October 21, 2005
Chairman Clive Taylor called the meeting to order at 6:00 PM.

Chairman Taylor questioDcd distribution and handling ofthe minut$. Capt. Morris said an effort is
being made to get the minutes to the Dembers in advance of th€ meeting.
("[c,, r"--Chairman Taylor introduced Claudia Colemair, Vice President of 'A Child is Missing, Inc". Sh€
explained the activities of the organization and informed the board members of the upcoming fund
raising event. The event will be a Swordfish Tournament, scheduled for the weekend ofJuly 7,h,
2006. She said she had met with the L T. Parker Center Advisory Board to requ€st their support for
a lYaiver offees for use ofthe Parker Center for the kick offcvent. The Parker Board voted in favor
so she hopes the Commission will approve the waiver. Marire board members expressed a great
deal of intcrest in the event. Chairman Taylor suggested the board show their support with an
€Ddors€mcrt of approval. Motion made by Craig McAdams, s€condod by Bill Wosenitz and carried
unanimously.
Chairman Taylor explaitred Mr. Orlaltdo ryas pres€nt becaus€ th€ board has been v€ry concerned
with the problem of derelict boats and had asked the former Public Works Director for an amoesty
program so city residents could volunterily dispose of their boats by taking them to public works.
Mr.. Orlando said public works is not supposed to accept boats and stressed they ar€ uot a disposal
facility, they are a transfer station and are not equipped to handle boat disposal, mainly because they
would have to dispose ofgasoline, oil and other hazardous materials. Chairman Taytor said the boat
owoers would be expected to take care ofthat and the boats would be mos y abandoned shells. Mr.orlando said the material the shells are made of would present a problem, It would cost tbe city a
great deal of money to dispose of fiberglass and even though wood would not be an issue, if lead or
copper paint wer€ present it would present a problem. Capt. Morris asked if there were other
options. Mr. Orlardo stated, in his opinion, therc are lro other options without it costiDg the City agreat deal ofmon€y. Capt. Morris stat€d he had talked with Officer McClusky, who has been very
irstrrmental in trying to solve the derelict boat problem. He said any boat that he gets is usuallyjust a shell and all th€ investigation is taken cere of so there are no liability issues involved.
Minut€s of the preyious meeting were preserted for approval. Motion to approye as written made by
Bill Wosenitz, seconded by Billy Phipps. Motion carried.

However, if these derelict boats are not removed it's going to cost the Citv much more. The
amnestv program was suggested by the board as a possible solution. The previous public worksDirector had approved ofthe plan. A lclgthy discussion followed. Evervone agreed there needs t0
be an advance plan to take caro of thc problem. A number of suggestions wcre made. Mr, orlando
said he would have his assistant cotrtact waste Managemert r€garding their policy in this regard.The County will also be approached to lind out how they hardle the problem.

chairman Taylor said he had volutrteered to dig up facts ebout Hollywood Beach Marina. He mcrwith the Dock Master 8rtd obtained their rate information, as well as information oD operation andstaffirg as covered in his handout shect titled 'Holl,.rvood City Marina'. A special item ofinterest isthat the marina does trot have m€ters for water or electricity, They charge a flat rate. board agreed it should bc placed under public service in order to have a smoother working

suggestions and approval.
