Elements of the project include a jogging and ,itness trail, fencing, landscaping, site amenities and playground equipment. The amount of the grant is $75,000. This project will commence after notification to proceed by Broward County which will be after approval of this agreement by the County Commission. lt is scheduled to be completed by the end of September 1995. As a result of the meeting, staff is recommending that the City Commission extend Southern,scontract with the following changes: '1' Southern will pick up unlimited trash for the residential area including the swale areas alongtheir current route. 2. Southern will pick up all white goods, therefore freeing the public works department of thisresponsibility 3. Southern Sanitation has agreed to furnish the bulk and yard trash pick up including theabove changes for $ 17 ,87Q.25 per month. Southern's current contract, which limiis pick upl is$16'620.25 per month and has been for ail three years of the contract. This is the figure that theproposed sanitation fee increase is based on as far as Southern,s portion. 4. Southern will be entitled to an annual increase based on the increased number of units peryear plus the same cPl increase passed on to the city by Reuter each year. This is the sameincrease allowed in IWS's contract for the eastern section of the city. 5. The contract will be extended to '1 999 with a review at the end of each year where eitherparty has the right to continue or cancel the contract. At the end of 1999, which is the time thatIWS's contract will end, staff recommends that the city negotiate with one sanitation company to cover the entire city for garbage and trash. 6. Any requests for special pick up by the city will be referred to the contractor who will handle the pick up directly, therefore relieving the public works department of this responsibility. After negotiations with BSO staff, it has been agreed that they will continue to provide 6 CSA's at a lesser cost to the City than the originally proposed increase of 5%. The previously submitted addendum called for a 5o/o f ee increase, from $3,383,690 to $3,552,873. We have budgeted $3,490,290 assuming a decrease in the number of CSA's from 6 to 4. The revised addendum inctudes 6 CSA's. The fee requested by BSO for 94/95 is 93,502,714; $12,424 more than has been budgeted for 94/95. This is a 3.5% increase over the contract fee for 93/94. As a result of a reductlon in the administrative transfer to the generai fund, a reduction in the cost to Hollpvood for the treatment of sewage as a result of the I & I Program, and a reduction in the request to purchase capital items, the Sewer Fund budget is approximately $480,000 less than FY 93/94. The annual adjustment in sewer fees from City of Hollywood resulted in a $294,000 credit against treatment costs. Fiscal 92193 ended with a $500,000 surplus which will be increased at year end because of the Holl) ,vood credit. ln 1992, Rachlin & Cohen prepared a five year projected rate study. Since the expenditure forecasts were affected by factors unknown to Rachlin & Cohen at the time, such as the anticipated cost of the I & I program, the bond refunding by Hollywood and the decision to postpone enlarging or building a new sewer treatment plant which affected the Large Users, the rates set in the study generated more than sufiicienl revenue to meet the Sewer Fund's requirements in FY 92 & 93. The grant in aid funding for the electronic interface system for legislative reporting requirements will provide the Fire Department with two (2) palmheld computers. These units will placed on the two first out rescue units, Rescue #1 and Rescue #93. The grant is for the purchase of handheld, pen based computers and associated software, enhancements and training for use by our department paramedic crews in the advanced life support rescue units. These computers will allow paramedics to electronically capture complete patient data at the point of patient care, print a report, and download into a department PC, providing a system for comprehensive data collection . The system will also allow electronic interface with the State of Florid4 Department of HRS/EMS to comply with legislated reporting requirements. Lloyds agreed to do so. In addition to the foregoing considerations, the Lexington proposal included a contingency regarding one large claim in progress. The contingency allows Irxington to increasi thi specific Liability Limit on that one insured, or to increase the stop-loss premiurr, after reviewing more crurent claims and medical information regarding the insured's health history. The uoyds proposal contained no such exceptions and is, therefore, deemed to be far superior to the kxington proposal. In consideration ofthe lower cost and broader coverage proposed by Uoyds, we recommend changing carriers at the l0/l/94 renewal date from Lexington to Lloyds of london for both Specific and Aggregate Reinsurance. Date August '18, 1994 Two items are scheduled for the August 23, 1994 City Commission meeting concerning a proposed .144 unit apartment development on the north side of sheridan street. The property involved is Parcel 'A", 300 sheridan, a plat consisting of 4.729 acres which is 1,381'west of SE 5 Ave. and approximately 300'east of SE 2 Ave. One item is a public hearing concerning variances requested from density requirements and parking requirements. The land use designation on the site is Residential 49 units/acre. The Broward County designation is Residential - 50 units/acre. The City of Dania reviewed the plat in '1985 and granted site plan approval for a seven story,243 unit adult congregate care facility The ptat was recorded in 1987. The note on the plat limits the use to 243 high rise u nits. The property to the north is olsen Middle school which is zoned open space and has a land use designation of Community Facilities. The property to the east is vacant and is zoned C-2 with a land use designation of Commercial. The property farther east is the Sheridan Square shopping center which is zoned c-2 and has a land use designation of Commercial. The property to the immediate west is the Kensington Medical Clinic. This site is zoned C-2 and has a land use designation of Commercial. The property east of sE 2 Ave and south of olsen Middle school is zoned c-2 with a land use designation of commercial. The lots fronting the east side of sE 2 Avenue are developed with residences. The property to the south is in Hollywood. The property directly south is part of Hollywood Lincoln Mercury. To the east are the Sheridan by the Beach Condominiums. Page 2 VA-24-94 and SP-25-94 The proposed site plan consists of 144 aparlment units in six buildings. There would be 57 one bedroom units and 87 two bedroom units. Access is from Sheridan Street on the west side of the property per plat requirements. An emergency access is at the southeastern corner. There are security gates at the entrance to a parking lot which is along the periphery of the site. There is a wall along the periphery of the site. The site plan also includes a recreational building and swimming pool. Two variances are requested. One variance requested concerns density. The site is zoned RM-2 which allows 16 units per acre. The request is for 30.45 units per acre. The second variance requested is for number of parking spaces. The zoning code requires 2.2 spaces per apartment for a total requirement of 317 parking spaces. The request is for 267 parking spaces. The Planning and Zoning Board reviewed the variance requests at their August meeting. The Planning and Zoning Board recommended approval of the parking variance but recommended to deny the variance for number of units and the site plan by a 3-2 vote. The Planning and Zoning Board felt uncomfortable with the requested density and did not think the criteria for obtaining a variance had been met. ln the case of the request for a parking variance the Planning and Zoning Board recommendation is to approve. Another memorandum in this meetings backup packet recommends amending the parking requirement for multifamily units. The requirement of 2.2 spaces is not consistent with any code in the area. The requirement across the street in Hollywood for example is 1.5 spaces per unit. The number of spaces provided on the site plan exceeds the number recommended to be adopted which is 1.5 spaces for one bedroom units and 2.0 spaces for two bedroom units. ln this case that equals 260 spaces. The site plan indicates 267 spaces. The recommendation of the Planning and Zoning pertaining to density and thus to deny the site plan. felt the density of 30 units per acre to be excessive. Board is to deny the variance The Planning and Zoning Board ln most cases, I would concur with the Planning and Zoning board that the site is too dense but in my opinion there are unique circumstances which should be considered. The number of units is consistent, actually lower, than the Dania and Broward County Land Use Plans permit. The land use plan designates the site as 49 residential units per acre. The original site plan was for 243 units of adult congregate care units. With the exception of parking, which is less for adult congregate units, the proposed site plan is less dense than the previously approved project. The proposed project generates less vehicular trips per day and less water and sewage usage. The proposed site plan is also consistent with the approved plat for the site. The plat was approved with a note restriclion limiting development to 243 high rise units. Page 3 VA-24-94 and SP-25-94 Perhaps a request could have been made to adopt an additional zoning district which allows a density consistent with the comprehensive plan. My feeling was since this is the only such property so designated on the plan that a variance procedure made sense. Should the variance for density be granted, it is recommended the site plan be approved. The site plan conforms to bulk requirements of the zoning code such as setbacks and height. The proposed site plan also conforms to open space and the new landscape requirements. Section 2- DEFIN lT IONS. 2-01 As used in this Ordinance: (a) Ldn - Dav-Night Average Sound Level. Ldn provides a measure of the total airc raft-g ene rated noise received at a location during a typical twenty-four (24) hour period. The higher the Ldn measurement, the more severe the noise exposure. Section 3. NOISE ZONES CREATED. 3.01 Establishment of noise zones.There are hereby created and established four (4) nor'se zones directly related to and surrounding the Fort Lauderdale-Hollywood lnternational Airport in Broward County, Florida, to be known as Noise Zone A, Noise Zone B, Noise Zone C and Noise Zone D. 3.02 Noise zones map.
