TAPP, PARKS & RECREATION DIRECTOR RE:PLAYGROUND EQUIPMENT BIDS DATE: JULY 15, 1994 Attached please find a summary chart of the bids received for the playground and exercise equipment. Along with the prices I have listed some of the more significant features specified and any variance from those features in the individual bids. A blank in any column indicates that the manufacturer appears to have met these specifications. At this time I am recommending that three of the responses be disqualified from any further consideration. They are: Vision Construction - no bid. U.S. Games - bid is on swing sets only. lron Mountain Forge - The equipment submitted is half size light weight equipment requiring concrete footings at each support post rather than the direct buried support post. ln addition they did not meet some of the other requirements as indicated on the chart. The other submittals each vary from the specifications to some degree as the chart demonstrates with the exception of Gametime which was the specified manufacturer. of the remaining bids Park structures appears to be low although they utilize a clamp system instead of the specified through bolt system. several other discrepancies are listed in the chart. The next lowest bid is the Gametime bid, which meets all specifications and is the department choice. The Department feels that the bolt through system is an 1 2 .), evolutionary improvement in playground equipment in that it is more precise, safer, lower in maintenance cost and more aesthetically pleasing. However, if the Commission desires the Park Structures equipment in order to take advantage of the cost savings, then that is their prerogative. This is advisable if the City Attorney feels that the waiver of specifications represent minor discrepancies and does not jeopardize the fairness of the bid overall. Smith, Personnel Director SUBJECT: Slreel Lighting - Sale Neighborhood Program As part of the ongoing Sate Neighborhood Program which is a cooperative effort by the City and BS0 and partially funded through Community Development Block Grantfunds, BS0 has completed an analysis of crime statistics in the SW area of the City and determined that certain areas can be made sater through the installation of street lights. FPL has a program to install the lights for free however there would be a monthly energy and maintenance charge of $94/yearllight. ($1 504 total/year) Atotal of sixteen lights are needed and ofthese seven would be located in alleyways. The City has not previously paid any part ol the cost associated with lights in alleys, however, these lights would enhance security in the affected neighborhoods and it is part of a comprehensive program. Grant funds cannot be used to pay the energy and maintenance fees. Low and moderate income persons can obtain locks and residential exterior lights through the grant at no charge. A deputy lrom the BS0's Community Policing program will be in attendance at the workshop to expound on the law enforcement aspects of the lighting program. The city commission reviewed a specific request for rezoning of property at 54 Sheridan Street at their march 8, 1994 meeting. Minutes of that meeting indicate that the request for rezoning was denied and that a workshop should be scheduled to discuss this item. Dan Oyler's memo of March 2, 1994 is attached describing the specific request of D.C.K. Enterprises, lnc. for 54 Sheridan street. As he indicates, the land use designation of this parcel is residential although a change to commercial has been discussed on several occasions. The Planning and Zoning board recommended the request of D.c.K. Enterprises, lnc. be approved due to its proximity to existing commercial uses on the south side of Sheridan Street in Hollywood and because of citizen support. The minutes of the City Commission indicate a concern for the review on a lot by lot basis and there should be an overall plan for development for the area. The individual request for rezoning was denied on first reading. Persuasive arguments can be made for both leaving the area designated as a residential area or amending the land use plan and changing zoning to allow commercial uses. The argument to change to commercial is dependent on upcoming changes to concurrency regulations. ln terms of keeping the residential designation, existing development is residential in nature on the north side of Sheridan Street to the north with the exception of the Federal Highway corridor. The existing development is consistent with the land use plan and with zoning requirements. The lots are generally 50' or 60' in width and developed with duplexes or single family residences. The area is zoned RD-6000. It is suggested that should consideration be given to changing land use to commercial that the rezoning be done for a larger area rather than on a lot by lot basis in order to permit adequate parking, landscaping and access to future commercial uses. This would involve at least one block back to SE 15 Street and possibly two blocks which would match the depth of commercial zoning to the east of Sheridan Street. Arguments in favor of changing the land use to commercial is that the property fronts on an arterial skeet listed in the Trafficways Plan for Broward County. The properties on the south side of Sheridan Street are mixed use with commercial developments such as a lumber company, seNice station, office building and motel as well as a few residences. The land use plan is commercial along Federal Highway and Dixie Highway with Medium Density Residential in the center. should commercial land use and zoning be considered, it may be wise to create a zoning district which requires larger lot frontage and lot area so that businesses front on Sheridan Street and lot the number of curb cuts could be reduced on Sheridan Street' Additional traffic would be generated by commercial uses. There is still a problem with traffic concurrency in this area as U.S.1 is considered over capacity in certain areas. This situation will change in the next year. Broward County is amending their plan to ease the concurrency problems in the eastern communities by allowing urban in-fill areas. Dania will piggyback this amendment and the result will be that problems caused in meeting concurrency requirements due to increasing traffic counts will be relieved.
