A RESOLUTION OF THE CITY OF DANIA, FLORIDA
AUTHORIZING AN EXPENDITURE FOR THE EMERGENCY
REPLACEMENT OF THE ROOF LOCATED AT THE
NORTHWEST CORNER OF THE CITY ADMINISTRATIVE
CENTER lN THE AMOUNT OF $11,750.00; PROVIDING THAT
ALL RESOLUTIONS IN CONFLICT HEREWTH BE REPEALED
TO THE EXTENT OF SUCH CONFLICT; AND PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, the Charter of the City of Dania, Part lll, Article 3, Section 4,
Subsection (J), authorizes the City Manager to purchase supplies, services, equipment
and materials for the city government in an amount in excess of $7,500.00 but not
exceeding $15,000.00 without competitive bidding and without advertisement for bids if
he is authorized to do so in advance by a resolution adopted by the City Commission;
and;
WHEREAS, the City Manager has determined that it is necessary to replace the
roof at the northwest end of the City Administrative Center; and
WHEREAS, the City Commission on June 13, 1995 determined that an
emergency exists and such work must be done expeditiously to prevent severe damage
to the inside of the Administrative Center;
WHEREAS, the City Manager determined that said roof can be replaced at the
lowest cost to the city by accepting the estimate-contract submitted by White Seal, lnc.,
in the amount of $1 1,750.00, a copy of which is attached hereto as Exhibit "A"
NOW THEREFORE, BE IT RESOLVED BY THE CIry COMMISSION OF THE
CITY OF DANIA, FLORIDA:
Section 1. That the expenditure in the amount of $11,750.00 to White Seal,
lnc. to replace the roof located at the northwest corner of the Dania Administrative
Center is hereby approved, ratified and affirmed.
Resolution No. 99-95
Section 2. That this resolution shall be in force and take effect immediately
upon its passage and adoption.

Legal Description
ESTIMATE. CONTRACT
o Remove existing roof down to lightweight concrete deck
o Repair damaged lightweight concrete deck. First 100 sq. ft. of repair is included
in contract. Additional repair will be billed separately at the rate of $3.50 per sq. ft.
o Install #75 fiberglass base sheet with E.M I90 lightweight concrete fasteners
o Mop l/8" per foot tapered insulation to base sheet
o Mop one(l) ply fiberglass felt to tapered insulation
o Mop one (1) ply white granulated surface modified bitumen capsheet
o Flash all walls with modified bitumen
Upon completion and final payment, we will provide a five(5) year written guarantee
against defects in material and workmanship and a ten( l0) year manufacturers warranty
against defects in materials.
Cost for the above referenced work shall be Eleven Thousand Five Hundred Dollars and
00/100 cents ($11,500.00) payable according to the following schedule:
Once work has commenced....................................$5,750.00
Upon completion and final inspection....................$5,750.00(plus deck repair, if any)
Note: It is our opinion that the tapered insulation will greatly improve drainage. We also
feel the addition of another through the wall drain will facilitate faster drainage. This
drain can be installed during the roof installation at a cost of $250.00. tD<f
l. No carpentry work. woodwork, or painting is included in this contract unless mentioned in specifications.
2. White Seal, lnc. shall nol be held responiible for damages caused to peBons or property ol client caused by st.ike, war, acts ot God, sudden rain or
wind slorms or any other event beyond White Seal, lnc. control.
3. All work to be done and guarantees issued will be set forth in the specifications. No promises, verbal or otherwise will be valid.
4. ln the event pay.nent is ;ot made as stated in specifications, all lees iocu.red in collection, such as atlorney fees, court costs and collection agencies
are to be paind by the contraclee or his authorized agent.
5. ln the event contractee should cause work to be inte;rupted, any and all expenses incurred by White Seal, lnc. caused by the intenuption shall be
reimbursed at a rate equal to the cost of the time and material costs associated with the interruption plus fitteen (15) percent.
6. ln the event leakage occurs within the area of the work completed, the contraclee shall notify White Seai. lnc. as soon as reasonably possible. White
Seal, lnc. will then make every etfon to correct the problem in a timely fashion. Guarantee is limiled to repair of the area where leakage occurs.
7, This guarantee is not assignable or transferable and cannot be altered.
8. Workdone or attempted to be done by persons other than White Seal, lnc. or their authorized agents, nullifies the guarantee and relieves White Seal'
lnc. lrom any lurther obligation.
9. There shall bo no claims t6r damages of any kind assessed against White Seai. lnc. ,or damage to walls, cealings, interior fumiture, tixlurss decorations'
stock or equipment. sidewalks, driveways, shrubbery, lawn or other similar rtems caused by leakage unless by negligenco of White Seal, lnc.
