These Eansportation needs are then translated into a series of preliminary alterna- tive alignments and other roadway improvements. The Florida Department of Transportation (DOT), on behalf of Broward County, is currently conducting a study for improvements to the local transportation network. The area under study is Dixie Highway, from Northeast 2o3rd Street in Dade County to Griffrn Road in Broward County, berween the western boundary of I-95 and the eastern boundary of U.S. t. The Dixie Highway Corridor is seven miies long and covers approximately three square miles. The pur- pose of the study is to analyze roadway and/or transit aiternadves that might benefit the communi- ties served by the corridor. WEY Is rIE srrJDY BEING coNDUctED? For several years, public officials and transportation planners in South Florida have recognized the need to improve traffic conditions along U.S. I and Dixie Highway. Currently, several segments of U.S. 1 within the corridor are operating at a volume of traffic that is over the design capacity of the roadway. This situation creates traffic congestion that costs residents and visitors time and money, and resulB in increased noise and air pollution along the U.S. I corridor. Dixie Highway, on the other hand, functions well under the capacity of the roadway within the study corridor. In this Dixie Highway Corridor Study, the DOT will examine ways in which some of the excess traffic on U.S. I might be shifted to the under-used portions of Dixie Highway, thereby providing a safer, more efficient road network. According to the preliminary traffic information, two lanes northbound and two lanes southbound on Dixie Highway would adequately accommodate the project- ed diverted traffic from U.S. 1, plus furure traffic growth through the year 2020. Dixie Highway cur- rendy has avaiiable right-of-way for a roadway on both sides of the FEC railroad tracks. However, a poor connection to U.S. I at both ends of the corridor has reduced use of the roadway. Various alternative alignments in northern Dade County (the southern connectiou) and Dania (the northern connec- tion) are being considered to enhance the Dixie Highway/U.S. I connections and encoumge a traffic shift from U.S. 1 to the Dixie Highway corridor. As a community leadeq you are invited to provide your input at an informal meeting with project consultants on Wednesday, June 27, at the I.T. Parker Center. At 7:00 PM, consultants will present proposed roadway improvements to US I and Dixie Highway between the Dania Canal and Dania Beach Boulevard. They will then answer questions and solicit input from the public until 9:00 PM. Additional public meetings and hearings wilt be held in the future. To get to the I.T. Parker Center from US l:Tirrn east on Dania Beach Boulevard, pass Dania Jai Alai and Bigsteak Joe's restaurant, then turn north (left) onto Gulfstream Road. At that tirne the Comrnissioncorrectly endorsed that proposal. The experience of the Departmenthas been that the savings and efficiencies that were achieved were even greater than those hoped for in the January 13, 1994 proposal. The Departnent is now subrnj-tting a long range plan for the capitalimprovement of the Fire Department. As can be seen fron thisProposal, the substantial savings provided to the City byintegrating a two station departnent nore than pays for all of thecapital irnprovenents needed. These inprovenents are necessary sothat the Departnent can continue to maintain a high level of firerescue service for all citizens of Dania. For these reasons, I reconmend that the City approve this proposaland begin the process of the long term capital improvement of the Department . f, along rrith my staff, will be available on the 20th of June, 1995to answer any and a1J. questions pertinent to this proposal. It r{as the departrnent's intention at that tirne to provide the city the benefit of the economics of operating under a long tern pLan. The foresight dernonstrated by the city Corqmission in accepting the Department's proposal has resulted in savings to the City which are substantially greater than the rnost optiuistic projections. As a result of this experience, the Departloent management has become acutely aware of the need to plan for the future. If the Departroent is to continue to provide a high level of service at an efficient cost to the City, it is imperative that long rangre planning be done, Rather than come to the Commission on a piecemeal basi-s, Departnent Management has decided to present a long range plan for the future capital improvements necessary to provide efficient and cost effective fire\rescue servj,ce to the city. D STATION 93 Station 93 was originally used to house rescue personnel' For that reason the Department rented a two room apartment on Griffin Road. since the Department has begun to provide fire service from Station 93, additional apartment facilities have been rented' unfortunately, these facilities are not adequate. This is because the living quarters are inadequate and there is no shelter provided to protect some Five Hundred Thousand Dollars ($5oo,ooo), in equipnent o$rned by the city. Departrnent staff has consulted with city personnel and has concLuded that the most economical solution to the current need for a fire/rescue station is to place the station on city o$rned property at Tiger Tail Park' This location has major advantages. In addition to the economics (i.e' no land cost), it is directly in the center of the service area of station 93 and is in an excellent location to service the exciting nerr/ Pro Bass proiect. Attached as Exhibits 1, 2 and 3 are a map of the zone showing the central location of the proposed station, a survey of Tiger Tail Park showing the specific l ocat i on specific, of the station and an illustrative p1an, albeit not of the proposed station. REFURBISHING AND DPANDING OF STATION 1 The living quarters of Station t have been unchanged for thirty (30) years. The conditions in the station, as depicted in the photographs attached as Exhibit 4, are not adequate for a modern fire departmenu. At the tj,me of building of that station, it was not contenplated that coed faciLities would be necessary. currently there are no separate facilities for nen and wonen firefighters although the Departnent continues to recruit both nen and t omen to carry out it,s mission. Adninistrative offices of the departnent are split between an aging and inadequate building behind station 1 and city ha11. This proposal would integrate a1l administrative offices of the department in station 1. Departnent staff believes that this will provide for a more efficient operation of the department by allowing nore close contact bet$reen adninistration and the on duty personnel. The current offices behind station 1 could then be used for a badly needed equj.pment storage facility. The Conmission previously recognized the inadeguacy of the station as well as the need for integrated departnent offices within the station. For this reason they previously approved an expansion and refurbishing of the station. Plans for same were drawn up at cj-ty expense in 1986. For whatever reason the expansion and refurbishing \.ras never done. refurbishing of the station is attached as A copy of the proposed Exhibit 5. RFSCI]E TRUCK FOR STATION 93 Station 93 provides rescue service to it's area by the use of a three year old vehi.cle. The next nesrest rescue truck owned by the cj.ty is sorne ten (10) years old. The 10 year old vehicle is not sufficient as a high use back up apparatus. It is clear that the departnent is in need of a new vehicle to provide both an adeguate back up vehicle and continued exceLlent service to the Station 93 area. The departnent previously calIed this problem to the attention of the Cornmission prior to seeking a grant fron the State of Florida for the purchase of a ne!, rescue apparatus. The department applied for a matching grant through the State of Florida, Department of Health and Rehabilitative Services, in July of 1994. Unfortunately this grant was not awarded. The Department seeks to kilI two birds with one stone through the purchase of a new rescue unit. First, this new rescue apparatus can be used as a front ).ine apparatus for station 93. Secondly, the existing rescue apparatus for Station 93 can replace the aging backup apparatus. COMMAND YEHICLE The Department has all of it's operations directed by on duty Battalion chief, hlho operates from a command vehicfe' This vehicle is of vital importance as it houses pre-fire plans, maps and scene management equipment- These items are also of vital importance for the nanagenent of any fire or rescue emergency ' The existing Command vehicle is seven ('7 ) years o1d and becoming unreliable (see Exhibit 5) ' The staff proposes the purchase of a heavy duty chevrolet suburban vehicle which can be used as a Command Vehicle for some seven to ten (7-10) years' FUNDING SOURCES As nentioned above, the Department subuitted a proposal to the Corn:rission on January 13, fgg4. The Comnission correctly and r+holeheartedly accepted and endorsed that proposal' This proposal should be considered by the commission as the second part of the inpleroentation of that proposal. That proposal represented that there would be significant savings by the irnplernentation of city fire service in the Ravens'n/ood Road area. The DepartlTtent is happy to report that the savings associated with the service are even greater than the most optinistic projection. The prior proposal stated that a best case 1995 savings uould be $1o7,Ooo. The actual savings l'ras $153,24o'OO' This is why the Department's L994/95 budget shor^/s a rnininal decrease in total spending notwithstand:-ng the fact that Departnent personnel costs increased by 6,42. In addition to this annual fund of $153,0o0'00' in actual present day savinqs, the implementation of this proposal will also provide other cost reductions in the amount of $18,000 annually because the city will no longer have to pay rent on existing station 93.
