This is in response to your questions regarding EMSA LIMTED
PARTNERSHIP, the company we will do our paramediclEMT refresher programs
through. EMSA has asked the Dania Fire Department to become a designated skills
facility where the department will host a testing lab. There will be absolutely no cost to
the city, as I have recruited personnel to assist me, off duty, with the skills testing. It is a
way we can generate some revenue for the department while at the same time taking a
more active role in the advancement of emergency medicine in the street.
EMSA LIMITED PARTNERSHIP is a corporation owned and operated by a
group of physicians. Many of the M.D.'s are emergency room doctors, among them Dr.
Jere Crede of Broward General Medical Center and Dr. Clifford Snydce. The group staffs
emergency room facilities nationally in hospitals, jails, and military bases. They are also
involved in home health care and in training medical personnel. Please let me know if
additional information is required.

A RESOLUTION OF THE CITY OF DANIA, FLORIDA, HONORING
THE LATE WILLIAM P. (BILL) BROOK BY CHANGING THE
NAME OF OLD GRIFFIN ROAD TO BILL BROOK ROAD;
PROVIDING FOR DISTRIBUTION; AND PRoVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, \Mlliam P. (Bill) Brook, a pioneer resident of our city, was elected six
different times as councilman and commissioner of the City of Dania, spanning the era
beginning in 1941 through 1950; and
WHEREAS, Bill Brook also served the city for many years as the organizer and
chief of the volunteer fire department; and
WHEREAS, Bill Brook further served our city as an active member of the
chamber of commerce where he distinguished himself as chairman of the Bar-B-Q
crews that cooked thousands of pounds of ribs and chickens for the Tomato day
Festivals and other community functions and celebrations. His annual birthday Bar-B-
Q's were always the best attended party of each year; and
WHEREAS, Bill Brook was a charter member of the Dania Lions Club and
served as its president; and
WHEREAS, hundreds of the trees and plants in our parks were donated,
planted, and cared for by Bill Brook. He was our city's only official forester; and
WHEREAS, the city commission desires to recognize this outstanding citizen.
NOW, THEREFORE, BE IT RESOLVED BY THE CIry COMMISSION OF THE
CITY OF DANIA, FLORIDA:
Section 1. That the City Commission of the City of Dania, individually and on
behalf of all citizens of our city, to demonstrate and express their love, appreciation and
thanks to William P. (Bill) Brook for his many years of service and devotion to the city,
does hereby change the name of "Old Griffin Road" to "Bill Brook Road" by which name
it shall forever hereinafter be known and referred to'
Section 2. That a dedication of this road shall be held during the time of
celebration of the city's 90th birthday.
Section 3. That a true copy hereof shall be fumished to Bill Brook's two sons,
Billy and Jimmy, Broward County , the U.S. Postal Service and to such others as may
be directed by the city manager.
Section 4. That this resolution shall be in force and take effect immediately
upon its passage and adoption.

Dear Mr. Scottie:
As a follow up to our discussion on February 4, 1994 regarding the City of
Dania's share for the cost of installation of the wells at tlie 3A Plant.
You stated that the city's share, which was 1/3 of the cost, would be $89,372.20.
Due to the fact that the agreement provided that the city would be able to draw
1,0OO,OOO gallons of raw water per day and in fact will only be able to draw one half of
that amount,the city will, with the City Commission's approval, be willing to pay one half
of the cost ($44,686.1 0).
The agreement was to cover the immediate need of raw water to supplement _
the city's resources. Beginning on October 1, 1990 to the time that water was to be- supplied from the regional well field on or before October 1 , 1993. As you know we
have not been able to draw any water from the 3A well field as of this date, nor has the
regional well field come on line. lt appears that we may be paying for something that
we will never utilize.
lf the County Commission is agreeable to our paying the $44,686.10, please
present us with an addendum to the original agreement along with a request for
payment which includes proof of costs for our auditing purposes.

Attached please find the resolution and agreement enabling the City to enter into a grant
agreement with the Department of Education for the Summer Food Service Program. The
.i-ty h6 been involved with this program for several years. This year we intend to serve
approximately 300 children including the three centers at Frost, Modello and Patrick J' Meli
Parks.
AII children to age 18 are eligible whether they attend our program or not. All employees,
food and other costs are covered in this grant. There is no cost to the City. The service
includes a lunch meal and an afternoon snack.
Please place this item before the City Commission at the May 1Oth meeting.

approximately 15 low and moderate income youths under the summer youth
employment program. As in the past, the city provides the worksites and supervision.
BETA pays all salaries and benefits through a federal allocation.
This year the worksites will be in the recreation and public works departments and city
hall. The city has successfully participated in the program for more than 15 years. I
recommend approval of the agreement.

I did not solicit financing proposals since formal RFP's were received in March for leasing
the new fire engine. The two top proposers were contacted regarding the rescue vehicle

Both companies enjoy a good reputation in the industry and have established
playgrounds throughout the United States for many years. However, both Kristen
Jones and I prefer Gametime because of cost, safety, maintenance and appearance
considerations.
Please bring to the attention of the Commission these staff findings along with the
Department recommendation to award the playground equipment contract to Gametime
lnc. based on the Volusia County award.

At the April 26th commission meeting the Department recommended award ofplayground equipment contract to Gametime based on the Volusia county contract.The commission was approached from the audience by a competitor ,."qu".tint " ,"-evaluation of our recommendation. The item was postponed
ln an effort to establish a fair comparison of the two product lines Kristen Jones and Imet with representatives of both companies. we asked for a price quote based on theVolusia County Contract for comparable equipment.
Quality lndustries did not at the time of bid have the required aluminum posts.
comparing their new aruminum post equipment against Gametime we found thefollowing:
1. Gametime 8% less in cost.
2. Quality lndustries warranty somewhat exceeds those of Gametime.
3. Gametime provides for g10,000,000 in liabirity. euality rndustries met the
$'l ,000,000 required by the bid but may have more (not written).
4. The patented clamp system used by Gametime in my opinion will require lessmaintenance, Iooks better and provides for fewer injury opportunities than does
the clamp system offered by Quality lndustries.
5. Gametime offers a greater variety of colors and has a cleaner more substantial
look in the opinion of staff.

WHEREAS, the Charter of the City of Dania, Part lll, Article 3, Section 4,
Subsection (J) and Part Xll, Article 5, Section 3 authorizes the city manager to purchase
supplies, services, equipment and materials for the city government in an amount in
excess of $15,000.00 without competitive bidding and without advertisement for bids if
such purchases are made pursuant to a competitive bid obtained within the last twelve
(12) months by other governmental entities such as the federal government, the State of
Florida or a Florida county or municipality, if he is authorized to do so in advance by a
resolution adopted by the city commission; and
WHEREAS, the city manager has determined that it is necessary to purchase from
Dominica Recreation Products playground equipment for Frost Park, Modello Park, Meli
Park, Mullikin Park and the beach; and
WHEREAS, the city manager has determined that such purchase can be made at
the least cost to the city by using bid No. 94-8-06, dated November 30, 1993, given to
Volusia County, Florida, without further competitive bidding and without advertisement
for bids. A copy of said bid is attached hereto an made a part hereof as Exhibit "A".

when the 93/94 budget was prepared it included $600,000 in sales tax revenue bondproceeds. capital items in the amount of $437,175 were budgeted. Line item changeshavehcreasedthebudgetforcapitaIitemsto$45o,oooandtheremaining$15o,oo6E,as
to be used to retire current debt. This amount must now be reallocated for capital items.
These bond proceeds were part ofthe refunding portion ofthe Series 1994 Sales Ta,r
Revenue Bonds issued,2l24l94. In order to comply with the bond requirements, all ofthe
proceeds must be used for capital outlay. Since the bond has been refirnded and we are
not required to firnd the debt sewice until 95/96Fy, there will be no advene effect on the ,.
budget by making this change fiom debt retirement to capital outtay. .

The attached resolution increases the General Fund budget by $SS,fOO. Revenue has
been rcceived from the bus shelter agreement in the amount of $7,500; $30,000 from
the sales tax revenue bond series 1994 was received to cover expendifures incurred for
bond issuance costs; and $45,600 is anticipated from the additional local option gas tax
levy. This amount is restricted for use in funding the transportation element of the
comprehensive plan.
Line item changes increases Commission expense allowance, unemployment
compensation, and various departments overtime. Debt service has been reduced by
$155,000 and recreation capital has been increased by the same amount in order to
comply with the sales tax revenue bond requirements.

The Planning and Zoning Board recommends approval of the text change. This was

The primary concern expressed at the Planning and Zoning Board as well as at the
February 22, 1994 publlc hearing was noise. Several suggested conditions deal with
noise such as limiting hours of operation, requiring compliance with the Article ll of
Chapter 17, Noise, and requiring a wall on the south property line. The workshop
meeting illustrated the level of noise at a motocross track. The backup information
includes information about noise testing done on February 13' 1994.

A public hearing is scheduled for the April 26,1994 City Commission meeting
concerning the proposed zoning code text change requested by the South Florida
Sports Committee, lnc. This proposal is to list a motocross park as a special exception
use in the M-1 zoning district. This request was denied as it failed on first reading at
the February 22, 1994 City Commission meeting. The item was approved for
reconsideration at the March 8, '1994 City Commission meeting. There was a City
Commission workshop meeting on the site on April 9, 1994 which included a
demonstration of motocross racing. Minutes of these meetings are attached.
This text change request is one of a series of actions requested to establish a
motocross park on 1 1 .66 acres on the south side of Collins Road (SW 36 Street) and
Tram Road (SW 26 Terrace). A text change requires two public hearings per Florida
Statutes. The April 26 hearing has been advertised.
Should the text change be adopted on first reading, then a series of actions reviewing a
specific proposal can be scheduled along with the second reading. Those actions
would include the second reading of a text change allowing a motocross park as a
special exception in the M-"1 district, reviewing the special exception request, reviewing
proposed variances and a site plan.

Zoning Code which changes the permitted use of land. The request is
by Brhn Penick on behalf of South Florida Sports Committee, lnc. to
add Article LXll - Light lndustrial M-l District - Section 39-1040.1 -
Speclal Exception Use. The proposed amendment would allow
special exception use(s) in the M-1 district and would specifically list
motocross park as a special exception use. The proposed text change
would read as follows:

Commission providing the use(s) shall be found to comply with

Local Community Organizations - We are currently attending local
civic and business meeting such as the Chamber of Commerce monthly break-
fasts and similar function. These sponsor and assist in many various local
events.
The property and facilities may be made available for Special Events such
as charity fund raisers and similar functions that require open space, adequate
parking, water and electrical facilities in a park like setting.
Scholarships - As mentioned in previous Commission meetings, the AMA
is an active participant in many varied programs, these include Scholarship
Funds. Local tracks set up the funding source and local schools establish the
criteria for eligibility. With the connections to vendors, corporate sponsors
and thier affiliates, we believe we can set a realistic goal of a minimum of
$1000.00 per year for one boy and one girl student to a total of $2000.00.
Sponsor a Bike Program - This is intended to give back to the
Community an opportunity for local young people, ages 4 -'10 years old, who
could not otherwise afford to participate in this sport, to have a bike and
equipment of their own. We intend , through our sponsors, to provide one New
Yamaha PW-50 Bike and a full package of riding gear. The only customization
would be to age, size rider and gender. This will include professional
instruction of the safety, operation and maintenance of the equipment.
The details of qualification are yet to be determined, but the intent is to
make eligible the economically disadvantaged kids and families. Possibly as
another qualification being a registered voter, to encourage parents to be
involved with the community issues and affairs. We do not feel qualified to
screen or judge the economic status of applicants, however we can participate
through the provision of the equipment to be given away.
We envision that the drawing will be made by the Commission and the
award make at a regular session meeting of the Commission as a public event.
lf any of these programs are acceptable to the Commission and the Community,
we intend to continue to fund them each year. Th are ourconceptual ideas of
contributions to the community. We await feed b m the City to finalize
plans and programs for i lementation.

Dear Mr. Flatley :
At the workshop session held April 9, 1994 there were issues raised by the
Commission as to how this proposal to develop and operate a Motocross facility
was going to respond to the local community needs. ln response to this, we
have prepared the following.
Participation with Local Schools, established by the School Board Boundaries
that serve the Dania area.
We have spent time working with some of the local school officials,
guidance office personnel and principals to address some of their concerns. One
thing is clear. They have programs of their own that are on going, and they do
not have the staff to take on still another new program. Thus they will be
dictating to us how we may best participate in their programs. What is
currently proposed is the following.
High Schools - We intend to coordinate with the Guidance Office
Personnel to arrange for students needing jobs, economically disadvantaged or
otherwise qualified by the school, to get permanent part-time jobs positions.
Such parameters as maintaining a minimum scholastic average to be eligible or
a simple as staying in school is set by others. For some this may be a first job.
For some it may be'at risk'students. We may be asked to tiake some under our
wing to teach them new responsibilities and to help encourage a positive out
look to their lives.
Middle & Elementary Schools - We intend to work with the various
programs and fund raisers that the system has established. They have told us
that occasionally they need sponsors for events, funds for new computers or
books, ice cream day which are reward type programs for classes or grade
levels achieving established goals, etc.

This project was substantially completed February 15th of this year. However, some
corrections in construction need to be made. The proper nails were not used and some
of the planks were incorrectly installed. ln addition there is still a small rock out
cropping that needs to be removed.
It is my understanding that, if the City approves the final full payment of $10,064.40 with
no late penalties, that the contractor will make the corrections and Berry & Calvin will
remove the rock. Thereafter, the final check will be given to the contractor. A one (1)
year maintenance warranty will still be in place.
Please bring this to the attention of the City Commission for their consideration.

It is my opinion that the city has a contractual right to impose the $100.00 per day
penalty as provided for in the contract with M. Bone, lnc. for the construction of the
subject dock. Whether or not you impose same is up to you and the city commission. lt
is my understanding that the city will not lose or gain in either event since the total
amount expended on the project will be refunded.

cause the remaining rock ledge to be removed at no charge to the city.

Recommendations:
1 Approve pay requests #'s 3 & 4 for M. Bone, lnc., subject to
late charges.
Get an opinion from the City Attorney with regard to the

As you know, a final inspection was held on Tuesday, February 15, 1994 by yourselt Berry &
Calvin's representative Bob Humphrey, and the contractor, M. Bone, Inc. We found that the
dock' was built per the Plans and specifications, including Change Order # 1 which included
stainless steel bolts and a iequest lor galvanized nails. We lound M. Bone's work to be
complete.
We, therefore, recommend final payment. Also included with this letter is a hnal Release of
Lien lrom the contractor.

Dan Oyler has prepared, at my request, a landscaping plan for l. T. Parker
Civic Center. The plan has been approved by the l. T. Parker Advisory
Board.
This year $10,000.00 has been budgeted for the project in an effort to keep
the appearance of the Center in keeping with our desire to market the
facility.

Nothing contained in these specificailons, or shown on the plan shall be
construed to conflict with any local, county or state laws or regulations
goveming the work shown on the plans, and all such ordinances,
regulations and mles are hereby incorporated and made part of this
specification. All such requirements are to be satisfied by the Contractor
and the cost shall be included in the contract price.
The Contractor will at all times protect the adjacent structures and facilities
from damage due to his work. The Contractor shall use all precautions
necessary to prevent damage or interruptions of service of any utility and
shalt be responsible for any and all damage to existing structures, site
improvements, utilities, irrigation, etc., from operations under this contract
No material shall be stockpiled, no oil, gasoline, or other material shall be
placed, washed or dumped under the crown of any existing trees.
Utilities: Determine location of underground utilities and perform work in a
manner which wilt avoid possible damage. Hand excavate all shrub and tree
pits.
Planting Season: Perform acfual planting only when weather and soil
conditions are suitable in accordance with locally accepted practice.

7. Description of Work
The Conkactor shall fumish all labor, transportation, materials and
equipment necessary for the complete and substantial execution of
everything prescribed, shown, or reasonably implied in the drawings and
specifications as belonging to the work and included in the contract.

"American Standard for Nursery Stock". Provide healthy, vigorous stock
grown in recognized nursery in accordance with good horticulfural practice
and free of disease, insects, eggs, larvae, and defects such as knots, sun-
scale, injuries, abrasions, or disfigurement.
Inspection: The Owner may inspect trees, shrubs, and palms either at place
of growth or at site before planting, for compliance with requirements Ior
genus, species, variety, size and quality. Owner retains the right to further
inspect trees, shrubs, and palms for size and condition of balls and root
systems, insects, injuries and latent defects and to reject unsatisfactory or
defective material at any time during progress of work. Remove rejected
plant material immediately for project site.

A The Contractor shall state plant installation three (3) weeks after receiving
the "Notice to Proceed" and shall complete the work within two (2) weeks
Contractor shall guarantee alt plant material for a 90 day establishment
period. At the end of the estabtishment period, inspection of plants will be
made by the Owner. Any plant required under this contract that is dead,
not true to name or size as specified or not in satisfactory growth as
determined by the Owner shall be removed from the site and replaced at no
cost to Owner.

Attucks pool will still be available to Dania residents on an individual basis Monday
through Saturday, 12:00 - 5:00 p.m. for a $1 .00 fee per day.
Please inform the Commission that the departments will be utilizing the Y pool this year
because of the cost savings to the City and the individuals with little or no adverse
consequences to the program.

Attached is a letter from Emily Rushin, President of the Broward Co. Archaeological
Society, lnc. requesting the City to waive the fees for the sign and banner permit to
erect a fiberglass skull on their building at 481 South Federal Hwy.
The City Commission approved their request to allow this skull for a six month period
through the end of July 1994, at their February 22, 1994 meeting. (See attached
minutes).

On November 4, 1994 the City of Dania will celebrate its 90th birthday. Dania is the
oldest community in Broward County. This is a chance to not only celebrate but to show off the
positive aspects of Dania. As part of the celebration, Pioneer Days, an annual event celebrating
the history of Broward's communities, will be hosted by Dania on November 5 and 6. The
theme of this year's event is 'Tales of Broward Cities". The location of the event will be in City
Hall and the grounds around City Hall.

Dania Birthday Celebration
There is the opportunity to piggyback on these events so long as they are in character
with Pioneer Days. Participants in Pioneer Days are being asked if they would like to
have a parade. This would supplement Dania's efforts for a parade. Since a number of
participants and visitors will be in town there is the opportunity for a sale in the
downtown area and for food and concessions. The area north of City Hall including
streets would be used for vendors, most likely service groups, to sell food or advertise
their club.
Events such as a carnival which take a lot of space and create a lot of noise would not
be appropriate at this site.
A second event which can be built upon is a fireworks display. Neptune Fireworks has
agreed to sponsor a fireworks display. This could be held on the actual birthday of
Fiday, November 4, or whenever the City would like. The City would have to provide
insurance and a fireworks technician. A perfect site for this would be the pier or beach.
From an insurance standpoint, there is less risk at this isolated site'
ln conjunction with this event, there could be 'name' entertainment as so many other
communities do at their celebrations. This could be a beach party or street dance.
These events could be the core of the celebration or the entire celebration. lf other
groups wanted events such as a formal dance, carnival, etc. they could sponsor the
event and coordinate it through the City for promotion.
Funding - There are several options but more planning needs to be done to
approximate costs. For activities such as providing entertainment, corporate
sponsorships can be solicited. Vendor space could also be sold. This might be a way
to settle disputes over who gets to sell big ticket items such as bar and soda.
Professional help will most likely be needed to erect tents which meet health and
building codes as well as deciding a method for choosing who gets to sell what-
Proposals are already being made on exclusive rights to sell beer.

An item on the May 3, 1994 City Commission meeting concerns whether a consultant
needs to be hired to assist Dania in planning its 90th Birthday celebration. ln my
opinion it would be premature to hire a firm at this time. Staff believes that there are
enough resources for a community event. There may be a need to work with a
consultant or booking agent for 'big name" entertainment but otherwise we don't feel it
is necessary. This position can be reevaluated as we get more into the planning.
There needs to be a direction set for the celebration. A framework for the celebration
follows. This framework is meant to generate comment and action and can certainly be
enlarged, cut back or changed entirely. There is a meeting scheduled for May 19 to
ask for comments from service organizations and community groups.
Organization - A 'Steering Committee" would be established to report to the City
Commission and work with volunteer committees. This group is needed to coordinate
the location of events, make sure that there is a variety of food and drink (everyone
can't do hamburgers), work with the health department, etc. A series of committees
can be appointed to handle specific duties. Examples include clean-up, downtown
sale, fireworks, parade, entertainment, parking etc.
Status - Two events have been confirmed which can be built upon. As has previously
been reported Pioneer Days with the theme of Tales of Broward Cities will be held in
Dania on the weekend of November 5 and 6. Pioneer Days will be held at City Hall and
on property both north and south of City Hall. A tent will be setup on the lot north of
City Hall for additional display space and an area for Civil War reinactments will be
reserved. The Nyberg/Swanson house will also have displays. A reception for
Pioneers only will be held on Sunday November 6 at the l.T. Parker Community Center.

donate a soft treil or jogging track at Frost Park.
Louise Geffner, Dania Rotary club, explained rhat the club agreed that the soft trail would

the lien amounting to $200.

In concurrence with the goals set out in the ProPosal to upgrade the City's
computer systems, I have attemPted to obtain an accurate valuation of the existing
Digital Equipment Corp. PDP 11/44 computer and the associated peripherals'To that
end I was able to locate onlY three comParues who might still buY this vintage of mini-
comPuters. Two of those companies declined to provide a bid or even an estimate for
the value of our sYstem.Th"y stated that their is no market for this ment and
would only be interested if theY had a client w parts that were in our sYstem.
The third comPanY, JATRON CorP', has made an offer of $800.00 for all of the
equlPment. HL has, however, stated that he is onlY interested in the DEC W220
terminals for the keYboards and that the rest of the equipment has no inEinsic value
since it would cost more to shiP the equipment than it is worth.
In light of the above information it is my oPinion that the City would be well
served to donate this equiPment to a local non-Profit organizatio n since it is still a
usabie and functioning comPuter.This system has served us well and although it can
not provide the level of technology we now require, it might well serve the needs of a
smaller organization for years to come'
