Will Allen, Growth Management Director, explained that the Commission took action in January to hire Jeft Gross to constnrct the Ciry Conference Room Addition. He explained that Mr. Gross has prepared the plaos and the initial construction cost estimated at $137,000 has risen to around $170,000. Jeffen Gross, Jeffery Gross Associates Architects P.A., explained that the plans and specifications have been finished for the room and approved by the Building Department.. The reasons for the increase in constnrction cost from the original quote relates to three items; (1) Drastic Building Code changes that went into aft-ect last year that will not allow the use of the existing walls (2) Commission input to build a hurricane proof room with a concrete roof and reinforced concrete frame (3) Staff suggestions to make the buildirg more secure and usable. Mr. Gross advised that the building will meet the hurricane requirement to withsrand 110 M.P.H. winds with gusts but probably would not withstand a tornado. He then explained the changes made to the smokers area and security wall and that a direct link was not added for the adjoining Librarv building that will be changed into the Building Depanment. Further discussion followed on a two- stage air conditioning system and electrical and emergency generator needs. 1.WORKSHOP MEEflNG APRTL 18, 1995 ifayon Vlce lllayon Commissioner: City tlanaEler: City Attorneln Actlng Clty Glerlc Marie Jabalee, Acting City Clerk, advised that $239,000 has been made available from Police funds to cover the cost of the project. The Commission agreed to go out to bid. 2. lvlike Smith, PersonneVRecreation Director, advised that the Optimist Club would like to build a concession buiiding at Frosr Park for their exclusive use. Mr. Smith stated that a lease needs to be prepared and thar the City c-annot grant exclusive use for public buildings. Ciry Anorney Adler cautioned the Commission on-giving ex-clusive use to xny one organization as the City's parks are too small to give up the areas and a precedent would be staned for future requests. The Com"'ission agreed that funher discussion is needed with the Optimist Club before making any final decisions. 3. Ciw Manager Flatley advised that demolition begins next week for a base pool at Modello Park. Mike Smith, Personnel/Recrearion Director, recommended to use the $32,000 to proceed with the renovarioo of the existing indoor restrooms, no additional moneys be sPent on renovating the exterior - restroorns at this time, "rid rro .""o-*endation on the Add-alternates listed in rhe original bid package from Pool People. Mr. Smith provided information to the public on the size and depth of the pool. 4. Vice Mayor Benino mentioned that problems arise when there aren't enough board members to make up " qror.,r- ro hold meetings and some boards have too many members. Vice Mayor_Bertino- felt that the'appointment procedure being used fo. nominations at Commission Meetings is not fair as all nominatioos should be allowed and then voted on' Commissioner Mikes agreed with changing rhe nominations procedure and felt that some advisory boards are being dominated by Commissioners. Discussion fol-lo*ed on whethe. to limit the number of boar& a citizen can serve on as it gets to be too much for one person and the possibiliry of making Commissioners a non-votinB member when they are appointed. Mike Smith, Personnel/Recreation Director, suggested the idea of consolidating some of the boards who are working on similar projec* like Parks 6r Recreation, Communiry Center and Cultural Affairs. Mayor Hvde allowed public comment at this time. 2WORKSHOP MEETING APRIL 18, 1995 Commissioner Mikes suggesred the idea of a quarterly newsletter being sent out to residents so that PeoPle can be informed of rhe acrions being taken by advisory boar& and the possibiliry of having each board report to the Commission on a quarterly basis. Marie Jabalee, Acting Ciw Clerk, requested that the Commission fill in the appointment form with the information that is needed on people to make it easier for staff. Ciry Amorney Adler stressed the need for the people being nominated to be aware of what the board is about before being appointed. 5. Commissioner }Iikes expressed his opinion that all Department Heads should not be receiving the same amount of compensation and that a performance evaluation should be conducted each year to ensure that they are paid in accordance with the responsibiliry of their job. Vice Mayor Bertino mentioned that a Growth Management Director and a Fire Chief are specialized positions compared to a broad ranged position in Finance. Mike Smith, Personnel Direcror, reminded the Commission that there are people in the Fire Depanment who are making higher salaries than some Depanment Heads who are assuming the responsibiliry of rwo departments. Mayor Hyde stated that ir is a free market and there are other oppomrnities out there and people should pursue those if they are not happy. He stated the need to acknowledge that each Department Head is part of ih. t""- and that monel- is not alv/ays the reason for feeling satis{ied on the.iob. Commissioner Mikes menrioned thar the privare sector doesn't pay people the same salary and that the Commission should come to an agreement thar ner,; hires or old hires will be paid according to a performance evaluation. City Manager Flatley advised that April 29 is Community Day in Dania and citizens are invited to help in the Library move ro the Graves Museum and that a shuttle will be provided to take people to the Water Plant as pan of the "Sho*- & Tell" program.
