Commissioner Bertino and Commissioner Hyde recommended to use an informal summer wear for Commissioners and staff. Bob Lebro, C&S Custom Screening, Presented sample shirts and discussed cost, style and wording for the shins. The Commission decided to select a white shirt with an emerald green logo showing the "City of Dania 79A4 rc 1994" . The Commission discussed the benefit services being provided to Dania and the possibility of decreasing CSA (Community Service Aides) to cut down on cost. Commissioner Benino implied that Dania is assisting BSO by paying for contract services because deputies are staffed at Dania and made available to provide mutual aid backup for the Airport and Pon Authority responses. Major Carney stated that if there is an emergency that officers from surrounding communities who can respond will respond whether they are BSO officers or a municipal officer. It was noted that BSO is not obligated to back up each municipality nor is any municipality responsible for backing up BSO. 1WORKSHOP MEETING ,uNE 21, 1994 Bob Mikes Bobbie Grace John Bertino Bill Hyde Albert Jones Robert Flatley Frank Adler Marie Jabalee 2. Ciry Manager Flatley presented an addendum to the94/95 BSO Service Contract that was received late this afternoon. Chief Farley and Major Carney, BSO, explained the changes to Items 2 through 5 regarding manner in which personnel is assigned. Captain Carney stated that no changes were made to the staffing structure and discussion followed on the 5olo increase in the contract from $3,383,690 to $3,552,873. Major Carney presented the procedures being implemented regarding municipalities receiving confiscated funds and property and addressed insurance requirements. Vice Mayor Grace brought up the need to bid out towing services. Major Carney advised the Commission that BSO would like to utilize Captain Farley in the Community Policing Division and that BSO will provide two candidates for the Commission to interview for another Chief. Chief Farley expressed his appreciation for being given the opponunity to serve Dania and the Commission expressed their disappointment that he is being moved from the Dania District. 3. City Manager Flatley reported that the Modello Park Pool was turned down for CDBG (Community Development Block Grant) funds. The Commission generally agreed to build a new pool and not to try to repair the existing pool and it was noted that Dania needs to provide a swimming facility to teach children how to swim. Vice Mayor Grace recommended to use $100,000 of capital funds to build the Modello Park Pool and to borrow the additional $50,000 that will be needed. Commissioner Bertino agreed that a new pool is needed at Modello Park but recommended to request loan financing on a comprehensive recreational package that would include other recreational needs as well. Vice Mayor Grace reconsidered her comments and suggested to allocate $75,OOO for Modello Park and $75,000 for Frost Park. Commissioner Hyde mentioned that there are needs at each park but felt that the Modello Park Pool has been an ongoing project for sometime. Commissioner Bertino stressed the need to also address other needs like the Southeast drainage problem and the renovations to the Nyberg/Swanson House. Tim Tapp, Recreation Director, estimated it to take aye^r to constnrct a new pool and recommended to use Architect Robert \flalters for the project. Mayor Mikes stated the need to stay close to a standard pool construction as the pool is needed to teach swimming lessons as staffing and maintenance can get very expensive. Mr. Tapp recommended a shallow pool with more square footage and no dive towers. City Attorney Adler volunteered to obtain pool plans from Carl Adler, Esq. at no cost to the City and City Manager Flatley agreed to bring further information back to the Commission. Discussed aker rtem 7 Vice Mayor Mikes inquired into the possibility of using Griffin Civic Association Funds for improvements at Patrick J. Meli Park. Tim Tapp, Recreation Director, mentioned his discussions with Mr. Meli, before his death, and Alex Buchsbaum, President, regarding the association panially funding the restoration of the Shuffleboard a;,ea into a covered outdoor dance or gazebo area. Mr. Tapp advised that this project is in next year's Capitai Improvement Program. The Commission returned to item 8. 2WORKSHOP MEETING JUNE 21, 1994 4. City Manager Flatley mentioned that antique businesses along Federal Highway have resoned to placing sandwich board signs on the sidewalks to attract patrons which is in violation of Section 3-28 Painted Signs on Public Propeny in the City Code. He presented a style of sign used by the Ft. Lauderdale Las Olas business district used to inform the public that businesses are "OPEN" that is placed along the hedge area. City Attorney Adler recommended to leave the City's Sign Ordinance in tact but allow the businesses to put the signs up. If a nuisance is created in the future, the City could then require the signs to be taken down. 5. Peggy Breeschoten, Community Center Advisory Board, presented information on establishing a signature brick program to be used at the I.T. Parker Center. The bricks could be engraved with a personalized message or name and a staning price could be $35.00. The Commission was agreeabie to the idea. 6. \fill Allen, Growth Management Director, advised that the Interlocal Agreement transferring the Pon Everglades Authority to Broward County included a provision to allow Dania, Hollywood and Ft.Lauderdale to construct welcome signs within their municipal boundaries. The Port Everglades Landscape Commicee has recommended to use a uniform welcome sign that would include the names of all of the municipalities that would eliminate confusion within the Port Authority.. Mr. Allen mentioned that the sign has to be approved by each municipality. 7 . Commissioner Jones expressed his dissatisfaction that information was not provided from other cities regarding policy on undersized lots. Mr. Allen felt that the City's 50' width lot requirement for single family residences and less than 50' lots requiring a variance is standard policy in surrounding communities. The Commission generally agreed that input is needed from other cities to get a comparison for establishing a procedure on undersized lots before any funher action. Mayor Mikes went back to item 3 to discuss Patrick J. Meli Park. 8. Tim Tapp, Recreation Director, presented a map of a lot owned by the County ad.jacent to Byrd Park and the City Westlawn Cemetery and advised that the County is willing to give the property to the City. Mr. Tapp mentioned that the propeny is being checked out to ensure that there are no restrictions and felt that the property could be used for improvements to Byrd Park from grant funds. City Manager Flatley advised that the fence will be extended to increase the Westlaurn Cemetery from 22nd over to Phippen Road and Byrd Park will be enlarged as well. 9. \(ill Allen, Growth Management Director, mentioned that there have been many meetings scheduled to plan the 9fth Binhday Celebration and that this has been very time consuming for staff members. City Manager Flatley felt that a Public Relations company like Show Management needs to be hired to plan the event because it is difficult for staff members to do their job and work on this proiect. 3WORKSHOP MEETING JUNE 21, 1994 Commissioner Hyde mentioned that he hx attended the committee meetings and felt rhat City Manager Flatley needs to define the expectations of this event before any funher time is spent. Mayor Mikes felt that the City's 9fth Binhday and Pioneer Days events could be combined since Dania is the oldest City in Broward County. \(ill Allen, Growth Management Director, presented information on the concept for the layout of the event that will include the City's parking lot for tents, a stage, a civil war reenactment, streets being closed and the Nyberg/Swanson House for the Historical Society Display. Vice Mayor Grace disagreed with having a civil war reenactment. Mr. Allen mentioned that the steering committee reports are due July 15 and the Commission agreed that there needs to be one person in charge to coordinate the event. Mayor Mikes felt that the community needs to play a major role and that the event needs to remain small for better success. The Commission agreed to hold a workshop inJuly after the committee rePorts are received. City Manager Flatley distributed a sample lease from Attorney Carl Adler for the Dania Pier Restaurant Lease that has been sent to Venice Pier Group as pan of current negotiations. Mr. Tapp reponed that the specifications for the park equipment have been sent out and that the bid opening is scheduled June 29. He mentioned that Park Structures Inc. complained that the $10 million dollar product liability was too high and that friction type clamps should be allowed in the specifications. An addendum was sent out reducing the liability requirements to $5 million dollars and language was added to accept clamp systems which must be field installed. Shortly after that, another complaint was received asking to include the wrap around clamp and not to limit the dinosaur play event on Gametime manufacturing requirements. Mr. Tapp stated that the specifications allow for the bidders to take exception or substitute their own specifications for the kinds of equipment they sell. He mentioned that Park Structure was still not satisfied with the insurance requirement and they still want the City to accept their clamp system that goes around the pipe instead of a through bolt system as is recommended by staff. Discussion followed on not wanting to disqualify bidders and the need to send out another addendum to the specifications. Commissioner Bertino requested to consider another type of pager that will show a message readout and the Commission generally agreed that Commissioners should be given the option to choose their type of pager based on their needs. onel City Clerk-Auditol 4 MayonGommi JUNE 21, 1994 This workshop meeting aqlourned- WORKSHOP MEETING
