The additional personnel to be hired would be for a 10 month period in this first transition year. The Telesquirt has been ordered and lease arrangements have been finalized. Although the purchase of 1 rescue vehicle at a cost of $79,500 has not yet been approved, I have obtained a lease purchase quote of 5.10% for a 5 year maturity. This rate quote will expire on May 15, 1994. Since formal RFP's were received in March on the leasing of the fire engine, I did not solicit proposals again. The top two proposers were contacted regarding a rescue vehicle lease. As discussed in our meeting yesterday, because ofthe cost of providing fire services in the western area during the upcoming transition year, and the fact that it will be necessary to pay the county for contractual services for calendar year 1994 in our 94/95 budget year it would probably be in the City's best interest to finance the contract cost over a 10 year period. I have no commitment on this financing, but it most likely could be arranged through Family Bank or Sun Bank for 10 years at 5.75o/o. This would be annual debt service of approximately $79,730 and is included in the schedule of costs attached. lf the Commission approves this concept, I will solicit quotes from the lending institutions. Ten-8 Fire Equipment, tnc. Has proposed to mf(et and sell the'1977 Sutpen Aerial Platform. The sale of this vehicle would be a minimurnof $80,000 that could be used to offset some of the above expenses. ) COSTS ASSOCIATED WITH EXTENDED FIRE SERVICES 94/95 BUDGET 79,730.00 588,124.50 COST SAVINGS ASSOCIATED WITH CLOSING STATION 93 10 POStTtONS HOUSING LEASE TELESQUIRT PERSONNEL UPGRADES UTILITIES MISC EXPENSE DEBT SERVICE TO COVER COUNTY CONTRACT (600,000 @5,75 10 YEARS) TOTAL LEASE OF 1 RESCUE VEHICLE GRAND TOTAL ANTICIPATED 1994 COUNTY CONTRACT 94/95 ADDITIONAL EXPENSE $388,629.50 29,476.00 52,000.00 22,671.00 5,618.00 10,000.00 Page 1 't3,146.00 TOTAL COST FOR FIRE SERVICES 574,978.50 '18,200.00 593.178.50 587,000.00 6,178.50 PNC]E.A.NKApril 11, 1994 Ms. Marie Jabalee Finance Director City of Dania P.O. Staff believes that there are enough resources for a community event. There may be a need to work with a consultant or booking agent for "big name" entertainment but otherwise we don't feel it is necessary. This position can be reevaluated as we get more into the planning. There needs to be a direction set for the celebration. A framework for the celebration follows. This framework is meant to generate comment and action and can certainly be enlarged, cut back or changed entirely. There is a meeting scheduled for May 19 to ask for comments from service organizations and community groups. organization - A "steering committee" would be established to report to the city Commission and work with volunteer committees. This group is needed to coordinate the location of events, make sure that there is a variety of food and drink (everyone can,t do hamburgers), work with the health department, etc. A series of committees can be appointed to handle specific duties. Examples include clean-up, downtown sale, fireworks, parade, entertainment, parking etc. status - Two events have been confirmed which can be built upon. As has previously Gen reported Pioneer Days with the theme of Tales of Broward Cities will be held in Dania on the weekend of November 5 and 6. Pioneer Days will be held at City Hall and on property both north and south of city Hall. A tent will be setup on the lot north of city Hall for additional display space and an area for civil war reinactments will be reserved. The Nyberg/swanson house will also have displays. A reception for Pioneers only will be held on Sunday November 6 at the l.T. Parker Community Center. Page 2 Dania Birthday Celebration There is the opportunity to piggyback on these events so long as they are in character with Pioneer Days. Participants in Pioneer Days are being asked if they would like to have a parade. This would supplement Dania's efforts for a parade' Since a number of participants and visitors will be in town there is the opportunity for a sale in the downtown area and for food and concessions. The area north of City Hall including streets would be used for vendors, most likely service groups, to sell food or advertise their club. Attachments Outline Events such as a carnival which take a lot of space and create a lot of noise would not be appropriate at this site. A second event which can be built upon is a fireworks display. Neptune Fireworks has agreed to sponsor a fireworks display. This could be held on the actual birthday of Fiiday, November 4, or whenever the City would like. The City would have to provide insurance and a fireworks technician. A perfect site for this would be the pier or beach. From an insurance standpoint, there is less risk at this isolated site' ln conjunction with this event, there could be "name" entertainment as so many other communities do at their celebrations. This could be a beach party or street dance. These events could be the core of the celebration or the entire celebration. lf other groups wanted events such as a formal dance, carnival, etc. they could sponsor the event and coordinate it through the City for promotion. Funding - There are several options but more planning needs to be done to approximate costs. For activities such as providing entertainment, corporate sponsorships can be solicited. vendor space could also be sold. This might be a way to settle disputes over who gets to sell big ticket items such as bar and soda. Professional help will most likely be needed to erect tents which meet health and building codes as well as deciding a method for choosing who gets to sell what- Proposals are already being made on exclusive rights to sell beer. Limrt your showers to the time it takes to soap rry, wash dowrL and rinse off The shower accounts for a geat share of watcr used indoors- Most showers flow from 18 gallons per minute. Thus, an 8-minute shower can use tl0.64 gallons ofwater. One way to cut down on the amount ofwate( used in the shower is to simply cut down on the length of time spent in the shower. Five minutes is more twr adequte time to take a show€r. Saving water in the shower will also save enerEy because less water needs to be heated thereby using less energy. 5,) Install water-lraving shower heads or flow rstrictors. Your local hardware or plumbing supply store stocls inexpersive water-saving shower heads or restictors that are easy to install. Use a broom, not a hose, to clean driveways and sidewall$, ? 3 6.) Check faucets and pipes for lealis. Leaks waste water 24 hours a day, sevea days a week and ofren can be repaired with only an inexpersive washer. 5.) Plant drought-reistant trees and plants. Many beautifirl tees and plans tkive with far less warenng than other speoes. 8.) Don't run the hose while washing your car. Clean the car with a pail of.- *.orJ water. Use the hose just to rinse it off. 9.) Tell your children not to play with the hose and sprinklers. 10) Check for lealrs in pip€s, hoses, fiucets, and couplings.
