PROFESSIONAL I.C.M.A., F.C.C.M.A. AFFILIATIONS: August 7, 1995 Personnel Department City of Dania l0 West Dania Beach BIvd. Dania, FL 330O1 Dear Mr. Smith: Please accept this letter as my application for the position of City Manager. As requested in the Datagram, I have anached a copy of my resume, a list of city managers who have expressed a willingniss to provide a reference, and a salary history. As you will see in my resume I have some sixteen years of increasingly responsible professional management experience. I have been responsible for the full range of management functions from personnel to budgeting. Also, I developed considerable expertise in economic and community development during that time, but particulally during my tenure as Chief of Staff to the Lieutenant Governor of New Mexico. It is those experiences that have permitred me to work with Florida loca.l governments on issues as broad ranging as strategic management, code enforcement, Main Street projects, and personnel and pay systems. I have the expenise and knowledge needed to succeed as a city manager. Your job announcement takes panicular note of a desire for a person who is an innovator, leader and communicator. Again, my long years of public service have given me the oppomrnity to develop and apply those skills and abilities. For example, one of the projects I initiated and developed in New Mexico was a pilot TQM program for all 16,000 sate employees. Sadly, the project did not survive the transition to a new Governor, but we had an active and viable TQM program $aned in some six agencies before my depamre. In addition I was an active panicipant in rwo unique projects on rural and border development for that state. Finally, I ryearheaded a public prirate parmership to develop the space related industrial and commercial capaciry of New Mexico, involving the universities of the state and the McDonnell Douglas Corporation, funded by the U.S. Air Force. Each of these projects required initiative, innovate thinking and the organizational capability to execute them. Because of my long involvement with the elected side of government, I learned many years ago the importance of providing services and assistance to the public. Long before the notion of "customer service" became the latest fad, I advocated and practiced citizen services as a core responsibility of government. I strongly believe that the public's disenchantment with govemment comes from a perception that government has forgouen how to " serve' the public. Lastly, having wom the hat of "pres secreary, " I well understand the responsibility of public officials to inform and educate the public. I have had a quite varied (and interesting) career. The common thread has been the desire to serve the public. My interest in the position of city manager is borne of that interest in serving the public. I have devoted more than two decades to finding the best and most economical ways of helping the public. Service as City Manager for Dania is the next logica.l step in that career. Sincerely ond W.
