A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH,
FLORIDA, AUTHORIZING THE CITY MANAGER OR DESIGNEE TO
NEGOTIATE AND EXECUTE CONTINUING SERVICES AGREEMENTS WITH
THE FIRMS IDENTIFIED IN EXHIBIT “A”, WHICH WERE PREVIOUSLY
RANKED AND APPROVED PURSUANT TO RESOLUTION NO. 2026-007 AND
REQUEST FOR QUALIFICATIONS NO. 25-028, FOR ARCHITECTURE,
LANDSCAPE ARCHITECTURE, ENGINEERING, AND RELATED
PROFESSIONAL CONSULTING SERVICES UNDER THE CONSULTANTS’
COMPETITIVE NEGOTIATION ACT (“CCNA”); WHICH SOME PROJECTS
ISSUED UNDER THIS AGREEMENT MAY EXCEED THE CITY’S ANNUAL
VENDOR THRESHOLD TOTAL AMOUNT OF FIFTY THOUSAND DOLLARS
($50,000.00); PROVIDING FOR CONFLICTS; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, The City of Dania Beach issued Request for Qualifications (RFQ) No. 25-
028 to establish a list of qualified professional consulting firms in multiple service categories for
architecture, landscape architecture, engineering, and related specialties, in accordance with
Section 287.055, Florida Statutes, the Consultants’ Competitive Negotiation Act (“CCNA”); and
WHEREAS, A City Selection Committee evaluated responses in accordance with RFQ
25-028 and identified qualified firms within the following service categories: Civil Engineering,
Architectural and Building Services, Utilities Engineering, Transportation Planning and
Engineering, Geotechnical Engineering, Environmental Engineering, Landscape Architecture,
General Consulting Engineering; and
WHEREAS, The City Commission, by adoption of Resolution No. 2026-007, approved
the rankings and list of qualified firms for each category pursuant to RFQ 25-028 and CCNA
requirements, as shown in Exhibit “A” attached hereto and incorporated herein by reference; and
WHEREAS, It is standard practice and procurement procedure for the City to approve the
ranking of firms through one Commission action and subsequently authorize the execution of
Continuing Services Agreements (“CSAs”) through a separate Commission action; and
WHEREAS, The City s seeks to authorize the negotiation and execution of CSAs with all
firms listed in Exhibit “A,” consistent with the categories for which they were qualified under RFQ
25-028, to support current and future City projects requiring professional design, engineering, CEI,
architectural, environmental, utilities, geotechnical, transportation, and related consulting services.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA:
Section 1. That the above “Whereas” clauses are ratified and confirmed, and they are
made a part of and incorporated into this Resolution by this reference.
Section 2. The City Commission hereby authorizes the City Manager or designee to
negotiate and execute Continuing Services Agreements with each of the firms listed in Exhibit
“A”, previously approved under Resolution No. 2026-007 pursuant to RFQ 25-028 and CCNA
requirements. Execution of such agreements shall not obligate the City to issue work orders or task
assignments unless separately authorized and funded.
Section 3. That some projects issued under this Agreement may exceed the annual
amount of Fifty Thousand Dollars ($50,000.00) but must not exceed the funding limitations of
Section 287.055, purchase threshold for a single vendor for fiscal years 2026 through 2030 and
are authorized by the City Commission to do so.
Section 4. That all resolutions or parts of resolutions in conflict with this Resolution
are repealed to the extent of such conflict.
Section 5. That this Resolution shall become effective immediately upon passage and
adoption.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA
BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER OR DESIGNEE TO
APPROVE A LIST OF QUALIFIED FIRMS FOR ARCHITECTURE,
LANDSCAPE ARCHITECTURE, AND ENGINEERING CONSULTING
SERVICES PURSUANT TO REQUEST FOR QUALIFICATIONS NO. 25-028
AND THE CONSULTANTS’ COMPETITIVE NEGOTIATION ACT (CCNA);
AND AUTHORIZING NEGOTIATION OF MASTER CONSULTING SERVICE
AGREEMENTS WITH EACH; PROVIDING FOR CONFLICTS; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Charter of the City of Dania Beach, Part III, Article 3, Section 4,
Subsection G), authorizes the City Manager to purchase supplies, services, equipment, and
materials for the City government in amounts in excess of the established monetary threshold
without competitive bidding and without advertisement for bids if authorized to do so in advance
by a resolution adopted by the City Commission; and
WHEREAS, the Dania Beach Code of Ordinances, Chapter 2, Article I, Section 2-10,
entitled “Monetary thresholds for certain purchases and payment disbursement authorizations,”
establishes the applicable monetary thresholds and limitations for the procurement of services; and
WHEREAS, Section 287.055, Florida Statutes, commonly known as the Consultants’
Competitive Negotiation Act (CCNA), establishes the process for the selection and contracting of
professional architectural, engineering, landscape architectural, and related consulting services;
and
WHEREAS, the City of Dania Beach issued Request for Qualifications (RFQ) No. 25-028
Architecture, Landscape Architecture, and Engineering Consulting Services to prequalify
professional consulting firms for use on an as-needed basis for various City projects and
assignments; and
WHEREAS, responses to RFQ No. 25-028 were evaluated by a City selection committee
in accordance with the criteria set forth in the solicitation, and qualified firms were identified
within multiple professional service categories; and
WHEREAS, the City Commission desires to authorize the execution of continuing services
agreements with the qualified firms listed in Exhibit “A.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA:
Section 1. That the above “Whereas” clauses are ratified and confirmed, and they are
made a part of and incorporated into this Resolution by this reference.
Section 2. That the City Commission hereby authorizes the creation of a list of
qualified firms for architecture, landscape architecture and engineering consulting services in
accordance with Section 287.055, Florida Statutes and to negotiate final master agreements with
each for authorization by the City Commission.
Section 3. That all resolutions or parts of resolutions in conflict with this Resolution
are repealed to the extent of such conflict.
Section 4. That this Resolution shall become effective ten (10) days after adoption.
