WHEREAS, the mission of Friends of Children, Youth and Families, lnc. hereafter referred
to as Friends of Children, is to advocate on behalf of African-Americans and people of the African
Diaspora which includes Haitians, Jamaicans Trinidadians, Bahamians, and the disadvantaged; and
WHEREAS, Friends of Children, Youth and Families, lnc. opened for business on october
1 , 1993; and
WHEREAS, There is an ancient African proverb, "lt takes a village to raise a child " The
black press states Friends of Children is that village; and
WHEREAS, Friends of Children opened for business on October 1 , 1993; and
WHEREAS, Friends of Children now operates the following programs:
. Men Against Destruction Defending Against Drugs and Social Disorders (MAD-DADS)
. The Carter G. Woodson Scholars. Math Achievers Program. Values Training Centers. Boys to Men (Male Responsibility and Mentoring Program)
. New Paradigm-Non-Secure Delention Program
. The P.O.L.O. (People Overcoming Life Obstacles) Program. The Rites of Passage Program; and
WHEREAS, Judge Frank Orlando (Ret.), Director, Nova Southeastern University, Shepard
Broad Law Center, and leading Juvenile Authority, describes Friends of Children as "a model for the
state iuvenile iustice system"; and

lives of the "challenged" children, youth, and families in Broward County; and
WHEREAS, Friends of Children is an organization that belongs to the community and can

DATE: September 7, 1994
Adoption of a resolution approving the new lease agreement for the
apartments located at2229 Griffin Road to be used for Station 93 needs to
be placed on the agenda for approval.
Both apartments will be needed for housing manpower when we take over
fire suppression on January 1, 1995. This will also give us two months of
lead time to install the necessary equipment and make proper changes
and renovations to the structure.

Attached is funding agreement between the City and Broward County Human Services
Department for operation of the afterschool program at collins Elementary. Said
program is scheduled to begin October 3, 1994. Program will continue to operate at
Modello Park through September 30, 1994.
This marks the sixth year the city has received funding for this program which provides
structured activities for elementary school children.

Please see attached a resolution awarding bid for chickee hut construction to RCC
Associates. This project is a part of the FRDAP Grant Agreement for improvement to
the beach.
The Design/Build specifications are for up to twelve 10' x 10' huts to cover ten existing
picnic tables and two huts to be placed nearthe playground area at the pier and a 20'x
20' hut to cover the handicapped accessible table.
We had three responses to the bid:

RE:AMENDMENT OF SECTION 8-3; FEE SCHEDULE FOR PERMIT FEES
Date:August 17, 1994
Please schedule the first reading of an ordinance amending Section 8-3 of the Code of
Ordinances. This section of the code deals with the fee schedule for building permits
including, structural, plumbing, electrical and mechanical. The proposed change to
increase the minimum fee was discussed at the budget workshop and the August 16,
1994 workshop.
The proposal is to increase the minimum fees from $27.50 to $35.00. The additional
$7.50 for such permits as re-roof, certificate of occupancy, fences and minimum
plumbing and electrical fees will generate an approximately $10,000 increase in
revenues.
There are also some additional categories added to the schedule based on review by
the individual inspectors who reviewed the fee schedule of other communities. The
most changes were made to the mechanical category. The proposed ordinance is
attached.

ORDINANCE TO THE ZONING CODE CONCERNING PARKING
REQUIREMENTS FOR MULTIFAMILY DWELLINGS
A current application for an apartment complex has illustrated a problem with a portionof our zoning code. specifically the requirement for the number of parking spaces formultifamily dwellings is much higher than necessary. An ordinance has be"en'preparedwhich reduces the parking requirement to a more reasonable level. such an ordinancewould allow Dania to be more in line with the rest of Broward county and the country,and be more competitive for murtifamiry deveropment projects. Lowering theunreasonable standard would also result in less pavement aJding open space andlandscaping to developments. please schedule this for first readini at'the August 23,1994 City Commission meeting.
The attached chart shows that Dania now requires 2.2 spaces per multifamily unit.There is no regard to the number of bedrooms per unit. Hoitywooa and Ft. Lauderdalerequire 1.5 spaces per unit regardress of the number of 6edrooms. The comprexproposed on sheridan Street is 144 units. The Dania requirement is 317 spaces. Asimilar development in Hollywood or Ft. Lauderdale requires 216 parking spales. Thatis a lot more asphalt.
The suggested amendment would be the same as Broward county. This is in effect inthe area west of Ravenswood Road. An efficiency or one bedroom unit would require1.5 parking spaces while two spaces would be iequired for two bedrooms and 2.5spaces for three bedrooms or more.
For the proposed 144 unit deveropment, this wourd resurt in requiring 260 spaces (1.5 *
57) + (2.0 * 87). ln comparison to other communities this is mucri more reasonabre.The reduction in the number of parking spaces from 317 spaces to 260 spaces resultsin a minimum of 9906 sq. ft. of pavement for the parking space and aisle.

BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF DANIA,
FLORIDA:
Section 1. That Section 6.21(c) of Chapter 28 of the Code of Ordinances
of the City of Dania Florida, be and the same is hereby amended to read as
follows:

Two items are scheduled for the August 23, 1994 City Commission meeting concerning
a proposed 144 unit apartment development on the north side of Sheridan Street. The
property involved is Parcel "A', 300 Sheridan, a plat consisting oI 4.729 acres which is
1,381'west of SE 5 Ave. and approximately 300'east of SE 2 Ave. One item is a
public hearing concerning variances requested from density requirements and parking
requirements.
The land use designation on the site is Residential 49 units/acre. The Broward County
designation is Residential - 50 units/acre. The City of Dania reviewed the plat in 1985
and granted site plan approval for a seven story, 243 unit adult congregate care facility.
The plat was recorded in 1987. The note on the plat limits the use to 243 high rise
units.
The property to the north is Olsen Middle School which is zoned Open Space and has a
land use designation of Community Facilities. The property to the east is vacant and is
zoned C-2 with a land use designation of Commercial. The property farther east is the
Sheridan Square Shopping Center which is zoned C-2 and has a land use designation
of Commercial. The property to the immediate west is the Kensington Medical Clinic.
This site is zoned C-2 and has a land use designation of Commercial. The property
east of SE 2 Ave and south of Olsen Middle School is zoned C-2 with a land use
designation of Commercial. The lots fronting the east side of SE 2 Avenue are
developed with residences. The property to the south is in Hollywood. The property
directly south is part of Hollywood Lincoln Mercury. To the east are the Sheridan by the
Beach Condominiums.

The proposed site plan consists of 144 apartment units in six buildings. There would be
57 one bedroom units and 87 two bedroom units. Access is from Sheridan Street on
the west side of the property per plat requirements. An emergency access is at the
southeastern corner. There are security gates at the entrance to a parking lot which is
along the periphery of the site. There is a wall along the periphery of the site. The site
plan also includes a recreational building and swimming pool.
Two variances are requested. One variance requested concerns density. The site is
zoned RM-2 which allows'16 units per acre. The request is for 30.45 units per acre.
The second variance requested is for number of parking spaces. The zoning code
requires 2.2 spaces per apartment for a total requirement of 317 parking spaces. The
request is lor 267 parking spaces.
The Planning and Zoning Board reviewed the variance requests at their August
meeting. The Planning and Zoning Board recommended approval of the parking
variance but recommended to deny the variance for number of units and the site plan
by a 3-2 vote. The Planning and Zoning Board felt uncomfortable with the requested
density and did not think the criteria for obtaining a variance had been met.
ln the case of the request for a parking variance the Planning and Zoning Board
recommendation is to approve. Another memorandum in this meetings backup packet
recommends amending the parking requirement for multifamily units. The requirement
of 2.2 spaces is not consistent with any code in the area. The requirement across the
street in Hollywood for example is 1.5 spaces per unit. The number of spaces provided
on the site plan exceeds the number recommended to be adopted which is 1.5 spaces
for one bedroom units and 2.0 spaces for two bedroom units. ln this case that equals
260 spaces. The site plan indicates 267 spaces.
The recommendation of the Planning and Zoning Board is to deny the variance
pertaining to density and thus to deny the site plan. The Planning and Zoning Board
felt the density of 30 units per acre to be excessive.
In most cases, I would concur with the Planning and Zoning board that the site is too
dense but in my opinion there are unique circumstances which should be considered.
The number of units is consistent, actually lower, than the Dania and Broward County
Land Use Plans permit. The land use plan designates the site as 49 residential units
per acre. The original site plan was for 243 units of adult congregate care units. \Mth
the exception of parking, which is less for adult congregate units, the proposed site plan
is less dense than the previously approved project. The proposed project generates
less vehicular trips per day and less water and sewage usage.
The proposed site plan is also consistent with the approved plat for the site. The plat
was approved with a note restriction limiting development to 243 high rise units.

Perhaps a request could have been made to adopt an additional zoning district which
allows a denslty consistent with the comprehensive plan. My feeling was since this is
the only such property so designated on the plan that a variance procedure made
sense.
Should the variance for density be granted, it is recommended the site plan be
approved. The site plan conforms to bulk requirements of the zoning code such as
setbacks and height. The proposed site plan also conforms to open space and the new
landscape requirements. The conceptual utility plans have been reviewed by
appropriate departments and approved.

Re:Request For Land Use Plan Amendment Ravenswood Area
(Airport Related Use Area)
The Broward County Aviation Department has filed an application with
Broward County to change the land use classification from L-5 low-density
residential to Transportation use on the above referenced property.
Staff has reviewed the attached application and finds that it is not
complete and dose not even mention or take into consideration the residential
properties that exist on the south side of the cut-off canal. lt does not provide for
any buffering of the residential areas to the south of the culoff canal. The
Broward County Zoning code provides for a 25' landscape buffer to be provided
at the time of construction as protection between industrial and residential.
Staff feels that there needs to be an Open Space designation included in
the application to insure protection to the residential districts. The width of this
Open Space designation needs to be determined by the City Commission.

SE Section Drainage
At your direction I contacted the Florida Department of Transportation to
inquire about the possibility of problems with Federal Highway drainage and it's
relationship to the drainage problem in the SE section'
Mr. Doug Anderson of the department suggested that we get in touch with
the District Maintenance Office and request that all of the drainage lines on U.S.
1, East Dania Beach Blvd. and Sheridan Street be cleaned of all debris. lf this
does not substantially reduce the amount of water then we should contact the
Design Section and request that a design study be undertaken in effort to
elevate the problems.
I have placed a call to the Maintenance Division to request the cleaning of
the drainage lines.

A request has been made for a 14' x 46' temporary sales trailer on the lot between the
Dania Shopping Center and the Danians Condominiums. This sales trailer would be for
the Sea Oaks Condominiums, the 74 unit condo complex approved by the City
Commission in March, 1994. There would also be a 4'x 8' real estate sign along Dania
Beach Blvd.
It is suggested that permission be given for the trailer but only for a specific time such
as a maximum of one year. lt is also suggested that additional landscaping be required
around the periphery of the trailer. Plant material should also be placed around the
sign. An updated landscape plan will be available before the City Commission meeting.
