the request for HMMH to do this study. It was
explained that Camival made an initial request to do run ups on their ramp, which was not approved.
Then the ANAC suggested we look at whether the existing location on 13/31 is the best location.

Engine Run Location Study:
Mr. Kessler asked about the report in the newspaper about Camival and Pan Am moving the entire
operation to Miami. Ms. Kligfeld explained that we have no knowledge of Camival changing their
current operation at FLL. Gate control continues to schedule them at Terminal three.
Close In/Distant Departure Procedures:
Mr. Senzig briefed the group on Advisory Circular 91-53a, which sets the criteria at which airport
operators can determine the best noise abatement departure profiles for their airport. Noise
abatement departures are safe power reductions on take offthat provide a local reduction in noise.
The main stage 2 aircraft at FLL that we have to focus on are the 8727,8737-200 and DC-9.
HMMH used the lntegrated Noise Model to examine the standard departure, the close-in departure
and the distant departure procedures.
Mr. Senzig reviewed the analysis and showed the single event contours (runway 27R), for the above
mentioned aircraft. Using the distant procedure, which is a flap retraction schedule, there is a
significant reduction in noise in the Lauderdale Isles (RMT #8), and Ravenswood (RMT #2 and #3),
neighborhoods. The procedure would be used for all departures, regardless ofwhich runway is in
use, in order to remain consistent.
A letter will be sent to all airlines, with a copy of this analysis attached, requesting they use the
distant noise abatement departure procedure at FLL. Airlines have been cooperative at Palm Beach,
where the same analysis was done. This prevents each airport fiom having their own profiles; the
airlines can be consistent. Mr. Field asked how many other airports have done this. Mr. Baldwin
explained it is a new program and only a handful of airports have taken the initiative to do the
analysis.
Sawgrass Approach - Mr. Hunter Thomas:
Mr. Thomas has gone to his homeowner association and has gotten a large response from the
residents. They did a survey to see how many people out there have a problem with aircraft noise

Mr. Thomas briefed the group on his proposal. The City of Plantation has a problem with arrivals,
which are east 80% olthe time. He thanked the group for the opportunity to provide an organized
presentation. Mr. Thomas has been coming to the meetings and has been fiustrated because the
ANAC is a forum for people living in the immediate area. He wants the $oup to work together to
help solve the problems in his community.

review. The respondents are also checking that they are available to attend meetings and be
involved. Expects to have 1,000 completed surveys. The noise gets closer and they are disturbed
in their homes. Mr. Thomas hopes we can al1 agree that there is a problem where they live. The
solution is the Sawgrass approach.
Mr. Thomas drew the present approach on a map and drew the City of Plantation. He would like
the new downwind leg to be between 6,000 and 8,000 feet, as opposed to the current downwind leg
at 3,000 to 6,000 feet. Descend on the base 1eg fiom 3,000 to 6,000 feet over the wetlands, where
there are no houses. The tum fiom base to final would be near the Sawgrass Mills/I-75 interchange
area, where it is commercial development. The current tum from downwind to base is over the City
ofPlantation.
Ms. Kligfeld stated that Mr. Thomas was looking for ANAC support for us to write the FAA and
ask them to do an analysis of his suggested approach. Mr. Thomas said noise was the main issue.
From 10:30 pm to 6:00 am, you do not want aircraft over your house. Aircraft are overhead, and its
a safety issue also.
Mr. Field stated that Mr. Thomas should live near the airport to experience noise. Mr. Field stated
that Mr. Thomas was taking his problem and giving it to someone else. Mr. Thomas disagreed. Mr.
Field said the affected residents need to be considered. Mr. Thomas said the Sawgrass
neighborhoods would not be affected. Mr. Field stated it was not all commercial. Dr. Fischler also
stated that area is all Weston. South ofI-595 is all residential. There was a lot ofdiscussion back
and forth about where exactly the residential areas are.
Mr. Boyd suggested Mr. Thomas ask ifthe present procedures be used, and raised enough to not be
a problem. Mr. Thomas suggested that might give others a problem if the pattem were extended.
Mr. Boyd said it would keep them higher until they descended into the airport. Mr. Thomas said he
would welcome any assistance. He stated if there was a community affected by the Sawgrass
approach, it was much smaller with less population.
Mr. Field commented about the new Denver airport, and reiterated that Mr. Thomas was taking his
problem and giving it to another neighborhood. Mr. Field would not go forward and support this.
Mr. Baldwin with HMMH said the FAA would have to do an environmental analysis and
commented on the East Coast plan. Moving departure routes is not that easy. Mr. Boyd said (the
initial downwind), looked to cut over Delray. Mr. Thomas stated that the FAA said "forget it" if you

are outside the 65 Ldn. That is not good enough for the community and voters Mr. Thomas
represents.
Mr. Johnson and Mr. Thomas both commented on the 65 Ldn issue, and Mr. Field explained it was
a yee;rly average.
Dr. Fischler asked if the ANAC was prepared to take any action today. There was no motion.
Hearing none, Dr. Fischler explained the ANAC was not prepared to act and did appreciate Mr.
Thomas coming. Mr. Thomas said if we did not want to recognize they have a problem, the day
would come when we have to admit there is a problem. Dr. Fischler said it was a "loaded" survey.
Anyone would say yes. The survey reads as follows: "To FAA and Broward County
Commissioners, concemed homeowners, I am affected by the aircraft noise caused by aircraft
operations into Fort Lauderdale Airport. I request that the Sawgrass approach that is advocated by
homeowners associations be adopted as soon as possible. I promise the direct recommendation of
my association will affect how I vote in the coming election."
Dr. Fischler said by the way it was written it was a "loaded" survey. It should be open and free for
comment. This says to people, vote "yes". Mr. Thomas said their group was advocating the suwey.
The meeting was adjoumed with no action on this item.
