SUBJECT: RECOMMEND JOB RECLASSIFICATION FOR CHARLENE SALTALAMACCHIA

ln light of the attached memo from Charlene Saltalamacchia, of which I am in complete
agreement with, requesting to be reclassified from Secretary ll to Administrative Aide, I am
requesting that this increase be included in the 1994/95 budget.
Since the annexation of properties over the past three years and the addition of many boards,
demands on this department have increased tremendously.
I believe that Charlene's ability and willingness to take the initiative and work independently
with very little supervision is a major factor in being able to operate the City Clerk's department
in an efficient manner.

In order to consider my request to be upgraded from Secretary II to Administrative Aide,
please consider the following increased responsibilities that have far surpassed my present
job classification:
The demands placed on the City Clerk's Department to prepare and index City
Commission minutes has been computerized through PC with the establishment of the
Clerk Index Database system. This involved analyzing and creating document relerence
codes to conform to City Commission action in order to retrieve data in an efficient
manner. I was able to determine immediately that the City could utilize this program by
establishing a custom Tickler Report to be used to remind Department Heads and staff
of pending City business as well as expiration dates of variances, agreements and
contracts.
In order to expedite and organize lien processing in the City Clerk's department, I was
directly responsible for initiating a Lien Database Program that coordinates and compiles
all department liens that the City may have on properties- My research was instrumental
in establishing a reason for the City to begin to charge for lien inquiries whereby
increasing revenues. I worked independently to establish the procedure to be used in
processing lien inquiries with title companies, attorneys and closing agents who request
information on properties.

My responsibilities have also expanded in the following areas:
-Advertising bids and public hearings to being involved with the actual evaluation oI
proposals;
*Coordinating the poll workers in preparing for upcoming elections when needed
*Attending City Commission meetings when the City Clerk or Deputy City Clerk are not
available;
*lndependent preparation of correspondence
*Willingness to take the initiative to resolve complex problems as they relate to the
department;
*Organization of records and tape for retention and storage in accordance with State
Stafute requirements;
*Additional work ior the General Employees Pension Board and Airport Advisory Board
has required me to work very closely with the public as a liaison on behalf of the City.
My attitude is always cooperative, my work is competent and my willingness to go above
and beyond my job responsibilities warrants your consideration of this reclassification.

I hope the following information will be helpful to you for the Upgrade Workshop with
the Commission.
The Secretary ll position in the City Clerk Department has increased in responsibility
over the past few years. The City took action in late '1990 to adopt an ordinance to
charge for lien inquiries and in 1991 , the City increased in property with the annexation
of the Griffin area.
The following is an evaluation of the increase in lien inquiries since 1990 (based on
fiscal year Oct 1 to Sept 30):

Lien inquiries can take from 15 minutes to a number of hours to complete depending on
what is owed on the property and other department involvement. I deal with Attorneys,
Title Companies, Real Estate and private persons to provide legal information and
research. I was directly responsible for instituting the Lien Database created by tax
folio number to attain all of the different types of liens into one place. This involves
continued maintenance and coordination with other departments. The lien process has
even gone a step further because we have to receive funds and process these funds
for each inquiry.
City Commission Meetings have increased from two to three a month to three to four a
month. The minutes process has been taken a step further as well because each
meeting has to be indexed into the CLERK INDEX program. This is time consuming
after each meeting but I feel the process has decreased the time to research history.
My job responsibilities in the City Clerk Department goes beyond the minutes and lien
activities as you are well aware. These two responsibilities take up the majority of my
time and the procedures have altered over the past few years. I am requesting an
upgrade as I feel that these responsibilities go beyond secretarial duties and into the
administrative area.
I have always been willing to work hard for the City and will continue to do so. I would
respectfully request that you consider my request to be upgraded to Administrative Aide
based on your personal knowledge of my work performance and increased
responsibilities.

During the budget preparation cycle last summer, a number of reclassification and reallocation requests were made
by various department directors on behalf of members of their staffs. Some of these requests have been pending for
more than two years due to tight budget Gonditions. The following list is our recommendations in order of priority ..
Consideration has been given to complexity of the work, level of responsibility and initiative exercised in compleUng
daily work assignments and supervision of other employees. A late request came in from Norman Jean Signore. ln
view of the fact that she will now be working for the Utilities Department as well as her cunent duties in Public Works
and Recreation she should also be considered and accordingly we have included her in the recommended list below.
ln a review of Bud Palm's reorganization plan he is also requesting a reclassification of Leo Williams, his Utilities
Superuisor, to Public Works /Utilities Superintendent. He has requested a 20% upgrade. We recommend that this be
done over a three year period with 1 070 being given now and 5% each year on his anniversary date in 1995 and 1 996
assuming Leo performs well with the new duties.

I would like to continue to request the reclassification/allocation for two positions within
the growth Management Department. Upgrades have been requested in March of1992 for the chief code lnspector (william Johnson) and June of 1993 to promote an
Administrative Aide (Lou Ann cunningham) to Administrative Assistant ll. Backup
information indicating the rationale for the upgrades is attached.
According to the March 8, 1994 memo from personnel Director Michael smith the totalamount needed to fund these upgrades for 1993/1994 is $1 ,g25.00. There is sufficientfunding for these upgrades available in the salaries account of the Growth
Management Department. lt should also be noted that the final FEMA check, in theamount of $22,503.58 is expected to be delivered any day. lt would be highly
appropriate to utilize a small portion of these funds to fund the upgrade foithl person
who is responsible for the lions share of paperwork to recover ttrese funds.

The 1993-94 budget request from the Growth Management Department contains
requests for additional personnel. Two additional persons are requested this year as
well as the upgrade of another position. The changes are needed to reorganize
expansion of the City as well as suggested reorganization of the Department.
An additional code Enforcement officer is requested. This person is needed to provide
better service to the area annexed to the west of Ravenswood Road as well as ,'Old
Dania." The code Enforcement activities have been diluted in recent years as the two
current code Enforcement officers have a much larger area to cover as a result of
annexation. The residential area to the west of Ravenswood Road has been served on
a complaint only basis. The additional inspector would enable the area to the west to
be patrolled by an officer.

providing additional responsibility and opportunities for more challenging work. Thepast year has shown me her abilities to accept responsibilities tor spiciit projects andperfgrm them with little supervision. Her ability to organize informaiion "nt nlr!,irr inworking with computers as well as knowing the city's organization leads to veryproductive work. one example of such work includes assisting in working with FEMA inrecovering damages from Hurricane Andrew. ln reality the lions share of-recovery,
nearly one half million dollars, was the work of Lou Ann and myself. Lou Ann alsoassisted in applying for the ISO Community Rating Service.
The expanded position is suggested to be in charge of the transition from a manualpermitting procedure to a computerized system. The person in this job would alsoperform secretarial duties for the Growth Management Director and would assist inspecial projects. such projects in the future include computerizing census data andGIS applications.
The position of Administrative Assistant I is currenfly performed by Eula Gardner. lt issuggested that Eula be split part time between administering occupational Licensesand assisting in the buildlng divisions by assisting in permitting, filing and logging inpermits. lt is my belief that the city would recover the salary of this position o-ar6a onadded revenues from occupational Licenses if there were closer enforcement. lt isrecommended that this positions time would be more than one half for occupationalLicenses. ln July through october which are the peak times, the job would be full-time
on occupational Licenses. The remainder of the year would be roughly half-time onoccupational licenses. lnspections of unlicensed businesses would be coordinated andfollow-up could occur to find each business. The remainder of time could be spentassisting in building permit activities or planning activities such as public hearing
notices, etc.
The clerk rypist ll would be in the code Enforcement Division. The person in thisposition works with the comply ll software which logs in and tracks complaints. Thisperson must also attend code Enforcement Board meetings and all of the attendantpapenarork of that committee. This position is now held by an Administrative Aide, LouAnn, who is suggested to be promoted.

requests, verify necessary data such as contractors information, schedule inspections
and provide backup to the inspectors. They are under the supervision of anAdministrative Assistant. Actually this work has been done by two clerks. Theadditional employee is needed to expand the roles of others.

I have been employed with the City of Dania on a full time status since '1974, and during that time,
have been trained in almost every aspect of the City's business; namely, Administration, Building
& Zoning, Cashier, Cemetery, City Clerk, Computers, l.T. Parker Center, Payroll, Utility Billing and
the latest challenge has been in the area of Finance.
Two years ago I spoke with you regarding my salary and how unfair I felt it was that a fellow
employee who had only been employed for four (4) years was classified as an Administrative
Assistant ll with a higher salary than mine and in my opinion did not have half the work or
responsibility nor did she have half the knowledge of the City's business that I did. I also perform
the duties of this Administrative Assistant ll when she is absent. Now two years later, this same
employee's salary is in excess of $3,000 above mine.
I have been preparing purchase orders for a number of years now, however two years ago I was
given the opportunity and accepted the challenge of performing the duties of a purchasing agent.
I was immediately given the responsibility of preparing all invoie,es for payment which was
previously handled by the Secretary in the Finance Department so that she could be trained in the
fixed asset program; and most recently since the new MUNIS financial program went on line, I
have been given the responsibility of liquidating purchase orders and creating invoices for
payment to vendors. These two aspects alone take up a tremendous part of my working hours.
Along w1h the above purchasing and finance duties, I am still performing the duties of the City
Manager's Secretary/Administrative Assistant especially in the area of the City Commission
agendas. At times, as I am sure you have observed recently, the pressure is herendous when
three different individuals come to me at 3:30 on a Friday afternoon when I'm in the middle of
preparing and duplicating the agenda and they need something done now that only I can do.
Again, I have no problem at all with performing the duties that I now have. My biggest complaint is
the unfairness of the salary I am receiving compared with other fellow employees.
ln light of the added duties and responsibility over the past two years, I respectfully request that
my salay be adjusted to the same level as Administrative Assistant ll.

As you know, July 8th was my anniversary date and I have started my 'lOth year with the City of
Dania.
I was working as the cashier when a new position opened in the Public Works Oepartment, I
applied for it and was successful in obtaining it. This was an'across the board" change, no
increase in pay or position.
When Mr. Tapp was hired, I was told I would be working for the Parks & Recreation Department
as well as Public Works. I have now been in that status for three years. I was advanced to a
Secretarial Position with a one time raise and, because of my previous steps, I could not be
given the usual pay steps.
I have been at this rate of pay for a couple years now. I did not get an anniversary raise last
yearwhen most people would have. I have been here nine years and have had one position
change.
lf Public Works budget cannot carry a raise for me, I would respectfully suggest that Parks &
Recreation bear a portion of the cost since I do work for them also.
I am a good employee, have not missed a days work because of illness in about four years and
very few prior to that. I am a dedicated person and feel I have always done what was expected
of me.
I ask that you consider my request with the thought in mind that I am planning to retire next
year. An increase in my pay would give me a better retirement both with the City and Social
Security. I will be 67 at time of retirement.

The Secretary II position for Rhona Lipman is a promotion from Secretary I and is
prompted because her level of responsibility has grown since she joined us. Her
background in accounting was not extensive and she has worked very hard to become
knowledgeable in this area.
She has become proficient in payroll and acts as back-up to the Account Clerk III when
necessary. When the new computer system goes into effect, she will also be involved in
Accounts Payable which will add additional responsibilities.
Because of her previous background in purchasing, she has displayed a willingness to
assist us in getting our purchasing program on line. She has taken over the Records
Management section of our department and is also involved in the Fixed Asset Program.
I have come to depend on her for many jobs and I know that they will be done in an
efficient and prompt manner.

SUBJECT: PAY AND CLASSIFICATION ISSUES
One of the sources of dissatisfaction and frustration for employees, unions and management is how
the classification and pay system is administered. No party is ever fully satisfied leading to requests for
reclassitication. Far too often the requests are based on personality, the employee is topped out in
his/her present classification and has no more room for advancement , or the employee works hard.
None of these are valid reasons to reclassily an individual or to reallocate a position. Classification is
based on knowledge, skills and abilities (KSA's), level of responsibility, level of supervision received
and exercised, the degree ol independence the employee has in canying out work assignments and in
some Gases technical licenses and certificates held.
Some of the terms used above are defined as follows:
RECLASSIFICATI0N: The change in an employees classification from one position to another.(Clerk
Typist to Secretary, Maintenance Worker to Equipment 0perator, etc)
REALL0CATI0N: Movement of a classification from one pay grade to another. This can be based on
review of the KSA's and job complexity and/or on market survey of comparable positions.
KSA's: Knowledge, skills, and abilities needed by the employee to be able to fully carry out the
iob.These are well defined and can be gained through formal education, certification programs , on{he
-job training, or prior experience .
The city's current classification system is the traditional grade and step model used widely in
government and the private sector. The problem with the current system is that there is an inability to
respond to changes in employees work assignments in a timely manner due to funding constraints.
THE PAY PLAN AND OPTIONS
The latest trend in classification has been a new concept called Broadbanding in which several job
titles are grouped together in broad categories with wide minimum and maximum ranges.
Entry level is based on market rates with employees advancing faidy rapidly atfirst as all KSA's are
proven during the initial stages of employment. Advancement from one title to another is similarly
based on the employee demonstrating proliciency or achievement of additional KSA's. Management
determines which KSA's are required and the level of service required.
This program incorporates employee empowerment concepts associated with Total Quality
Management (T0M) in that employees can play a role in their career pathing and ultimate level of
compensation.
MERIT PLAN
Merit pay is an excellent motivator, however, there are distinct pitfalls with the program that must be
overcome to be successful.
1. An evaluation system must be properly and consistently utilized by supervisors to avoid the disparity
of easy raters always awarding the maximum merit pay and more critical supervisors recommending
little or no merit pay.
2. The plan must be perceived by employees as fair and equitable or the value of merit pay is lost and
can even have distinctly negative consequences in the form of lower employee performance and
morale, and the increased potential tor litigation or labor actions. For this reason extensive training is
necessary for all department directors and supervisors. Performance obiectives must be clearly
defined and communicated.
3. The City would have to fund the merit program up front. A merit program will have no impact if merit
bonuses are not based on achievement but instead on availability of funds.
Merit pay should always be in the form of a lump sum bonus that rewards past or current
performance, not an increase in the base pay which is long term. Last years stellar performer may not
be as ambitious next year , therefore the bonus will only reward the behavior you want to encourage.
PAY AND CLASSIFICATION STUDY:
The last pay and classification study done by the city was lor general employees in 1 988. At that time
the consultant findings were not implemented due to budget constraints. Some reclassifications and

have agreed to work with the City toward development and implementation ol a plan that addresses the
concerns of labor and management.
reallocations were implemented in subsequent budget years , however, none have been approved
since 1 992. The City should consider another pay and class study that would develop and implement
a broadband system to reduce the necessity of constanily having to address the issue of
classification. Broadbanding will not solve all the problems of classification specifically funding, but it
will establish clear benchmarks that have to achieved and demonstrated to advance within the band.
Band ranges are based on a quantitative analysis of the job function and KSA's and market data . A
study for our size organization should cost between $ 1 2,000 and $1 5,000. lf this is something the
commission is willing to pursue I can develop an RFP to select a consulting firm.
SUMMARY:
I have made my recommendations concerning the requests that are currently pending , however, I
believe that we should proceed with development of longterm changes above which will link
employee achievement and performance with classification and pay just as soon as the City is in a
fiscal position to do so.

Gail's primary job is utility billing. She handles these duties independently , running the billing
depanmcnt with very little opervision and training new employees when necessary. She is a very
willing dependable and loyal employee. During the past two years, lhe work load has increased due to
sanitation billing in the $qstern area and a variety of rcceilables such as firc inspections and lot mowing.
During the upcoming year we will bc converting to monthly billing. Her knowledge and experiencc in
this area will help ensure a smooth transition.

The Secretary II position for Rhona Lipman is a promotion from Secretary I and is
prompted because her level of responsibility has grown since she joined us. Her
background in accounting was not extensive and she has worked very hard to become
knowledgeable in this area.
She has become proficient in payroll and acts as back-up to the Account Clerk III when
necessary. When the new computer system goes into effect, she will also be involved in
Accounts Payable which will add additional responsibilities.
Because of her previous background in purchasing, she has displayed a willingness to
assist us in getting our purchasing program on line. She has taken over the Records
Management section of our department and is also involved in the Fixed Asset Program.

aware, the workload in my deparhnent has increased substantially with the changeover
in computer platforms. Handling and solving individual system and software
problems and updating systems is a full-time endeavor. This leaves little or no time for
the other aspects of Data Processing such as training, programming, and special projects
including the city map, cemetery, and the city address data base.
Most important is the fact that I have no back-up. Mine is the only mission-
critical function in the City manned by one person and should be given due
consideration for this circumstance alone.
Your assistance and consideration in this matter is greatly appreciated.

A small dump truck for cemetery operation and asphalt patch work is desperately
needed.
At the present, we are using a 1978 Ford F350 dump body truck for both areas of work'
Due to the age, mileage and increased usage of this vehicle, it has come to the point
that it is no longer able or equipped to handle the day to day work load.
It will cost approximately $23,500.00 to replace this vehicle. Without it we will not be
able to remove the dirt after digging a grave nor supply adequate amounts of asphalt
for street maintenance.

As of April 1994, I will have been in the position for three years. When I was
hired it was the agreement that I would reach full department head pay much
sooner than three years. I have been through probation years ago. I have been
re-appointed by the Commission . I have been and will continue to perform at
the level expected. I think it only fair that the Commission reciprocate.
Request that the following three positions be upgraded 10% to reflect the
professional level of responsibility inherent in the positions.
a. Captain, Marine Safety Officer
b. Leader, Frost Park
c. Leader, Modello Park
3. Request increased funds in the following categories:
A.) Overtime: Small Parks Division $7.200.00.
This division is at the mercy of the demands of the public and league play as
well as special events and concerts. They work evenings and weekends
throughout the year. Wthout overtime, regular functions of parks maintenance
cannot continue.
B.)P2rf-time S & W Small Parks Division s14 000 00
The use of parttime workers will help offset the increasing cost of overtime in
this division while maintaining services to the public at reduced costs.

C.) Part-time S & W for Frost. Modello and Meli Parks
1. Frost Park - current budget $35,862. Request additional $20,000.00
Please see attached program budget reflecting salary and wage costs of
$56,434 including $18,849.00 for after school program which Frost
expanded and absorbed into this years allocation. This expansion
adversely affected our ability to fund other programs but increased
revenue which more than covers cost.
2. Modello Park - current budget $28,300. Request additional $15'000.00
Please see attached program budget requesting $71'000 for Modello
related programs. Most of these programs are already in place as a result
of community pressure and outside influences, i.e.: B.S.O, MADD DADS.
Popular demand has led to significant program g rowth which need to be
funded. The additional $15,000 will allow us to maintain existing
programs and their subsequent growth.
3. Meli Park - current budget $27,340
Please see attached program budget where no increase is requested.
4. Administration - current funding $12,000. Request same.
This amount was transferred to Modello S & W to cover the cost of
special events and expanded services . Please see city-wide program
budget attached.
MODELLO POOL - anticipating that the city will operate a new pool next
summer, please allocate $12,000 in S & W for lifeguards over a 90 day program.
BEACH LTFEGUARD - Request additional $5,000. The department recommends
this additional sum for parttime life guards to increase protection north of the
pier on weekends and holidays. The beach is experiencing a continual growth of
users in this area which as been a popular volley ball area and site for young
families. We are also being encroached upon by vessels using the Hollywood
"no man's land" area. This, with the addition to the mix of surfers' divers and
opening of the new pier warrants additional coverage.
To summarize, the department is becoming the source of community activity that the
commission envisioned when they established a city-wide department. The quality and
quantity of services rendered are expanding by popular demand. The necessary
resources need to expand with the desired result.

This letter is about the City of Danj-a Water Treatment
am requesting an additional Operator in the 1,994-1995
Below are some reasons to justify this request.
P-Lant. I
Budget.
1.) The Water Plant was recentl-y renovated and improvements
were made operationally and aesthetically- The new employee would
be used to help perform preventative maintenance; cleaning;
painting; operating; pulling water samples; .l-ead samples; ETC.
A) Currently, we have 1 operator working on each shift (8 hr
shifts) A substantial portion of each shift shoul-d be spent on
the treatment process such as: (1) performing necessary analyses
of the treatment process and moni.toring the water as it entersthe plant and flows through all of the various treatment
processes. 12) Monitoring plant equipment such as pumping
systems, chemical- feeders, auxiliary equipment and control
systems. This cuts down the time an operator can spend on
preventatj-ve maintenance and general housekeeping. The addition
of even 1 employee would, I believe, be of great help j-n keeping
the plant in good shape and insuring that no part of the plant is
neglected. The overalL appearance of a water t.reatment plant
indicates to visitors the type of operation you maintain. If the
plant looks dirty and run down, you will be unable to convinceyour visitors that you are doing a good job. Your records showingthat you are producing a safe drinking water wil-l- mean nothing to
visitors unless your plant appea.rs clean and well maintained.
2.) The addj-tional- employee wouJ-d work from Sunday throughThursday, therefore elimlnating the need to employee a licensedoperator to work on Sundays (our open shift) and spend Monday
through Thursday working on the day shift with the Chief Pl-antoperator. He would also fi-Il- in on vacations and sick leave.Presently we have a part time operator that hiorks the open shifton Sundays and part of vacation time. However, his working atanother plant lj-mits the amount of hours that he can fill in on
such occasions, forcing us to use employees on overtime to covershifts. A additional employee would sol-ve the problem at a lowersalary and substantlally el-j-minate and overtime.

In the past there has been no one person in charge of maintainingthe Lift Stations. This position is a very important one thatrequires more then just checking stations. It requires troubleshootingr repairing and catching problems before they happen. Ifeel this position should have a higher pay grade then MechanicI.
I have spent a lot of time training Dennis Parker in repairingpunps and controls an also what to l-ook for when checkingstations. He has a.l-so been very helpfuJ- in helping me with theI&I study of the se$rer system. I would hate to lose him to a citythat pays more for someone of his ability.
