PROCLAMATION
WHEREAS, the mission of Friends of Children, Youth and Families, lnc. is to
advocate on behalf of African-Americans and People of the African Diaspora, and the
disadvantaged; and
WHEREAS, Friends of Children, Youth and Families, lnc. is sponsoring the
Grand Opening of its MAD-DADS DANIA CHAPTER OFFICE in the City of Dania,
located at Saratoga Apartments; and
WHEREAS, MAD-DADS is an acronym for Men Against Destruction, Defending
Against Drugs and Social Disorder; and
WHEREAS, the focus of this program is to empower the men of the community
to come together to restore the community to its original greatness; and
WHEREAS, this is a collaborative relationship with the Broward Sheriffs Office,
Broward Commission on Substance Abuse and the citizens of Dania.
NOW, THEREFORE, l, Bobbie H. Grace, as Mayor of the City of Dania, Florida,
in recognition of Friends of Children, Youth and Families, lnc. and its dedicated staff
who serve in an effort to help combat youth violence, drugs and other risk factors that
could have a devastating effect upon their lives and their childrens' lives, do hereby

Please see attached a contract with Robert Walters Architects for Commission
consideration. This firm would act as technical support for the City in the area of parks
and recreation capitol improvements. The department has $220,000 in improvements
funded for this year and requires technical assistance in specialized areas such as
lighting, field redesign, irrigation and building construction and renovation.
RWA was selected by a staff selection committee who interviewed and ranked three
responding consultants to the advertised RFP.
Rosenberg Design Group was ranked second and Caufield and Wheeler were ranked
third.

exccution in accordance with the Cooriact Documents, and
may authorize minor changes in rhc Work not inyolying an
adiusrment in the Contract Sum or an cxtcnsion ofthe Conttact
Timc which are not inconsistent with thc inrent of the ContBct

ARTICLE 3
ADOITIONAL SERVICES
3.1 GENERAL
3.1.1 The services described in this Anicle 3 arc not included
in Basic S€rviccs unless so idenaified in Article 12, and they shall
be paid for by the Owner ,s provided in this Agrcement, in
addilion to the comp€nsation for Basic Services. The s€rvices
described undcr Paiagraphs 3.2 xnd 3.4 shal only be provided
if authorized or coofirmcd in writing by the Owner. If services
described undcr Contingcnt Addilional Scrvices in Paragraph
3.3 are requircd due to circumstances beyond the Archirect's

eyaluations of ha?irdous materials, ground corrosion and resis-
riyity tests, including neccss:ry opcradons for amicipadng sub-soil conditions, with repons and appropriare professional
recommendations.

5.I DEFNINON
5.1.1 The Consrrucdon Cost shall be rhe total cost or esti-
maled cosl to the Owner of all elemcnts of the Proicct desiSned
or spccilied by the Architect.
5.1.2 The Construction Cost shall include the cost at curren(
market rates of labor and materia.ls furnished by the Owner and
equipmcnt designcd, spccified, selected or specizuy provided
for by rhe Archirecr, plus a rcasooable allowance for the Con'
rractor's overhead and profit. ln addhion, a reasonable allow'
ance for contingencicli shall be included for market conditions
a( the time of biddinS and for changes in the !a(o.k durinS
construction.
5.1.3 Construction Cost does not include thc compensatioo of
the Architect and Architect's coosultants, rhe cosls of the land,
righ6-of-way, linancing or other cosls which are lhe respon-
sibility of the Owner as provided in Aflicle 4.
5.2 RESPONSIBIUTY FOB CONSTRUCTION COST
5.2.1 Evaluations of the Owncr's Pro,ect budg€t, preliminary
estim es of Construcdon Cost and detailed estimates of Con-
srucdoo CosI, if any, prepared by the Architecl, rePr€sent the
tuchirect's best iudgrnent as a dcsign professiona.l ffililia! with
the consrruction industry. It is recognized, however, thar nei
ther rhc Archired nor thc Owner has control over the cost of
labor, marerixls or equipment, ovcr the Conlractor's methods
of derermining bid prices, or over compctilive biddinS, mrrker
or ne8otiating conditions. Accordingly, the Archircct cannoa
and does no! wfiranr or reprcsent that bids or negotiated prices
will not vary from rhe Owner's Proiect budget or from any
estimare ofConstruction Cost or evaluarion prcpared or agreed

with this Agrecment for a.ll serviccs performed whether or nor
thc Construction Phare is commenced.
USE OF ARCHITECT'S DRAWINGS,
SPECIFICATIONS AND OTHER DOCUMENTS
6.1 The Drawings, Speciflcations and olher documents Prc-
pared by the Architect for lhis Proiecl are insEumcnts of the
Architecr's s€rvice for use solely with respect to this Proiect
and, unlsss otherwise p(ovided, the Archirect shall be deemed
rhe aurhor of these documents and shall rctain all common law,
sratutory and other rcs€rved riShts, including the coPyriSht.
The Owner shall be p€rmitted to rctain copies, includinS rep.G
ducible copies, of the Architect's D.awin8s, Specilications and
other documenrs for information and reference in connectioo
wirh *le Owner's use and occupancy of t}le Proiect. The Archi-
tect's Drawings, Specifications or other documenrs shall noa be
nscd by the Owner or others on other proiects, for additions to

7.1 Claims, disputss or orher matters in question between the

tion Rules of rhe American Arbitradon Association currenrly in
effect unless the parties mu$ally aSree orhcrsr'ise.
7.2 Demand for arbitrarion sha.ll be filed in wridnS with tie

tion Association. A demand for arbitradon shall bc made within

Schedule for Basis of Compensation
Pre-Design and Phase I - Schematic Design
The firm and its consultants shall provide the following services on an hourly basis as part
of the phase of part of this phase scope of services.
The following services may be required to be provided for the completlon of the pre-
design and schematic design phases.
Review of existing park sites
Photograph existing facilities
Beview and research existing drawings for facilities
Review scope of work and funding
Provide schematic design phase drawings for intended scope of work
Provide cost estimates and alternate approached for scope of work
Provide project schedules
Presentation to public review commitee
Phase Il - Design Development Phase
Phase lll - Construction Document Phase
Phdse lV - Bidding or Negotiation Phase
Please see page two of the contract for the description of these services.
The above Phase ll, lll, and lV services will be initiated upon an approved scope of work
performed during the phase I services. A lump sum fee will be proposed based on a
percent of total construction cost. The percentage of total construction cost shall be
7 .5o/o.
Phase V - Construction Administration Phase
Services for this phase shall be rendered on an hourly basis as required by the City and
the general contractor selected. Services shall include shop drawings review, permitting,
contractor inquiries, review of pay request, administration of the contract for construction.
These services are further described under Article 2.6 of the contract.
Miscellaneous Services
Other services will be provided by the City as requested on an hourly basis, when
needed.

Grand opening of its MAD-DADS DANIA CHAPTER OFFICE in the city of Dania,
located at Saratoga Apartments; and
WHEREAS, MAD-DADS is an acronym for Men Against Destruction, Defending
Against Drugs and Social Disorder; and
WHEREAS, the focus of this program is to empower the men of the community
to come together to restore the community to its original greatness; and
WHEREAS, this is a collaborative relationship with the Broward Sheriffls Office,
Broward Commission on Substance Abuse and the citizens of Dania.

The attached proposal concerns architectural services forthe Nyberg-Swanson house.
This proposal ls from architect, Anthony Abbate. Please place acceptance of this
proposal onto the January 25, 1994 City Commission Agenda.
The overall purpose of hiring Mr. Abbate is to make sure the City preserves the historic
nature of the house and to avoid mistakes that detract from the house. Mr. Abbate and
his associate, Emesto Fabre have experience in preservation activities as shown in the
attached information.
Mr. Abbate accompanied the City Commission on the tour of the Nyberg-Swanson
house on January 18, 1994. He explained some of the ideas for utilizing the house and
a conceptual floor plan was reviewed. Mr. Abbate would be able to assist the City in
preparing grant applications for restoration work if necessary.
The proposal is for an amount notto exceed $6,000.00. There are funds budgeted for
this purpose in the 1993-94 budget as shown in the attachments.

The City Commission reviewed the reconfiguration of offices at City Hall at the
January L8, 1994 workshop meeting. The reconfiguration is based on the library moving
to the Museum of Archeology. One of the recommendations is to construct a new
conference room in the garden area between the employees lounge and the library. This
is a significant area 126' 8" x 46') which can be used for workshop meetings, advisory
commission meetings and whatever type of meeting or event the City Commission
authorizes. It could also serve as the EOC during emergency events.
The reaction of the City Commission seemed to be in favor of investigating the possibility
of constructing such a conference room. Based on this reaction. I contacted Mr. Jeffrey
Gross, the architect who designed the 1977 addition to City Halt, and requested that he
prepare a proposal for architecfural services to assist the City in designing a conference
room. Mr. Gross has the advantages of being familiar with the existing facilities and
having plans of the existing building. Any other architect would need to consult with Mr.
Gross to obtain this background. Mr. Gross will be delivering a proposal late today for
review of the City Commission. Direction is needed from the City Commission about
proceeding with a conference room in the garden area. Proceeding with the architecfural
plans provides such direction.

BE IT RESOLVED BY THE CIry COMMISSION OF THE CITY OF DANIA,
FLORIDA:
Section 1. That the proposal submitted by Jeffery Gross/Associates/Architects,
P.A., relating to remodeling of the City of Dania Administration Center, a copy of which
is attached hereto as Exhibit 'A', be and the same is hereby approved and the
appropriate city officials are hereby authorized to execute same.
Section 2. That all resolutions or parts of resolutions in conflict herewith be and
the same are hereby repealed to the extent of such conflict.
Section 3. That this resolution shall be in force and take effect immediately upon
its passage and adoption.

It is a pleasure to present this proposal to you' At this time the City of Dania is
proposing to enclose a meeting room at the existing City Hall Structure. The space
consists of approximately 1,200 square feet.
My Firm would be pleased to provide the architectural services your City requires.
The project would be performed in two phases which would be as follows:
Feasibility Study-This phase of the work would include a visual on site
investigation of the existing conditions. A meeting would be held for written
program development and review of a schematic design.

Space Planning and the statement of probable cost services would be performed
on an hourly rate basis. Our Hourly rates for any Owner services would be
Seventy Dollars per hour for the Principal, Drafting and Design Support Staff.
Statement of Probable Cost-This phase of the work would include development of
a statement of probable cost from published industry sources, to be used for
budgeting purposes.
All services would be provided in accordance with the attached standard General
Conditions.
