Beach Blvd. Dania, FL 33304 Re:Modello Pool IDvestigation 800 NW 2Dd St. Drnia, FL Gentlemen: Submitted herewith are the results of our geotechnical investigation performed for the referenced project per your request. Two soil test borings with portable equipment were performed through the bottom of the existing pool at the subject site ald four standard penetration test borings (ASTM D- 1586) were performed at each of the four corDers of the subject pool deck for this investigation. ln addition, two concrete core samples were takeD from the bottom of the existing pool and tested for compressioo strength iD our laboratory. The United States Soil Survey Map for Broward County ind.icates that the subject site is located within an area consisting primarily of Dade Urban la-nd complex. This complex consists of Dade fine sand, which makes up the open areas, and of Urban land, which is covered by concrete and buildings. Dade fine sand is a nearly level, well drained saldy soil on slightly elevated flatlands in the southeasterD part of the couDty. Soft porous limestoDe is at depths that average between 20" and 40". The limestone coDtairu numerous vertical sand fi-lled solution holes. The test boring performed with portable equipment at the bottom of the deep end of the existing pool encountered a,4' layer of gray silty quartz fiDe sand within the depth range of 3' to 7' below the location of where the test boring was performed. The test borinS, performed on the shallow end of the pool eDcouDtered loose to very loose sands in the upper 4'which was underlain by medium dense quartz fine sand and limestone fragments. The remainder of the borings (performed by truck) predominantly encouDtered very loose to Dedium dense quartz fine sand with varying amounts of limestone fragments encountered at the locations and depths shown oD the attached test boring logs. A 2' layer of gray marl was encountered at test boring +4 location within the depth range of 2.5' to 4.5'. The very loose deeper zones are considered to represent penetration into the vertical sand filled solution holes. Test boring locations and a schematic soil profile are attached. The concrete compression tests iodicated strengths of 2910 to 3742 psi for the 5' long core. A single reinforcement bar was encountered in each core. We understand that the existing pool was built on filled ground which was placed over an old pond area that had been backfilled at some unknown poi-nt in dme. It is understood that pool and pool deck have developed cracks. Based upon our knowledge of the local soil conditions within the area of the subject site, with information obtained from this geotechnical investigation and other historical information, it is our opinion that the subject pool has undergone settlemeDt primarily due to compression of underlying loose sands (either fill or natural soil) above the soft porous limestone formation. 1310 NEPTUNE ORIVE. If this option is chosen, all loose sands below bottom of pool and pool deck shall be compacted with a minimum of 40 overlapping passes of a large double drum walk behind vibratory roller. The compaction shall be checked with l0' deep standard peneration test borings. The ground shall be hosed down thoroughly prior to compaction. If the existing pool and pool deck is to remail on the subject site, we recommend that a slurry pressure SroutiDg procedure be performed to consolidate the uoderlying loose sands below bottom of pool and pool deck to prevent further senlement of the strucfure. The grout probes shall be spaced oD a 3' triangular patterD across the entire pool and pool deck area. The grout probes shall be installed to E'depth below bottom of pool and betow pool deck or until refusal is encountered. Ihg erout probes shall be driven. not ietted. Neat cement shall be used with sand added at the discret.ion of the geotechnical engineer. The geotechDical engineer or his agent shall inspect the grouting operation to verify that it is performed in accordance with the specifications described within this report aDd with standard practice. SUBSURFACE EXPLORATION Subsurface exploration is normally accomplished by test borings; test pits are somet;mes employed. The method of determining the boring location and the surface elevation at the boring is noted in the report. This information is represented on a drawing or oD the boring lo8. The location and elevation of the boring should be considered accurate only to the degree inherent with the method used. The so.il boring Iog includes sampling information, descr.iption of the mater.ials recovered, approximately depths of boundaries between soil and rock strata and groundwater data. The log represeDts conditions specifically at the location and time the boring was made. The boundaries between different soil strata are indicated at specific depths; however, these depths are in fact approximate and dependent upon the frequency of sampling. Water level readings are made ar the times and under conditions stated on the boring logs. \yater levels change with time, season, canal levels and local well drawdown. LABORATORY AND FIELD TESTS Tests are performed in accordance wjth specific ASTM Standards unless otherwise indicated. All determinations included in a given ASTM Standard are not always required and performed. Each test report indicates the measurements and determinations actually made. LIMITATIOn.S OF LIABILITY ANALYSIS AND RECOMMENDATIONS The geotechnical report is prepared primarily toaid in the design of site work and structural foundations. Although the information in the report is expected to be sufficient for these purposesi it is not intended to determine the cost of construction or to stand alone as a construction specification. Report recommendations are based primarily on data from test borings made at the locations shown on the test boring reports. Soil variations may exist between borings and these varjations may not become evident until construction. If significantvariations are then noted, the geotechnical engineer should be contacted so that field conditions can be examined and recommendations revised if necessary- The geotechnical report states our understanding as to the location, dimensions and structural features proposed for the site. Any significant changes inthe Dature, design, or location of the site improvements MUST be communicated to the Beotechnical engineer so thar the geotechnical analysis, conclusions, and recommendations can be appropriately adjusted. The geotechnical engineer should be given the opportunity to review all draw.ings that have been prepared based on his recommendations. Construction monitoring is a vital element ofcomplete geotechnical services. The field/inspector is the owner's "representative' observing the work of the contractor, performing tests as required in the specif.ications, and reporting data developed from such tests and observations. Page number 2 of 4 2.1 The Owner shall provide full information, including developing a program as per 1 .1, which :hall set forth the Owner's design oblectives, constraints and criteria.2.2 The Owner shall furnish a legal description and a certified land survey of the site and the services of soil engineers or other consultants when such services are deemed necessary by the Architect.2-3 The Owner shall furnish chemical and other laboratory tests, inspections and reports as required by law or the Architect.2.4 The Owner shall furnish all legal, accounting and insurance counseling services as may be necessary at the tlrne for the Project.2.5 The services, information, surveys and reports required by Paragraphs 2.2 through 2.4 inclusive shall be furnished at the Owner's expense, and the Architect shall be enlitled to rely upon lhe accuracy and completeness thereof.2.6 The Owner shall furnish required informalion and shall render approvals and decisions as expeditiously as necessary for the orderly progress of the Architect's services and of the Work. ARTICLE 3 PROBABLE COST 3.,I DEFINITION 3.1.1 The Probable Cost shall be the total cost or estimated cost to the Owner of all elements ofthe Project designed by the Architect. 3.1.2 The Probable Cost shall include at current market rates, including a reasonable allowance for overhead and profit, the cost of labor and materials furnished by the Owner and any equipment which has been designed, specified, selected or specially provided for by the Architect. 3.1.3 Probable Cost does not include the compensation of the Architect and the Architect's consultants, the cost of the land, rights-of-way, or other costs which are the responsibility of the Owner as provided in Adicle 2. 3,2 RESPONSIBILITY FOR PROBABLE COST 3.2.1 lt is recognized that neither the Architect nor the Owner has control over the cost of labor, materials or equiprnent, over the Contractor's rrpthods of determining bid prices, or over competitive bidding, market or neSotiating conditions. Accordingly, bids or negotiated prices shall not be considered the responsibility of the Architect- 3.2.2 No fixed limit of Construction Cost shall be established as a condition of this Agreerrrent by the furnishing, proposal or establishrnent of a Project budget. ARTICLE 4 PAYMENTS TO THE ARCHITECT 4.1 An initial payrnent as set forth in Paragraph 9.1 is the minimum payment under this Agreernent. 4.2 Subsequent payrnents for Basic Services shall be made monthly and shall be in proportion to services perfornred within each Phase.4.3 Reimbursable Expenses include actual expenditures made by the Architecl in the interest of the Prolect for: .I expense of transportation and living expenses in connection with out-of-town travel, authorized by the Owner, .2 long distance communications, .3 feei paid for securing approval of authorities having lurisdiction over the Project, .4 reproductions, .5 postage and handling of Drawings and Specifications, .6 renderings and npdels requested by the Owner, .7 expense of overtirne work requiring higher than regular rates, if authorized by the Owner, .8 expense of any additional insurance coverage or limits, including professional liability insurance, requested by the Owner.4.5 Payrnents on account of the Architect's Additional Services and for Reimbursable Expenses as defined in Paragraph 4.4 shall'be made rnonthly upon presentation of the Architect's statenEnl of services rendered or expenses incurred.4.6 lf the Proiect is suspended or abandoned in whole or in part for rnore than three nronths, the Architect shall be compensated for all services perfornred prio. to receipt of written notice from the Owner of such suspension or abandonrnent, together with Reimbursable Expenses then due and all Termination Expenses as deiined in Paragraph 7..4- lf the Proiect is resu-rned after being suspended for more than three months, the Architect's comPensation shall be equitably adjusted. An amendment has been proposed to the Broward County Plan which designates the vast majority of the City of Dania as an urban irrfill area and exempts the area from having to meet traffic concurrency requirements. The property owner or developer would have to continue to pay impact fees but the property could be developed. Such a system is in recognition that it is more advisable to allow in-fill development than to encourage sprawl to the west. The current system of traffic concurrency assigns the trips on the road system on a first come first served basis. There was some concern that assigning these trips to the NCL plat would be detriment to other properties in the area by taking trips which might be available to them in the future. This situation will be changing based on the amendment allowing urban in-fill areas. This was continued until the April 12, City Commission meeting. The request on behalf of the owner, Lonestar lndustries, is to change the note restriction from 198,320 sq. ft. of industrial use to 625,000 sq. fL of industrial use on lhe 44.42 acre NCL site. The site is the old Lindsley Lumber site. The figure of 198,320 sq. ft. is the amount of building which was used by Lindsley Lumber. The request is to make the site more marketable. The amount of acreage (44.42) would normally support much more development than is approved for the site. The allowable density is less than 4500 sq. ft. of building per acre or roughly 10 percent lot coverage. The two pertinent issues are traffic concurrency and adequacy of access to the site. ln terms of traffic concurrency the site is within a compact deferral area based on the section of Criffin Road in front of DCOTA being deemed over-capacity. This section is now under construction. Also Ravenswood Road to the west of the subject site is deemed to be approaching over-capacity. There are two factors which ease the problem First of all a traffic impact study by'linter Associates, lnc. concludes that there is sufficient capacity on Ravenswood Road and it would not exceed capacity based on the proposed 625,000 sq. ft. of industrial development which can be expected to Benerate 3,859 cars per day. The planned 6leanup of the site is one of the lirst steps in a Resource Management Program that will lead to a master plan for the site.
