City Manager Flatley advised the Commission that discussion of the variance from parking spaces and density for Sheridan 3OO, Inc. has been continued until the September 20 workshop as the petitioners need more time to work out their drainage and landscaping plans. 2. Commissioner Jones commented on the contributions of late City Commissioner Boisy W'aiters and his desire to rename Phippen Road to Boisy l7aiters Road. Commissioner Bertino advised that the Phippen Family made many contributions to the City of Dania which warranted the road being named after them and that another road should be considered for Boisy '\i(aiters. Vice Mayor Grace suggested to consider naming the street where Boisy Waiters lived and Commissioner Jones agreed that this would be fine as an alternative but felt that a street running through the southvzest section should be chosen. He mentioned rhat the first affordable housing built in Dania was promoted by Boisy lTaiters and located on Stirling Road between Phippen and Ely Boulevard. City Attorney Adler stated that Mr. Phippen owned all the property along Phippen Road and provided the right-of-way for the road years ago. Mayor Mikes felt that the Commission should look for a road that is not already dedicated. Commissioner Hyde reminded that Commission of his request recently to change Old Griffin Road to Bill Brook Road that was turned down. Commissioner Grace recommended a 2.5o/o increase to the General Employee's pension benefit since no pension increases have been provided for quite sometime for General Employees and the Fire and Police have a 3olo benefit. Commissioner Hyde suggested to have the General Employee's Pension Board provide the Commission with some figures on cost. Marie Jabalee, Finance Director and Administrator for the GE Plan, stated that an impact study could be conducted but that she needed direction from the Commission on the benefit amount. The Commission generally agreed to conduct an impact statement on a 2.5o/o increase and bring the figures back to the Commission for possible action. 4. \fill Allen, Growth Management Director, advised that the first press release on the 90th Binhday Celebration for November 4 through 6 was issued and that plans are in progress for the entertainment, fund raising and concession needs. Vice Mayor Grace suggested to have Mr. Allen contact all the cities in Broward County asking them to pass proclamations and resolution on behalf ofthe event and asking them to have representatives attend the ceremonies. Mr. Allen mentioned that the Historical Commission has been contacted to invite members to attend the Friday evening ceremony and agreed to invite Broward cities, the Governor and the Antique Car Association. Vice Mayor Grace advised that the Cultural Affairs Committee has plans to kick off the event on October 29 at the I.T. Parker Community Center. Mr. Allen mentioned his plans to have a permanent exhibit ready for the Nyberg/Swanson House in coniunction with the Women's Historical Society. 5. Marie Jabalee, Finance Director, stated that all of the changes were made to the 94/95 preliminary budget from the last workshop. City Manager Flatley mentioned that no change is needed to the BSO Contract as the City keeps the two CSA's. The Water and Sewer will be discussed at the next workshop and rates will be set on the second and final budget hearing. Mayor Mikes cautioned the City about keeping reserves in the ri(ater and Sewer Fund and to not lower the rates drastically as the City may have to turn around and raise rates backup again after a year or two. Commissioner Bertino stressed the need to lower the water and sewer rates to give relief back to the public since their is money in the funds. City Manager Flatley felt confident that the rates could be lowered by 74"/o. Discussion followed viith Bud Palm, Utilities Director, as to the need for him to confirm the percentage that can be removed from the W'ater and Sewer Fund before a final budget decision. Vice Mayor Grace stated that the Commission agreed that rates would be lowered at the budget hearing and that the millage rate would not be increased and the need for the Commission to stand by their word whether or not there is an upcoming election. Mayor Mikes stated that the Commission agreed to cut rates but that the amount of reserves was not addressed. 2WORKSHOP MEETING AUGUST 30, 1994 6. Commissioner Jones mentioned the need {or the City to address the water problems imposed on eastern cities. He recommended to revive interest in the Coastal League of Cities so that action could be taken to push legislatures to pass significant bills in an effon to assist coastal cities in their water needs. City Manager Flatley mentioned that six meetings did take place last year with the Coastal League and that he would attempt to get the meetings started in September. 7 . Commissioner Jones commented on recent experiences with BSO Deputies where they did not believe that he was a City Official. He recommended that Commissioners wear badges for identification purposes. Commissioner Hyde disagreed that Commissioners should be involved in BSO crime scene situations. Mayor Mikes stated his feelings that pa.n ol a Commissioner's job is to evaluate public safety response and to be on the scene as long as a Commissioner is using proper actions and not hindering BSO from doing their job. City Attorney Adler clarified that a Commissioner has no authority in police matters and the Commission agreed.
