8.6 Request by the Hollywood Fire Department to use Dania's aerial truck for
about three months until their new trucks arrive.
PROCLAMATION
WHEREAS, Wilbur Fernander graduated from high school in Dania and
received his Bachelor of Science Degree in Physical Education from Southern
University in Baton Rouge, Louisiana; he also holds an Honorary Degree of Doctor of
Humanities from Edward Waters College; and
WHEREAS, Wilbur Fernander served in the U.S. Army and is presently retired
from the Broward County School Board where he worked as a teacher; and
WHEREAS, Mr. Fernander is a member of Pride of Palm Beach Lodge 11447, a
Past Potentate of Masud Temple #69, a Charter member and Past Commander-in-
Chief of Samuel Brandy Consislory #312 and Past Treasurer of the Florida Council of
Deliberation; and
WHEREAS, Sovereign Grand lnspector General Wilbur Fernander will be
honored at a Testimonial Banquet to be held on Saturday, July 23, 1994.
NOW, THEREFORE, I, Robert A. Mikes, as Mayor of the City of Dania, Florida,
do hereby proclaim July 23, 1994 as

Attached is a list of items that I would like to have declared "surplus ltems" so the City
can hold an informal auction.
Please bring this before the Commission for their approval.

Attachment
The City of Dania will be holding an informal auction to dispose of all vehicles and
equipment that have been declared surplus. The City has five (5) cars, one (1) Step
Van, (1) tractor. All of these items will be available for inspection one hour before the
auction.
Potential bidders will be assigned a number and given cards to write down their bid
prices for each item they bid on. The bidder will make two number cards per bid per
item. One card will be given to the auctioneer and the other (duplicate copy) will be
kept by the bidder. Each item will be sold to the highest bidder. The auctioneer will call
the successful bidder's number and give the price for which the item was sold.
All items up to $500.00 shall be purchased with cash. ltems over $500.00 may be
purchased with cash or a Certified Cashier's Check.
A deposit of $100.00 must be made on items not picked up on the day of the sale, if not
paid for at that time.
The purchaser has five working days to pick up the item. lf it is not picked up, the
deposit money will be forfeited and the item offered to the second highest bidder.

Changes to Ordinance 04-94 l/egetation"
Mr. Bud Palm has informed me that certain changes need to be made to
our landscape code to comply with new requirements of the South Florida
Water Management Districts requirements and to comply with Florida
Statutes 373.185 (1991) in order to obtain a "Well \Mthdrawai Permit'
from SFWMD.
The changes require a certain percentage of all landscaping to be native
plant material. ln addition changes are being suggested to the inigation
section of the code to bring us into compliance with the districts
requirements.
I have asked the City Attorney to draft an ordinance containing the
changes indicated on the attached for consideration by the City
Commission.

An item scheduled for the July 12, 1994 City Commission meeting is review of a site
plan for a day care facility at the Saratoga Apartments owned by the Housing Authority
of the City of Dania. The facility is proposed for the eastern portion of the site adjacent
to NW 7 Avenue approximately 140' north of Dania Beach Blvd.
The Planning and Zoning Board reviewed this site plan request at their June 27, 1994
meeting. The recommendation is to approve the site plan as it conforms to all
applicable requirements of City Code.
The site is zoned R-M, multifamily residential. The proposed day care facility is
accessory to the Saratoga Apartments. The proposed facility would contain five day
care rooms plus auxiliary rooms for an office, warehouse and mechanical room. The
one-story building is 5719 sq. ft. in area. The capacity of the facility is 84 children. All
of the children are residents of Saratoga Apartments.
The recommendation is to approve the site plan as it conforms to all setback and bulk
requirements as well as parking requirements and landscaping requirements.

Personaily created the system used to evaluate those units that were
inspected and the schedule to insure that time lines were met in
compliance with CALEA standards.
f9E5-89 FUGITM SQUAD, Broward County SherifPs Office.
As Lead Sergeant, Supervisor of the Fugitive Squad, my primary responsibility
was to apprehend known wanted persons and maintain the records system within
the Sheriffs Office that racked the status of rhose cases, and rhe exradition of
persons arrested in other j urisdictions. I was in charge of 1 sergeant, 6 detectives
and 1 civilian supervisor and the 15 employees reporting to her.
Signifi cant Accomplishments:
During my tenure with this unit we arrested over 6,000 persons without
any serious injuries to deputies or prisoners. The unit received
recognition as one of the most successful operations of its kind in the State
of Florida.

0n Tuesday, July 5 the City Commission interviewed the three firms which submitted proposals to
conduct the financial audit for the fiscal year ending September 30, 1994. The following is a rankingpursuant to that interview and the rating forms completed by the City Commission.
Based on the grade given to each firm by individual commissioners , an ordinal rating was given withpoint values inverse to the ordinal rating ( i.e. a first place rating equaled 3 points , a third place rating

Dear Ms. Mullikin:
This is a follow up to our letter dated May 10. 1994. We have completed studies to determine
the necessity of installing multiway stop signs at the subject intersection.
The states that multiway stopn
installations should ordinarily be used only where the volume of traffic, as specified in tie
Manual, on the intersecting roads is approximately equal.
To justify the installation of multiway stop conffol there must either be a number of accidens
of the type susceptible to correction by a multiway stop installation sufficient to satisfy the
accident warrant as specified in the MUTCD or the vehicular volumes must satisry the volume
warant as specified in the MUTCD.
Our volume studies reveal the existing stop sign is the proper position stopping the correct
traffic. The non-stopping north/south exceeds that of the stopping eastbound by almost a 2 to
I ratio.
While our speed studies do not indicate any particularly strong late night problem, they do
indicate that some speeding is present. We shall tbrward a copy of this study to B.S.O. for their
consideration.
There is no sight line problem and cross corner sight distances from the stop position are
adequate.
A review of the accident records for this location reveals that this warrant for multiway stop
conrol is not satist'ied.
None of the warrants contained in the Manual On Uniform Traffic Control Devices pertaining
to muttiway stop controls are satisfied at this intersection

control is implemented at this location. This information was calculated using a methodology
developed in a study commissioned by the Federal Highway Administration.
As you are aware, the primary reason that Broward County reactivated automobile inspection is
because the air we breathe is being contaminated by automobile emissions. I ask thatyou review
this information and pass it along to any interested parties.

Re: Traffic Signal at intersection of Dania Beach Blvd., and S.E. 5th Avenue and a 3

Due to the recent opening of a very popular restaurant, the traffic on Gulfstream
Road has become very heavy and the residents in that area are complaining about the
late night traffic speeding along this road. The City is requesting that a study be
conducted for the placement of a three way stop sign at the intersection of N.E. 2nd
Street and Gulfstream Road to slow the traffic and reduce the risk of accidents in thal
area.
The City has also been notified of the potential of accidents at the intersection of
S.E. sth Avenue and Dania Beach Boulevard and are requesting that a traffic light be
placed there to prevent this.

action you will take regarding this request.

Dear Mr. Leatherman:
ln response to the article by John Chamberlain "A Citizen Prospective of the City of Dania", the
City Commission offers the following response:
* The County's airport expansion study acquisition area covers 1,220 acres that includes 4,085
citizens ana iAfi homes. This represents 25% of the City rather than the 10% figure used in the
article. lt is the City Commission's intent to support those homeowners whose life's savings are in
their homes.
, lt was mentioned that the water and sewer system should be the first priority for the City This
has been a City priority. Over $900,000 has gone into refurbishing the Water Plant and over
$3OO,OOO has gone inio preventing rainwater from entering the sewer system. To date, the City
has saved paying for about one million gallons/day because those leaks were plugged. This
savings was passed on to the people this year through a seven percent drop in rates.
* Seacoast sold their garbage contract to lWS. Contrary to the statement that garbage fees have
increased because of that transaction, the fees have not changed.
- Flooding potential in Southeast Dania is still a problem. Finding $2 to $5 million is not easy.
The City Commission will be addressing this in the near future.
* Rebuilding the Dania Pier, a City landmark for thirty years, will pay for itself through proceeds
from the Pier Restaurant.
Again, the City Commission wishes to properly inform its citizens regarding the above matters.

RE: Loan of Equipment through Mutual Aid
DATE: July 11, 1994
The City of Hollywood Fire/Rescue Department is requesting, through the "Consolidated" Mutual
Fire Aid- lnterlocal Agreement, to utilize a piece of equipment owned by the City of Dania, namely
the Aerial, for approximately three months'
They would inturn man the piece of equipment and respond it to the City of Dania, as needed'
during this three month Period.
The City of Dania has borrowed equipment from the City of Hollywood in the past (a pumper) and
we have also lent equipment in the past to other cities.
It should be noted that the responsibility for replacing, repairing or reimbursement for damaged
equipment is covered by the agreement.
It is my recommendatlon that the loan of this equipment be approved because we may need to
borrow equipment again in the future.
