The Commission has the following possible options: * Combine the City Clerk positlon with another department. ln this case because of the significant overlap of duties with Finance, the Finance Director would be the logical choice. She is also a certified municipal clerk. * Appoint a new City Clerk, assign those current clerk duties that relate to Finance, Code Enforcement orPublic Works/Utilities to the appropriate departments. At their meeting of November 8th, the Board of Trustees of the General Employees' Retirement System approved the ordinance which is before you to amend the General Employees' pension ordinance in two ways' Both of these amendments comply with the City's collective bargaining agreement with the general employees' union. First, Section 1 of the proposed ordinance makes clear that only regular full-time general employees are covered by the general employees' retirement system, as agreed upon between the Cit| and the union. The amendment eliminates language which permits part- time employees or temporary employees to participate in the retirement system as long as they work more than 20 hours per week and more than 6 months in a calendar year. The second change, contained in Section 2 of the attached ordinance, creates a deferred retirement option plan or DROP, identical to the one presently in effect for the poLice and firefighters' retirement system. The City and the general employees' union agreed in their last collective bargaining agreement that a DROP would be added to the general employees' retirement system. The proposed general employees' DROP permis employees who are otherwise eligible to begin receiving monthly pension benefits to have those benefits set asidc for them while they continue to work for the City. Once an employee reaches carly or normal retirement age, the employee can opt to participate in the DROP. In that case, the employee's monthly pension benefit will be calculated and will be set aside by the retirement system in an account which will be made available to the employee after the employee actually retires (terminates work) for the City. This account wili earn interest and the expenses of operating the DROP will be deducted from the employee's account. Upon participating in the DROP, the employee will no longer accrue Mayor and City Commissioners City of Dania November 15, 1994 Page 2 additional pension credits. DROP plans are becoming increasingly popular and the one authorized by the attachcd proposed ordinance is one of the most favorable for the City. That is because the last sentence of the proposed ordinance requires the retirement system's board of trustees to administer the DROP "in such a way as to not increase the City's contributions to the retirement system." Therefore this DROP is truly a "no cost" change to the pension plan. Although the road meets traffic engineering standards there is a perception from residents and turning motorist that the intersection is narrow and could result in accidents. This proposal is for preparing construction documents and for reviewing project bids and construction administration. The proposal is for $6,580.00 for preparation of construction documents. The proposal is for an hourly rate of $70.00 for bidding or negotiation and construction phase services. lt is estimated these services would take 'l 13 hours. This proposal is based on the layout previously reviewed and approved by the City Commission at their July 5, 1994 workshop meeting and the July 20, 1994 budget hearing. The estimated construction cost is approximately $137,500 fora 1,445 sq. ft. facility. A resolution needs to be prepared for approval of the City Commission authorizing Jeffrey Gross Associates for architectural services per the proposal. WA;lc N Governmental Auditing Standards, AICPA Audit Guide, and the Rules of the Florida Auditor General. Vice Mayor Grace asked the number of black and women minorities in the firm. Mr. Rodriguez stated that they do not have black minorities but they do have Hispanic minorities and 5ao/o of the audit staff are women. It was mentioned that \7ynn, Dexter & Sampey, P.A, has one black, three Hispanics and close to 757o women on saff.. City Manager Flatley presented the following quotes from Madsen, Sapp, Meoa & Rodriguez: One Year - $39,500 Three Year - 93/94 fy'$39,500 94/95 f'y - $42,s00 95/96 fy - $45,000 Nfayor Mikes advised that no action can be taken tonight but that an evaluation will be made of the proposals submitted and a recommendation will be made on July 12, 1994, for the Commission to take action on selecting a firm. City Manager Flarley mentioned that the procedure has changed where the_ Ciry can look at rhe-qualifi&ions and the dollar figures instead of having to rank the firms before being aware of the dollar figures in selecting an audit firm. Shawn Davis joined the meedng at this time to hear the comments from the Commission on the proposals that were submitted. The Commission discussed the benefit of granting the audit on a one year basis, audit approach, staff experience and need to negotiate price on the audit proposals. The Commirsion rurned in their rating sheets to Ciry Manager Fladey in order for staff to begio the negotiation process for a recommendation to be presented at the July 12 regular meedng. 2. leffrey Gross, Architect, explained his meetings with staff to prepare plans forthe proposed Conference Room that will be used to suPPort the Commission Chambers for i-ploy." educational and staff meetings, public information meerings, and.additiond .Ciry Board meerings. He presented three schematic floor plans; Public Board Hearings Use No 3 - (seating 8 at table and 42 public), Staff Meetings Use No. a (seating 20) and Emergency operations center use No. 5 (searing 20). Mr. Flatley mentioned that the Ciry has been given permission by the County to use City Hall as an emergency center for srrff during hurricane emergency since it is higher ground than the Sheraton Hotel that was used during Hurricane Andrew. He mentioned that the existing building is built out of reinforced concrete in a twin-T design and that the roof end walls are c3rcrete which provides a stronger building than most. Parker Community Center which deters persons from fishing from the dock.
