The contract calls for the initial draft to be submitted by August'15, 1995. The first
installment of $5,056 is paid after a workplan is completed. The remainder is received
when the work products are completed and accepted by DCA. The contract itself must
be signed by the Mayor. Also, a representative from the City of Dania must be named
to be responsible for administration of this contract. lt is suggested that I be that person
or the City Manager be named.
A significant amount of effort will be necessary to update Danias' plan. lt is a
requirement to update information on local conditions so the areas annexed since 1990
will need to be added. This includes updating all data bases, such as population
projections and all maps within the Comprehensive Plan. The update also requires
updated traffic counts, a review of each element of the plan, and the effects of
concurrency. This will require assistance from contractors such as Berry and Calvin or
others. lt is suggested that the budget reflect a revenue source in the amount of
$20,224, but also an expenditure in the like amount under contractual services in the
Growth Management Department budget.

Dania, like each local government in Florida, is required to prepare and submit an
evaluation and appraisal report (EAR) on its comprehensive plan. Such a report, to
monitor and update the plan, is required each five years. The 1994 State Legislature
appropriated funds to assist local governments prepare the initial draft of the EAR. The
amount of funds available to each of 89 communities, including Dania, is $20,224. ln
order to receive the funds a contract must be signed and returned to DCA by August
15,1994. Please place approval of the contract on the August 9, 1994 City Commission
Agenda.

(A) Intent of the Contract

Attached is the recommendation of the consulting engineers on the bids received by the city for
improvements to NW 5th Avenue between SW l st Street and old Griffin Road. Elements of the project
include paving, landscaping and sidewalks.
Two bids were received for the project which was advertised in the Ft. Lauderdale Sun-sentinel,
Westside Gazette , El Nuevo Herald and Dodge Reports. Notices were also mailed to all firms on
Broward County's SDBE list for paving, concrete contracting, and landscaping. Both of the bids are
slightly under the engineers estimate and within the amount of the grant funds available for the project.

We would always like to have more bidders however, this is a relatively small project and the low
bidder is a reputable firm. I recommend that we proceed with the project as we are under time

NOTICE IS HEREBY GIVEN that the City Commission of the City of Dania is seeking
sealed bids for the following work as specified in Document 00410 and 00500.

N.W. 5TH AVENUE
IMPROVEMENTS
Bids will be accepted until 4:00 p.m. Monday, August lst, 1994 in the office of the City
Clerk, to be opened at 4:00 p.m. at the City of Dania, Florida" at which time all bids will
be opened and publicly read aloud. Envelopes must be sealed and plainly marked "CITY
OF DANIA N.W. 5TH A\ENL'E IMPROVEMENTS, PROJECT NO
In general, the work includes construction or replacement of a 5' wide concrete sidewalk
on either side of N.W. 5th Avenue, landscaping and resurfacing of the roadway from
S.W. lst Street to Old Griffin Road.
Bids will be based on a lump sum basis for the base contract. Bids based on any one part
ofthe work will not be considered.
Contract Documents may be examined and obtained on and after July 12, 1994 at the
Office of the Engineer. Contract Documents may be purchased for the non-refundable
amount of $100.00 per set, payable to the Engineer, Robert H. Miller & Associates, Inc.
located at 1800 N. Dougtas Road, Suite 200, Pembroke Pines, Florida 33024. Phone
(30s) 436-7000.
If bidding documents are to be mailed, an additional separate payment of$30.00 for each
set to cover shipping and handling, shall be made payable to the Engineer. Payment in full
must be received by the Engineer prior to the issuance ofthe Bid Documents.
Bid security in the form of a Bid Bond or certified check made payabte to the "City of
Dania", in an amount equal to five percent (5%) of the bid, will be required. No Bidder
may withdraw his bid within 90 days after the actual date ofthe opening thereof.
A pre-bid conference will be hetd at the City of Dania Administrative Complex on July 14,
1994, at 10:00 am.
Guaranty Bonds in the form of a Performance Bond and Payment Bond, in an amount
equal to 100% ofthe Bid, will be required.

Approval of agreement with R & G Contracting for improvements to
beach bathrooms, Mullikin Park and construction of the beach first aid
station.
Attached hereto are the following:
(a) Resolution accepting the bid submitted by R & G Contracting, lnc. in the amount of
$103,607.00 for improvements to beach bathrooms, Mullikin Park and construction
of the beach first aid station; and
(b) Resolution approving change order No. 1 reducing the original bid price to
$77,020.00.
The project was funded to $90,000.00. The cost saving has been made by eliminating
the large shelter and by scheduling Public Works Department to perform the demolition
portion of the project.
Please present these resolutions to the commission at the August 9th meeting.

Based on the City Commission workshop discussion concerning undersized lots, an
amendment to the zoning code needs to be made. The dlrection given at the workshop
was to allow variances in the redevelopment target areas lo be processed in a more
streamlined fashion. Variances would be directed to the City Commission without the
step of obtaining a recommendation from the Planning and Zoning Board.
It is suggested that Section '10-14 of the Zoning Code be amended. This section refers
variances and special exceptions to the Planning and Zoning Board for advisory
comment.
The following language is suggested. Please give me your feedback and then the
process to amend the code can begin.

The United States Postal Service is currently reviewing the annexed territory bounded by
State Road 7 to the West, Ravenswood Road to the East, Stirling Road to the South, and
State Road 94 including the 2800 block of SW 25 Avenue to the North.
At the present time all addresses in the annexed area follow the Fort Lauderdale Grid. It
is the understanding ofthis office that the City ofHollywood is considering changing the
territory annexed by them to conform to Hollyvrood addressing. It is also the
understanding of this ofiice that the territory annexed the City ofDania will remain as is.
In other words, Dania annexed territory will maintain Fort Lauderdale addresses.
Should there be an error in our understanding ofthe situation, we would appreciate
notification by your office within 30 days ofreceipt ofthis letter. Should there be no
response we will take that to mean that the understanding above is correct.

AUCrroN ^*ta7i0.,The City of Dania will be holding an informat auction on Saturday, nuguit ZO, l!S+, atthe Public Works Compound located at 1201 Stirling Road, Dania, Florida, between the
hours of 9:00 a.m. and 1:00 p.rn. to dispose of all vehicles and equipment listed below
that have been declared surplus by the City Commission. All of the items will be
available for inspection one hour before the auction.
Potential bidders will be assigned a number and given cards to write down their bid
prices for each item they bid on. The bidder will make two cards per bid per item. One
card will be given to the auctioneer and the other (duplicate copy) will be kept by the
bidder. Each item wiil be sold to the highest bidder. The auctioneer will call the
successful bidder's number and give the price for which the item was soid.
AII items up to $500.00 shall be purchased with cash. ltems over $500.00 may be
purchased with cash or a Certified Cashier's Check.
A deposit of $ 100.00 must be made on items not picked up on the day of the sale, if not
paid for at that time.
The purchaser has five working days to pick up the item. lf it is not picked up, the
deposit money will be forfeited and the item offered to the second highest bidder.
