SUBJEGT: SELECTION OF AUDIT FIRM
Enclosed are the three proposals that were received pursuant to the City's RFP for audit services that
was prepared bythe Finance Director. Previouslythe Commission expressed its desireto be more
direcity involved in the hiring ol the audit firm as the audilors are working tor the Commission. 0n July
5th the Commission will be interviewing and ranking the three lirms which submitted proposals. A
ranking form is attached lor you convenience. Each firm has been asked to submit a sealed envelope
at the time of their presentation which contains a quotation for a one(l ) and three (3) year
engagement. These envelopes should not be opened until after all firms have been interviewed and
ranked.
0nce the ranking process has been accomplished the Commission needs to specity how negotiations
on price are to proceed and who is lo be involved in the negotiations. The length ol the engagement
and award will be made at the reoular meeting on July 1 2th assuming that the negotiation process
can be linalized on or betore Friday, July 8.

for an annual financial audit and other related services acconding to the scope of seMces
available in the office of the City Clerk, for the fiscal year ending September 30, 1994.
Proposals will be received in the office of the City Clerk at 100 West Dania Beach
Boulevard, Dania, Florida 33004 until 4,00 p.m. Friday, June 24, 1994. Only proposals
developd by qualified bidders will be considered.

GENERAL:
The City of Dania, Florida, is requesting proposals from certified public accounting
ftrms for an annual financial audit and other related s€rvic€s for the ffscal year
ending &ptember 30, L994. Financial statements of the Gty consist of the
general fund, one special revenue fund, one capital project fund, three proprietary
fund types, six fiduciary fund types, one debt service fr:nd and two account groups.

considemtion for the work by the deadline stated in the Notice of Request for
Proposals. Ten copies of the bid are required. AII information listed must be
included and submitted in the order requested below:

The firm must be a mem&r of the Arnerican Instihrte of Certified Public
Accountants and of the Florida Instifute of Certified Public Accountants.
Describe the ffrm's govemmental audit experience within the State of Florida.
Ust no more than 5 municipalities which have been audited by the local office
for the years ending &ptembr, L992 and September, 1993, and give the
name of the Chief Financial Officer and Chief Exec-trtive Officer at the time the
audit was performed. Please provide a telephone number where each may be
contacted.
Give the location of the office from which the work is to be done and the
number of partners, managers, superuisors, seniors, and other professiond staff
employed at that office. ldentifu the lead partrers, quality review partner,
managers, in-fieH senior, assistants and other personnel who will work on the
audit. Resumes for managerial and supervisory personnel to be assigned to the
audit should be included.
List up to 5 govemment related industry activities or organizations in which the

EVALUATION OF QUAUFICATIONS
Proposers will be interviewed and evaluated by the Ci$ Commission to ascertain which
ftrms are best qualified to meet the needs of the Gty. Respondents will be rated based on
the following evaluation criteria:
Prwious experience of the firm in govemmental auditing.
Capacity to perform the work
Location and availabili$ of project personnel.
Ctent references.
Experience with GFOA's Certificate of Achievement for Excellence in
Financial Reporting program.

The City Commission will review the audit proposals. The respondents will be ranked
and interviewed at a Commission worlshop on Tuesday, Jub 5, 1994 at 7:30 P.M.
Negotiations will be held with the top three ranked firms. During negotiations, the firms
will be asked to quote on a one year and a three year engagement. The length of the
engagement will be determined by the City Commission at that tirne. The engagement wilt
be awanded at the July 12 regular City Commission meeting.

SCOPE OF SERVICES
1. An examination of the City of Dania's financial statements in onder to express an
opinion on the faimess with which they present financial position, resu.lts of
operations, and changes in financial position in conformity with generally accepld
govemmental accoLmting principles and Rules of the State of Florida Auditor Geneml,
Chapter 1 0. 550, ef{ecive 9 / 30 /93.
2. An examination to determin e whether operations ase properhl conducted in
accordance with legal and regulatory requirements.
3. An examinatlon of any additional statements necessary to comply with generally
acceptd govemmental accounting principles.
4. Any additional activities necessary to estabtsh compliance with the term "financial
statement audit" as defined and used in "Govemment Auditing Standands" (1988
Revision).
6. Examination and printing of the Gty's Comprehensive Annual Financial Report.
7. The examination of the City's financial statements should begin at least 60 days after
the end of the fiscal year. A written audit report is to be subrnifted to the City no later
than 60 days after commencement, unless precluded by conditions beyond the conhol
of the auditor.
8. The financial statements of the Police and Fire Fighters Retirement System Trust Fund
will be audited by other auditors whose repofl will be fumished to the successfi.d bidder
for inclusion in the geneml purpos€ financial statements of the City.
9. The audit will begin with an initial meeting with the city officials followed by a planning
phase which will lay out the foundation lor the direction of the audit including a
preliminary audit plan, a written audit program, a schedule of audit fteH work, and a
time budget to establish manpower requirements. A zufficient understanding of the
intemal control strucfure is to be obtained to plan the audit and to determine the

5. Btabtsh compliance with the Single Audit Act of 1984. A Single Audit will be
required for FY ending 9/30/94.
nahxe, timing, and extent of tests to be performed. The firm will assign enough
qualifted personnel to the audit with the required degree of technical training and
proficienry, including knowledge of municipal operations and understanding of the
Gty's legal and regulatory duties, obligations and requirements. Only personnel with
govemmental auditing expenence should be assigned to the audit.
10.The auditors shall submit a time table and a list of required statements and schedules
that Cg staff is expected to prepare.
11.The auditors will prepare the required statement of cash flows and calegonze the
City's investments in accordance with GASB statement No. 3. The auditors will be
expedel to fumish assistance in implementing GASB 10 eflediveW 93/94.

The attached report from Jeffrey Gross / Associates / Architects, P.A. concerns
information concerning a conference room proposed in the existing garden area of City
Hall. The reports contains information about existing conditions, shows a suggested
floor plan and gives a statement of probable cost. The opinion of probable cost for a
1,445 sq. ft. facility is $137,369.56.
This should be scheduled for discussion at an upcoming workshop. Mr. Gross can
explain the multiple purposes for which such a room could be utilized. The budgetary
consequences also need to be discussed for next year or future years.

INTRODUCTION
The firm of Jeffery Gross / Associates / Architects / PA was retained by the
City of Dania to design a multi-use meeting room that would occupy an
existing enclosed garden area located on the property of the City of Dania
City Hall. The existing space is approximately 1,28O square feet and is
currently exposed to the exterior. The space's purpose is to realistically
serve as a support chamber for the main City Hall Chambers.
The following information has been researched and compiled so as to reach
the most feasible spatial design options possible. ln addition, the existing
conditions have been investigated in order to assist in determining all of the
f easible options.
The information contained in this report is based on conversations with
governmental agencies having jurisdiction over the subiect property. This
report is for the benefit of our client the City of Dania and can not be relied
on by any other person, partnership or corporation.

a. The east adjacent portion of wall is 2O'-8" long, one story,
concrete masonry with a foundation designated as a 20" wide
'12" deep continuous footing with 2 # 5 continuous
reinforcement.
b. The remaining portion is 26'-O" long, one story, concrete
masonry with a foundation designated as 16" wide x 10" deep
footing with 2 # 5 continuous reinforcement.
a. The west adjacent portion of wall is 34'-4" long, one story,
with no available documentation for review.
b. The remaining 10'-8" is one story, concrete masonry with
a designated foundation of 16" wide x 10" deep continuous
footing with 2# 5 continuous reinforcement.
3, South Wall
a. The south adjacent wall is 26'-8" long and is two story
concrete masonry. From east to west, the first 9'-2" ot
concrete masonry wall rests on a portion of an 8'-6" x
8'-6" x 18" deep concrete pad with 8 # 6 each way bottom
reinforcement followed bv a 20" wide x 12" deep footing with
2 S 5 reinf. continuous and then a 7'-6" x 7'-6" x 16" deep
concrete pad with 6 # 6 reinforcement each way bottom.
b. The remaining wall rests on the existing concrete slab.

Attached please find list of problems associated with the bacuyard area of the l. T.
Parker Community Center encountered by our staff.
These problems were addressed by erecting a fence to control use of the facility. The
gate for the fence remains open for the most part, however, during events when the
building has been rented by private individuals, the gate is closed and the public is not
allowed in the back area of the Center.
We have found this to be of great assistance in dealing with this problem and it is also
greatly appreciated by the individuals renting the hall.
Please bring this matter before the city commission at your earliest convenience.

Vandalism to canopies.
Outside tables vandalized by painting graffiti on them. (still there)
Outside grills also painted with graffiti. (still there)
Tent outside (overnight) behind grill.
Tables being moved by others to different locations on patio to grass areas.
Garbage cans filled with trash, beer and soda cans by outsiders.
Cigarette butts all over the patio.
Dog excrement.
Someone may be stealing freon from our outside air conditioning units according
to air conditioning repairmen.
Fishermen with whiskey bottles are sitting on the dock against pilings and are
often intoxicated.

14. - Very few residents utilize the dock for fishing. lt is used mostly by people outside
our area such as Miami and Hollywood.
15. - Harbour Towne does not want liability and has restricted all fishing and
crabbing in the areas they lease.
16. - New plantings and painting of the building are in process.

11. - Fishermen cut fish and bait on docks and tables.
12. - Dock is wet at times which creates a liability.
'13. - Since we have to clean up after these people on the outside before each event,
there are additional costs involved.

RE.BSO 1994-1995 Contract
At the last City Commission Workshop BSO was requested to reduce the
5% increase in contract costs to 4o/o for 1994-95.
The latest communication indicates that BSO will not reduce the contract
below 5%. Thus, I propose for discussion that we contract for five
community service aides rather than the six at present. This would reduce
the contract lo a 4o/o increase in next year's costs.
