1. SR S/Dixie Highway Corridor Study
City Manager Flatley mentioned that the future traffic relief for US 1 will be conditioned
upon decisions made on the SR5/Dixie Corridor Study which is presently in process. He
mentioned that locations east of 5th Avenue were discussed for Alternate A1A over the years
until Hugo Renda recommended to consider the existing Dixie Corridor that goes into Dade
County.
John Thompson, Project Manager for the Department of Transportation, advised that the
Study started the beginning of May and is expected to take 18 months. He mentioned that
they have been collecting physicai and natural data of the surrounding highway environment
and that they are in the process of developing scanned aerials to be used for future
presentations. He mentioned that Craig Miiler, Kimley-Horn & Associates, are the engineers
on rhe proiecr and they are here tonight to present alternatives and scheduling for the project.
Craig Miller, Kimley-Horn Ec Associates, advised that they ^re ^t the preliminary stages of the
study and that preliminary concepts have been prepared. He stressed their desire to obtain
input from the City and citizens on the project for a clearer goal on how to proceed. The

schedule calls for delivery of the final report around October 1995. If there is a feasible
project at that point then they would proceed into future planning, design and
implementation phases. The project has not received feasibility determination at this time so
no programs and phases have been funded pending the outcome of the feasibility study. At
this time, DOT presented their preliminary findings and the Commission presented their
individual input.
Mr. Miller explained that the process begins with the study that is called a Corridor Location
Planning Report and that many more meetings will be held with Hallandale, Hollywood,
Dania, Broward and Dade County officials as well as citizens. A more detailed analysis of
alternatives would be prepared for the highest probability of survivability and then a preferred
set of alternatives would be prepared based on a wide range of criteria not just cost. If that is
accepted and adopted, funds to implement the project would be started and a Project
Development Environmental Report/Study would be conducted so that final design,
acquisition and construction could be started. The whole process would take at least five
years and probably seven to ten years before it is opened to traffic. DOT assured the
Commission that they will not impose an unacceptable project on the community and that
their goal is to ensure that all communities involved accept the final project before anlthing
goes forward.

2. \7i11 Al1en, Growth Management Director, advised that BSO is requesting a work
release/ pre-release program for minimum security inmates at the Airport lnnlocated rt 244A
Marina Mile. The Sheriff's office has requested confirmation that the propeny in question is
zoned for this type of use and Mr. Allen advised that the property is zoned B-3 General
Business and designated Commercial land use. The BSO Proposal is to provide and operate
residential facilities for 400 to 600 minimum security inmates of the Broward County jail
system and !0ackenhut Corrections will supply some ofthose beds at the Airport Inn which
is a 160 room motel with a restaurant and bar.
Mr. Allen advised that after review of the Zoning Code and a conference with City Manager
Flatley, the City's position is that the request is not a specifically listed permitted use in the
district and cannot be allowed unless an amendment to the Code is requested. A BSO
representative advised that the facility would be a non-secure residential facility with no
fences, barbed wire or correctional officers. It would be a work release facility for persons to
stay while they go to their normai jobs. Another location is being considered by \Wackenhut
for the Choice lnn at 2460 State Road 84 and 1 million dollars in renovations is anticipated for
the facility. City Attorney Adler read the Code relating to requirements on permitted or
special exception uses and the Commission advised BSO to seek another location for their
work release program.
