I have incorporated the major points of their modifications into a chart which compares their original RFP response, their first modification and this response to our most recent negotiations. Also, I have included recent RFP responses for similar projects in Hallandale and Fort Lauderdale. (attached) I see very little movement from their 1st modification and do not recommend accepting their most recent proposal as it falls significantly short of the commissions stated goals. I suggest that the commission discuss a counter offer and have prepared the following categorical response for the commissions consideration. This event will be held on November 4, 5, and 6th and take place in the area surrounding City Hall. We would like to provide our local businesses, community and civic organizations the opportunity to showcase their products and services in a friendly festival atmosphere. There will be trolley service from Dania Jai Alai to the event grounds, continuous entertainment on two Stages, events and activities from the iTomato Days" celebrations of the past, as well as activities associated with Pioneer Days. we are encouraging service clubs and non-profit organizations as well as the private sector of the community to participate with our vendor and concession activities. Enclosed you will find an "Exhibitor Application" form which describes the types of vendor and concession booths available, the rules and regulations associated with the vendor and concession booths, and a fee schedule. The birthday festivities will be held in conjunction with Broward county's 22nd Annual pioneer Days co-hosted by the Dania Historical Society and the Broward County Historical Commission. The Dania 90th Birthday cerebration wiil include many of the same events and excitement enjoyed at th6 tirst Tomato Days Festival 67 years ago. Festivities such as a tomato lhrow, a greas€d pole, a hayride and storylelling will be available to visitors. The Tomato Queens from the past Festivals will be honored in a special ceremony and food will be abundant with a birthday cake cutting ceremony on the aflemoon of Saturday, November Sth. The Pioneer Days theme is Tares of Broward cities' and has a variety of events for the whole family. pioneer Days activities, which will also be at city Hall, will begin with an opening ceremony at 10 AM on saturday, November sth which will honor pioneers from cities throughout Broward county as well as Dania. The majority of the citizens at that time wer€ farmers who benefited from the rich soil and made a living growing tomatoes. Many were of Danish Heritage - hence tha name Dania. The town grew with the help of Henry Flagler's railroad which shipped tomatoes to all areas of the United States. Dania became known as the .Tomato Capital of the World.' ln 1945, the first of many antique stores opened and it is berieved this sparked a resurgence in Dania's grodh and today, Dania is knonn as the .Antique center of rhe south.' Lauderdale, FL 33301 I I CITY OF DANIA INTEROFFICE MEMORANDUM TO:Robert Flatley City Manager RE:AMENDMENT OF SECTION 8-3; FEE SCHEDULE FOR PERMIT FEES Date August 12, 1994 An ordinance amending section 8-3 of the Dania code of ordinances is attached. This section of the code deals with the fee schedule for building permits including structural, plumbing, electrical, etc. The proposed change is to increase the minimum fee as was discussed at the budget workshop by the City Commission. The proposal is to increase the minimum fee from $27.50 to $35.00. The additional $7.50 for such permits as re-roof, certificate of occupancy, fences, minimum plumbing and electrical will generate approximately $10,000 increase in revenues. There are also some proposed changes to the schedule for the plumbing, electrical and mechanical disciplines. These changes were suggested by the individual inspectors who reviewed the fee schedules of other communities. The most changes were made in the mechanical category in which a number of categories were added which did not exist in Dania's schedule but were in other communities. The fee increases are minor and in some cases round up to the nearest dollar. Miscellaneous provisions. Improvements to property and installations not specified in this ordinance shall be based on cost, the charge to be determined as per building permit fee schedule. Failure of licensed contractor to request final inspection on any work shall subject said contractor to payment of a fee of fifty-five dollars ($55.00) and an approved final inspection prior to the issuance of any further permits. For any other building work not mentioned in this section the fees required by this section or any other ordinance of the city shall be paid, and all requirements of thls section or any other ordinance shall be enforced by the inspectors specifically charged with such enforcement, or by city employees designated by the city manager, if not othenivise specifically provided for. The said fees shall include payment for the permit and for inspection of the work, after the same shall have been completed. lf the building inspector shall, upon his inspection after completion of the work or apparatus find that the same does not conform to and comply with the provisions of this section, he shall notify the contractor or owner, indicating the corrections required; and when he shall be notified that the corrections have been made, he shall again inspect the work apparatus, and when due to any one of the following reasons, a charge of thirty-eight dollars and fifty cents ($38.50) shall be made for each trip: (1) Wrong address. (2) Condemned work, resulting from faulty construction. (3) Repairs or corrections not made when inspection is called. (4) Work not ready for inspection when called.
