The first installment of $5,056 is paid after a workplan is completed. The remainder is received when the work products are completed and accepted by DCA. The contract itself must be signed by the Mayor. Also, a representative from the City of Dania must be named to be responsible for administration of this contract. lt is suggested that I be that person or the City Manager be named. A significant amount of effort will be necessary to update Danias' plan. lt is a requirement to update information on local conditions so the areas annexed since 1990 will need to be added. This includes updating all data bases, such as population projections and all maps within the Comprehensive Plan. The update also requires updated traffic counts, a review of each element of the plan, and the effects of concurrency. This will require assistance from contractors such as Berry and Calvin or others. lt is suggested that the budget reflect a revenue source in the amount of $20,224, but also an expenditure in the like amount under contractual services in the Growth Management Department budget. WA;lc CITY OF DANIA INTEROFFICE MEMORANDUM GROWTH MANAGEMENT DEPARTMENT TO: CONTRACT WTH THE STATE OF FLORIDA DEPARTMENT OF COMMUNITY AFFAIRS FOR EVALUATING THE COMPREHENSIVE PLAN Dania, like each local government in Florida, is required to prepare and submit an evaluation and appraisal report (EAR) on its comprehensive plan. Such a report, to monitor and update the plan, is required each five years. The 1994 State Legislature appropriated funds to assist local governments prepare the initial draft of the EAR. The amount of funds available to each of 89 communities, including Dania, is $20,224. ln order to receive the funds a contract must be signed and returned to DCA by August 15,1994. Please place approval of the contract on the August 9, 1994 City Commission Agenda. EARs: Tnr Nrxr Srep rn Locnr Purmrlruo the requirements ofthe EAR process because state law sets forth alternative planning re. quirements for cities based on tireir sizes, a major change in state pglicy from the prepara- tion of local plans between 1988 and.1991. Here are the key features df the EAR law that give flexibility to municipalities: .' Cities of less lhan 2,500 population do not have lo submit an EAR as often as larger cities.! Cities of less than 5,000 population conducted. ln fact, the law raised more ques- tions than it answered. One of the orincioal tasks identified Litvton Chikis toi',.tnd' ihird' EnIlro Land Managemiint Study Codrmittee bv"G nmen fELMSlll") in 1991 was to address lementation of the -EAR requiremdnt. _The governor and the lale Bill Sadowski, then secretary o, the D+ partment of Community Affain (DCA), ern, phasized the importance of eslablishing clear, consensus ground rules for the EAR piocess before local governments had to negotiate their way through it. To facilitate the ELMS lll policy review, the Legislature in 1992 moved 5ac* ifre due date I for the first EAR from 1993 to 1994. ln 1993, as part of he landmark legislation that enacted the ELMS lll recommendations into law, the I Legislature pushed the date back to 1995. (Please See EARs, page 3) by David L. Powell The next milestone in the local comprehensive planning program is the preparation by eachlocal.govemment of an evaluation and appraisdl report i.eAn1 on its'tocli'ptan, #d th;revision of that plan to reflect changes in growth policy and in localtrends and conditions. The dlrection given at the workshop was to allow variances in the redevelopment target areas lo be processed in a more streamlined fashion.
