The following firms submitted a response to the RFp advertised for services of a water
and wastewater utiliry rate consultant:

The selection committee, consisting of Mike Smith, City Manager, Marie Jabaiee,
Finance Director and Budd Paim, Utilities Director recommends awarding the
engagement to the firm of:
HARTMAN & ASSOCIATES, iNC. $2O,OOO
This amount is included n the 96197 budget for this purpose.
An analysis of the water and wastewater impact fees was not part of the RFp, but
Hartman & Associates has agreed to do the study for an additional fee of$9,500.

Section 1 .That the certain Proposal dated June 18, 1997, submitted by Hartman &
Associates, lnc. to conduct a water and wastewater utilities impact fee study in the amount of
$9,500.00 for the city of Dania, a copy of which is attached hereto and made a part hereof as
Exhibit "A', be and the same is hereby accepted and the appropriate city officials are hereby
authorized to execute same.

The number of accounts for each customer class of each utility will be forccast, iuidead ouBide tlre City's limirs, fot thc nod 5 yers. These projections wiil be reviewed
with the City staf lo crrsure their coopatibility with City planq. In addition, urater
consumption and wastewatd generation will be projected for the same 5-year pcriod and
prcs€fited to the City for review.
4. Review Revenue Requircmelts.

will operate on a foaacially self-sufrcieat basis.
5. ForecastRevenueRequiremerrts.
Based upon such inbrmation as historical opaating rcconds. system dwelopment plars.
estimates of prcvcotativc inaintenance costs and needs for renewal and replacemem and
coatingcncies, and relewant cconomic conditions and hads, the Consultant will forecast
revenue requirclaents fs the next 5 ycals for both the w-ater and u€stewater systcms.
Cosrs will be forecast by majel s6g Iine itcm.
5. A.llocatc Costs to Each Utility
Cost allocatioqs for both capital and O&M ec(penses of the watEr systeor will be rnade o

For the 5 yesr time horizon of the snrdy, the Consultant will forecasr the annual reveoues
expect€d to be collected through ulater systef, raEs and chargcs and through wastewater
rates and charges. Proposed rates will be crnpred with the anrreor rates for each uility
and the differorces rvill be identified.
10. Preparc Repo,rr (Deliverable)
The Consultaot will prepare a single yohme report of this prolect. Ihe report will

include an analysis of the City's exisdng w$crnd wastswater systEm fixed assets, finding
sources llsed to scqufter'construct those assets and cc<ising water and wErewatsr systes dcsiBn
capacities. ln additioq a r€view of the City's futurc 5-year Capial Improvement Prcgram (CIP)
will also be conducted to deermine the appmpriate projece to be firndeci tluough &e waler and
wastewatEr impact fees. The vadOus assullptions, conclusioas aud recornmendrdons will be

For Task 1 of the Smpe of Servioes (the Water rod Wastswater Utilities Rate Study), fre
Consultaff shall be paid a fump s"- fee, ireluding reiurbursable elpenses, of Twenty Thousaad
Dollars ($20,000.00).
For Task tr of the Scope of Servrces (Water and wastewater Impact Fee Study), the Consultant
shall be paid a lump srn fca including reimbunable expenses, of Nine Thousaad Five Hrmdred
Dollan ($9,500.00).
Should the City desire thc Consultat to providc both the Wat€r and Wastewater Utili[es Rste
Sturty as weil as the Water ard Wastevracr hrpact Fet Study, the Consultatrt shall be peid a
lump sum fee, iacluding reimbursable expeoses, of Twecty-Ninc Thousand Five Hundred
Dellars ($29,500.00).
For Task III of the Scope of Services (Additional Services), the Consultant sirall bc paid a fte
based upon the attached Rate Scheduie (See brhibit A) plus reimbursable expenses.

This Agrcemeut may be terminated by either party by giving thtty (30) days advance written
