Director Norena summarized that the Commission already approved the eight short-listed artists and the Public Art Advisory Board was to rank those eight artists and to move forward with their recommendation for the top three ranked projects. She spoke about the project costs and the funding budget. The first two artists listed had a specific location for their projects and were budgeted FY 25/26. The third project was budgeted FY 26/27. Discussion ensued about costs, locations, and for project 1, what the permanent sculpture would be, etc. Motion was made by Board Member Aptakin to make a recommendation to the Commission to approve the proposed artist rankings and to move forward with the proposed three chosen projects which was seconded by Co- Chair Schipper. Motion passed 7-0. IV. DISCUSSION ITEMS a) USCM America 250 City Art Project (2026) Rosario Psy started her PowerPoint presentation with a project overview and its timeline. Mayor Davis explained how the U.S. Conference of Mayors (USCM) in partnership with the National Endowment For The Arts launched a contest for all cities across the nation to come up with a poster that represented their city for America’s 250th anniversary in 2026. The submission date is May first. Local artists were able to participate and four were chosen (two from Dania: Shiva Mharaj and Richard Vergez and two from South Florida: Art by Nargiza and Nate Dee). Public Art Advisory Board Meeting - Minutes 2 February 23, 2026 Samples from each of the artists’ websites were shown to the board. Director Norena spoke about reaching out to the four artists and discussion ensued about getting proposals from each of the artists to be given to the Mayor and to be presented at the March PAAB Meeting. b) Bike Rack Options for Beach Rosario Psy started her PowerPoint presentation with pictures of bike rake program examples. Director Norena spoke about bike rake locations. Board Member Aptakin described a program that a city had to teach children how to weld. He suggested talking to the two fabrication companies in Dania about working with Dania kids and teach them about welding. Mayor Davis spoke highly about getting the community involved. Director Norena suggested getting proposals from the two Dania companies and have them present to the board in March or April for the locations she spoke about. They could also discuss other locations for unique but functional bike rakes. Mayor Davis reminded about the need for maintenance for metal bike rakes at the beach that would rust due to salt and sand, etc. c) Mural to celebrate Dania Beach and the 250th Anniversary of the United States Director Norena showed a slide depicting a picture of a blank, white wall in the City. She said that the owner agreed to work with the City by allowing the City to install a mural in celebration of the 250th Anniversary of the United States on their blank white wall. It would be installed on one side of the four-sided building at 401 Stirling Road and the mural would be seen when you were traveling down Stirling Road. Chair Sharaby inquired if all four sides would be wrapped but Director Norena explained only one side but maybe the owner would be open to allowing the City to install a mural on more than one side. Discussion ensued regarding things like covering more than one wall, using the poster design, etc. Deputy Director Lajoie suggested that maybe the white structure was a maintenance building. d) April Meeting Date Change Director Norena explained why the PAAB Meeting date in April (April 20, 2026) needed to be changed. The potential replacement dates were Monday, April 13th or Monday, April 27th. After discussing, the April meeting date was changed to Monday, April 13, 2026. V. ADMINISTRATIVE UPDATES Mayor Davis thanked everyone for their participation in the PAAB. There was a lot of stuff going on. She expressed her appreciation for the board’s amazing job and for using the buoys to mark our major corridors with things that were specific to Dania Beach. VI.
