It was decided to either make a motion or not to make a motion excusing tonight’s three absences after discussing the
Board Attendance Report, which was listed on tonight’s agenda. The meeting continued by next discussing USCM
(United States Conference of Mayors) listed under Discussion Items.
II. APPROVAL OF MINUTES
a) Approval of Minutes of the Public Art Advisory Board (PAAB) from the November 17, 2025 Meeting.
Motion was made by Board Member Aptakin to approve the PAAB Minutes from November 17, 2025 and was
seconded by Board Member Kent. Motion passed 3-0. (The minutes were approved after discussing USCM America
250 City Art Project. Then the 2026 Meeting Dates were discussed.)

IV. DISCUSSION ITEMS
a) Mayor Davis – USCM America 250 City Art Project
Mayor Davis explained that the U.S. Conference of Mayors (USCM) in partnership with the National Endowment of
the Arts (NEA) have launched America 250 City Art Project to celebrate the 250th Anniversary of the signing of the
Declaration of Independence. She spoke about including the PAAB in creating a poster commemorating America’s
250th birthday and Dania’s poster could also be used at different Dania Beach events. She would like to incorporate
Public Art Advisory Board Meeting - Minutes 2 December 15, 2025
in this unique and one-of-a-kind poster, Dania Beach and 250 years of America. Mayor Davis spoke about the project
overview, timeline, contest, etc. She said that all city submissions would be put in a book and it would be nice for
Dania Beach to be in that book of posters. She went over the specific guidelines for submittal to USCM but reminded
that Dania could make that poster in whatever size they needed for different events. Board questions and answers
ensued like the chosen artist would deliver the poster digitally explaining that walls, etc. did not have to be painted.
This was a national project and Dr. Flynn said that the board would be able to take on this great project and she would
speak to Jocelyn Bogen from USCM, etc. The Board then went back to the order of the agenda to vote on last month’s
minutes.
b) 2026 Meeting Dates
The dates were presented in the slide presentation and discussion ensued regarding if anyone had a date conflict. They
also discussed a summer meeting break and that the December meeting date was during Christmas week. A July 2026
and/or December 2026 meeting date could be changed or canceled in 2026, if needed.
Motion was made by Co-Chair Schipper to approve the 2026 meeting dates as listed and was seconded by Board
Member Kent. Motion passed 3-0. (2026 Meeting Dates Listed: Jan 26, Feb 23, Mar 16, Apr 20, May 18, Jun 15,
Jul 20, Aug 17, Sep 21, Oct 19, Nov 16 and Dec 21.)
c) Board Attendance Report as requested by Co-Chair
Director Norena presented the report that depicted all six board members’ absences through November 2025. There
were seven meetings held and four meetings canceled so far in 2025 (without the December meeting’s attendance
statistics). The board discussed if board members could not attend meetings, then they should resign. An absence
should be excused based on strict rules, and board members should participate via Zoom when they could not attend
in person. Dr. Flynn asked if they could draft their recommendation and then the City could look at it on a City Policy
perspective. Mayor Davis felt that this should follow the policy of the other boards. Advisory Boards should all align
and be enforced the same way. Discussion ensued that the guidelines speak about three absences. Director Norena
said that excused or unexcused was still an absence. A question was asked as to why was there even a motion for an
excused absence. Discussion ensued if the board wanted Director Norena to take a PAAB recommendation for a
stricter attendance policy for PAAB to the City Attorney for her making sure it aligns with the City’s policies.
Hopefully, this would get more boards to think about attendance as well. Regarding PAAB, Dr. Flynn would write to
the one board member who has missed five meetings in all of 2025 to see if there was still interest in being on this
board.
V. ADMINISTRATIVE UPDATES
a) Bike Rack Program Update
Not discussed but would be deferred to the January 26, 2026 PAAB Meeting.
b) Buoy Update
In the presentation, there was a picture of the before and after buoy on State Road 84 and 29th Terrace. Director
Norena was thanked for this improvement.

Project Statement
My concept for this project is a temporary art installation called “Inspirations” that consists
of three parts; a large cube constructed on site, four separate artworks for the faces of the
cube, and four viewing windows for the public to see the !nished artwork.
The 3-dimensional cube will be constructed of either a wooden or metal framework that
will be covered by exterior grade sheets of 4x8 plywood or similar material. Each side of the
cube will consist of two panels, making the !nished cube 8 feet by 8 feet.
This wooden cube will be covered with a different interactive artwork on each of it’s four
sides. Called “red reveal” images, this interactive design technique allows me to hide
messages or images in the art that can only be seen with the use of a red !lter. For the
design of these artworks, I have chosen four quotes that I !nd inspirational and I will use a
variety of fonts and type treatments to create layouts using these quotes that cover each of
the four sides of the cube.
In order for the public to see the hidden messages, I will install four red viewing windows
nearby for people to randomly !nd and use, essentially creating a hide and seek or
scavenger hunt style game to encourage people to search out the next window in order to
see the hidden messages. These hidden windows will be made of red acrylic and will be
temporarily fashioned to existing structures like sign poles, trees, and fences using straps
that can be easily removed when the project is over.
Artistic Vision
This project aligns with the initiative goals by helping to transform Dania Beach into a
canvas for public creativity, by enhancing the city’s art program, broadening the scope
of public art, and re-imagining Dania Beach’s public spaces. By installing this temporary
interactive work in a public area, the community will be confronted with art in an
unexpected place, something that I strive to do with my work on a regular basis. Seeing
art outside of the typical gallery or museum setting creates new access to art for many
people who would not normally be exposed to it. I have seen !rst hand how these types
of projects can transform public spaces and have an uplifting affect on the people who
come in contact with it.
Team Members
The lead artist on this project is Jason Tetlak, who will handle all aspects of the design
and coordinate the fabrication and installation of the !nished work. The fabrication will
be handled by a South Florida company sub-contracted by the artist, this company will be
selected once the project has been approved. The company’s responcibilities will be to
build the box and install it in the !nal location, as well as remove it once the project duration
is complete. The red viewing windows to be installed around the site will be created and
installed by the lead artist.

Renderings and Mockups
I will be working with a fabricator to build and install the cube, which for this project will be
constructed of a metal or wooden framework to create the underlying structure. Two 4 foot by 8
foot pieces of exterior grade plywood or similar material will be attached to each side, creating an 8
foot by 8 foot cube. The top of the cube can be left open, or closed off with two additional sheets of
plywood, based on the preference of the selection committee.

conspicuous to make it more of an adventure for
the public to discover the hidden messages. Based
on the surroundings of the location where the
project is installed this, could included attaching

fense posts, trees, or like is seen in this example,
having them free standing.

Location Requirements
This project is not site speci!c. It is "exible on where it can be installed and I look
forward to working with the selection committee to identify the best location for it.
Space Requirements
This project can be installed in a number of different locations, but would work
best in an area that has a large open space, preferably at least 30 x 30 feet.
There are no power or weather requirements for this installation, and because
the project is a temporary 8x8 cube with an open bottom, the only surface
preparations needed would be to locate a space with a relatively "at 10x10 area.
There are no special requirements for access or security considerations.
2 -SITE SPECIFICATIONS
This project is designed to encourage the public to engage with the artwork by making the
messaging something that must be discovered through exploration of the space. A post
install artist talk to allow the public to ask questions and learn about the creative process
can be arranged if requested.
3 - COMMUNITY ENGAGEMENT
Installation Timline
This project can be fabricated off site and completed in advance of the
scheduled installation of the work so that the !nished piece can be moved
into place and installed quickly. Likely in only a couple of hours. The
accompanying red viewing windows would also be pre-fabricated and simply
need to be installed at the same time.
Duration of Artwork
This temporary installation is meant to be on display for four to six weeks, but
can remain up for as long as 12 weeks.

Mural Proposal for Creative Visions Project
Project Description
I am a muralist using realistically painted scenes in extreme perspectives to create exciting
cinematic environments. Dramatic angles fuse together to explore the full potential of optical
movement, while larger-than-life characters create a 3-D depth that pops out of the frame. Colorful
skies capture the attention of the passerby, while enigmatic storylines invite them to learn more
about the area. My customized designs make use of the most iconic and timeless elements of each
city, with flowing compositions that complement the architecture of each space. These murals are
filled with a plethora of details and hidden gems, so every time viewers see them, they will notice
a new part of the story. They are pieces that spark many conversations, giving viewers a new sense
of wonder and possibility.
I have created a plethora of murals for public spaces, universities and cities; working with
city planners and community leaders to organize many large-scale art projects. I recently created
a 412 ft NFL mural for a new football stadium for the Jacksonvil le Jaguars (2023), and a 101
Freeway underpass mural in Salinas for the Clean California project (2023). My work has been
featured in various media outlets, including Juxtapoz, Artillery, NBC, KCRW, and hardcover
books in print. My gallery paintings have shown in solo exhibitions at TEDx Conferences,
Bergamot Station, the A+D Museum, and the Lancaster Museum of Art and History.
Working with the community is my favorite part of being a public artist. My murals focus
on the aesthetics of community, incorporating recognizable city structures into a kaleidoscopic
landscape. The scenes are designed to inspire viewers to take a second look at the familiar world
with fresh eyes and imagine what it is like to see from a different perspective. My proposals are
always customizable, ensuring that the elements of each design will fit perfectly for every location.
Site Specifications
• This mural will be specifically created for Olsen Middle School on the main entrance
wall. I reached out to the principal of the school, Janet Giancarli, and she was very
excited about the possibility of a large mural to inspire students. Olsen Middle School
is an iCAN magnet school that serves many economically disadvantaged students.
• The wall is approx. 20 feet tall and 120 feet long. The details of the mural will be
painted on Polytab (an archival mural cloth) and installed on location. Although direct
painting is also a possibility, Polytab is usually the preferred method because it
requires less time on site (2-3 days).
• I can either use a lift or tall ladder to reach the high sections of the mural.
• There will we water and electricity available while working on the site.
• The final coat will be a weather resistant anti-graffiti coat that protects the mural from
all weather conditions. Graffiti can be easily cleaned off, saving the mural.
• I will use a long tarp to protect the floor.
• For this installation, I will work during the time that school is not in session.
• I will work with the school to address any security issues during installation.
Community Engagement
Janet and I will work together to collect student input about what they think is best for this
mural. I will schedule a brainstorming/sketch session with students where I explain the history of
mural making, show examples, and ask students to draw what they want to see on the wall. These
drawings will inspire the final mural design.
My design process always starts with a ton of research about the city- it’s history, culture,
and global significance. After my initial designs are finished, I always make adjustments based on
suggestions from the community. The characters and objects can be customized, and I often take
photos of local community leaders who are interested in appearing as characters in the mural.
I also participate in artist talks throughout the mural creation and after completion, in
person and online. I keep an active social media presence to show the public each step of the
process, with progress shots, interviews and time-lapse videos. I am also active in community
service, using art to create social change. If there are any community art groups in Dania Beach, I
would love to connect with them. I can meet any inspiring artists, community leaders or other
interested parties during my visits.

Project Statement
I am honored to advance to the next stage of the Creative Visions public art initiative and to
present a detailed proposal for Solar Obelisks in Dania Beach. This project is one of my more
ambitious ventures and a culmination of my exploration with media, sculpture, and environmental
storytelling. I’m really excited for this opportunity to create something innovative yet
engaging—an installation that resonates with the identity of Dania Beach while inviting reflection
of the surrounding environment.
Solar Obelisks are a series of illuminated sculptures that serve as planetary antennas—refracting
solar rays during the day and glowing with stored energy at night. Made from recycled plastic,
each obelisk varies in form, size and style, with a couple crowned by a radiant, “solar flare.”
Installed on land or above water, the transparent material casts colorful sun shadows creating a
dynamic interplay of light in the day and internal illumination at night. The work channels the
interrelationship between earth and sun, human and nature—echoing ancient monuments that
once marked time, light, and ancestry.
Designed as a modular field of semi-transparent, refractive light sculptures; each obelisk is
fabricated from recycled eco-acrylic or PETG and embedded with addressable LEDs that subtly
shift from day to night. Weatherproof, re-enforced, and self-contained, the sculptures are
designed to spark curiosity, serve as a gathering point, and inspire reflection. Beyond their visual
presence, they embody a commitment to renewable energy and circular design through the
integration of solar-panels or connected directly to a local power source.
The Creative Visions program’s focus on community engagement, sustainability, and artistic
interventions is very inspiring and I look forward to adapting this sculpture series to be site
specific and responsive to its location. I envision Solar Obelisks as both a striking visual landmark
and a catalyst for connection—a work that celebrates Dania Beach’s natural beauty, its
relationship to water and sunlight, and its commitment to forward-thinking public art.
I look forward to the possibility of realizing Solar Obelisks in Dania Beach, contributing to the
city’s public art legacy while fostering a shared sense of wonder, reflection, and environmental
awareness.

LIGHT
At night, each Solar Obelisk is internally illuminated with addressable RGB LEDs, allowing for
precise control over color, brightness, and animation. Using TouchDesigner, I will program a
custom ambient light sequence that unfolds slowly over time—mimicking the natural rhythms of
breath, energy flow, and solar radiance. Each sculpture becomes both a vessel and a node in a
larger interconnected system, capable of dynamic choreography while maintaining an overall
meditative presence.
TECHNICAL DESCRIPTION
Each Solar Obelisk is a solid, monolithic sculpture created two ways, either via pressure stacked
sheets of eco-acrylic layers or 3D printed with UV-stable, semi-transparent and recycled PETG.
Designed specifically for outdoor environments, an internal steel rod will be act as the support
structure and lighting system to ensure structural integrity and resilience against weather, wind,
and temperature fluctuations. The translucent surface is optimized for light diffusion, allowing
internal lighting to softly radiate outward and daytime sun to cast colored shadows.
Internally, each obelisk houses a self-contained, weatherproof LED lighting system with
addressable RGB pixel strips mounted to the central support rod. These lighting systems are
networked together via a wireless bluetooth receiver (e.g., Art-Net or sACN), allowing
synchronized control and choreographed animation across multiple sculptures.
The taller obelisks and the crown-like Solar Flare elements are shipped in modular segments for
ease of transport. On-site, the central support rod is anchored in place and the shell is slid on top
ensuring a minimal interior structure. Sculptures can be pole-mounted with ground anchors and
base plate or suspended via overhead rigging depending on the site’s infrastructure. Additional
anchoring or ballast options can be provided to meet local safety codes and environmental
conditions.

As lead artist, Nate Mohler will oversee the creative vision, overall design, and lighting integration
for Solar Obelisks. With a practice rooted in media art, light, and environmental storytelling,
Mohler will be responsible for concept development, form design, lighting programming, and
on-site artistic direction. His expertise in blending technology, public space, and narrative ensures
that the final work is both visually compelling and thematically resonant.
Dive Design – Fabrication Support
Dive Design will provide large-format robotic arm 3D printing services for the sculpture shell.
Known for their innovative approach to design and fabrication, Dive Design specializes in
translating complex, organic forms into durable, high-quality printed structures. They will work
closely with Mohler to ensure the technical precision, structural stability, and aesthetic quality of
each obelisk.
Solar Punks – Solar Power Integration
If we move forward with solar power, Solar Punks will serve as sustainability and renewable
energy consultants for the project, designing and integrating the solar power systems that will
power the obelisks after sunset. Their expertise in clean energy technology will ensure the
installation is both energy-efficient and resilient to the coastal environment, while reinforcing the
project’s commitment to ecological responsibility.

Fabrication Process:
The Solar Obelisks can be produced using two distinct, sustainable fabrication
methods, each offering unique aesthetic and structural qualities.
Method 1 – CNC-Cut Eco-Acrylic Discs: The first method to fabricate sculptures
includes pressure stacking thin, tinted Eco-Acrylic sheets—made from 100%
recycled, UV-stable material—CNC-cut into stacked discs of varying diameters with
a central bore for an internal stainless steel support structure. The discs are stacked
in sequence without spacers, creating a continuous outer surface, and are secured
with a machined pressure cap. This method achieves a clean, polished finish,
precise edge alignment, and vibrant light diffusion through the acrylic, while allowing
for lightweight production, easy replacement of damaged components, and modular
reconfiguration for site specific installations.
Method 2 – Large-Format 3D Printing:
Alternatively, our team has been exploring
using a robotic arm outfitted with a custom 3D
printing extruder capable of printing on a 6-foot
bed, recycled plastic pellets are melted and
extruded directly through a nozzle. The robotic
arm moves fluidly along programmed tool
paths, building the forms layer by layer with
precise control over geometry and texture.
This approach produces tall, semi-transparent
sculptures with organic contours, minimal
material waste, and a distinctive striated
surface. However, this process is less tested
and more expensive.

Locations
Solar Obelisks are designed with a modular layout that allows them to adapt to a wide range of
environments, from waterfronts and parks to urban plazas and community gateways. Each
installation will be tailored to its specific site through consultation with city staff, engineers, and
local stakeholders, ensuring optimal placement for visibility, safety, and community interaction.
This site-specific approach allows the arrangement, scale, and anchoring methods of the obelisks
to be customized to the unique spatial, environmental, and cultural context of Dania Beach,
enhancing both their visual impact and community relevance.
Community Engagement
Community engagement for Solar Obelisks will combine education, performance, and
interactivity. I’m interested in partnering with local schools and community centers to host
workshops or artist talks exploring solar power, recycled materials, and the creative process
behind the installation, fostering both environmental awareness and artistic curiosity. The
installation can also become a stage for nighttime gatherings—“light ceremonies” where the
obelisks’ illumination is synchronized to live performances by local musicians, creating a shared
cultural experience. Additionally, if programming budget allows we can develop a webpage for
residents to temporarily change the lighting colors and patterns each evening, making the artwork
a living reflection of community expression.
Duration
As the inaugural installation of this series, Solar Obelisks will be presented as a temporary
activation lasting between 3–6 months. Due to the significant cost and resources required to
produce each obelisk, the sculptures are intended to be reused and reconfigured for future
exhibitions in other locations. At the conclusion of the Dania Beach installation, the components
will be carefully disassembled and recycled into subsequent site-specific presentations, ensuring
both sustainability and the continued life of the series.

Installation & Production Timeline
Phase 1 – Site Consultation & Planning (1 month)
Conduct site visit and meet with City of Dania Beach staff, engineers, and community
stakeholders to confirm placement, power access, anchoring, and any permitting needs. Gather
environmental and spatial data to inform design adjustments.
Phase 2 – Final Design & Procurement (1 month)
Refine designs based on site specifications. Finalize fabrication drawings, order recycled PETG
material, structural components, LED systems, and solar hardware. Confirm schedules with
fabrication partners (Dive Design) and solar integration team (Solar Punks).
Phase 3 – Fabrication & Programming (4 months)
Create obelisk shell, fabricate internal structural supports, assemble LED and power systems,
and weatherproof all components. Conduct interim quality checks to ensure coastal durability.
Program lighting sequences and perform full system testing in a controlled environment. Prepare
all components for safe transport.
Phase 4 – Installation & Public Launch (2 weeks)
Deliver obelisks to Dania Beach, install on-site, secure anchoring, connect power or solar

Project Statement
"The Ocean in a Drop" is a large-scale, sea-inspired ceramic mosaic mural that will be
collaboratively created with the residents of Dania Beach. Drawing from the Rumi quote “You
are not a drop in the ocean; you are the entire ocean in a drop” and the concept of the ripple
effect, the artwork celebrates the idea that each individual holds immense creative potential and
that, together, our shared contributions form a powerful, unified whole.
The mural will consist of hundreds of individually handcrafted ceramic circles—each made by a
community member—arranged into a dynamic wave-like composition. Viewed from a distance,
the installation will evoke the movement and interconnectedness of ocean currents, while up
close, each “drop” will reveal a unique imprint of its maker’s creativity.
Artistic Vision and Objectives
This project will:
● Transform a public space into a vibrant landmark celebrating Dania Beach’s coastal
identity.

As an internationally exhibited artist with over two decades of experience in sculpture and site specific public art, I create
sculptural installations that transform shared spaces into emotionally resonant landmarks. My work often begins with the
question, “What might this space have become if the people using it had their desires met?” I aim to activate public
environments by offering poetic, reflective forms that invite communal imagination and emotional connection.
For the Creative Visions: Dania Beach Public Art Initiative, I propose a permanent public sculpture titled Silver Lining
with Corals. This work consists of a cloud shaped human body accompanied by two small coral shaped pieces. The
human form suggests a dreamer thinking, while the coral shapes evoke the beauty of marine ecosystems, offering a
quiet tribute to Dania Beach’s natural environment and cultural spirit.
The installation is designed for a prominent and accessible outdoor location such as a public park, near a civic building,
or along a neighborhood pathway. It is intended as a long term presence that invites people to sit nearby, reflect, take
photos, or gather around. Fabricated in durable, weather resistant materials, the sculpture will be built to withstand
environmental exposure and continuous public interaction. Lighting elements may be included to gently illuminate the
work at night, enhancing its visibility and atmosphere.

Community connection is central to this project. Prior to installation, I hope to collaborate with local organizations,
schools, or storytellers to host short drawing workshops or conversations around memory, dreams, and the sea.
Reflections and phrases from these exchanges can be embedded or etched into the sculpture base or surrounding
ground, allowing the final piece to reflect voices from within Dania Beach itself.
While the call emphasizes temporary projects, this proposal demonstrates how a permanent sculpture can achieve
similar goals through subtle and enduring engagement. Silver Lining with Corals is not only a visual landmark but a
space for emotional pause, a place where people can experience quiet beauty, reflect on the world around them, and
feel part of a shared story.
My past works often feature cloud and body inspired forms that bring softness, metaphor, and emotional resonance into
urban contexts. This proposal continues that trajectory while introducing coral as a symbol of healing, memory, and
connection to nature. I believe Silver Lining with Corals offers Dania Beach a sculpture that can grow with the city,
becoming a familiar and beloved part of everyday life.

same time, the interplay between the dreamer figure and coral shapes invites moments of quiet contemplation and
shared imagination, encouraging visitors to connect not only with the artwork but also with one another and with their
own sense of place. Community engagement is also integral to the vision. Through a coral drawing workshop and
conversations with local residents, schools, and cultural groups, the project will incorporate community voices into its
final design, ensuring that the sculpture reflects the stories, memories, and aspirations of the people who live and work
in Dania Beach.

ESTABLISHMENT OF TERMS OF OFFICE The term of each Board or Committee is determined via its
respective Resolution or Ordinance establishing the Board. The foregoing provision shall not apply to
members whose terms are set by Florida Statutes or City Ordinances, or to persons who are members of an
Ad Hoc Committee. (Resolution #2006-203)
RULES AND PROCEDURES
Meetings. Any member failing to attend three (3) meetings shall automatically be removed from the Board,
and the City Commission shall promptly fill that vacancy.
Conflict of interest. If any member of the Board shall find that his private or personal interests are involved
in the matter coming before the Board, he shall disqualify himself from all participation in that matter. No
member of the Board shall have his or her work of art considered or approved by the Board during their
term of service on the Board or for one-year thereafter.

TERMS OF APPOINTMENTS
Sec. 1-233. - All appointments to advisory boards, committees, commissions, councils, and task forces
established by Broward County ordinance or resolution (collectively, "advisory boards"), and all
appointments to agencies, development and redevelopment authorities, and regulatory and adjustment
boards established pursuant to federal or state law, the Broward County Charter, or interlocal agreements
(collectively, "other boards"), shall be subject to the following requirements except where inconsistent with
the Broward County Charter, general or special law, or the enabling enactments of such advisory or other
boards:
(e) Removal from boards based upon attendance: When an advisory board, or other board whose enabling
enactment or bylaws adopt the attendance requirements of this subsection, meets on a quarterly or less
frequent basis, an appointee shall be automatically removed as a member if he or she has two (2)
consecutive unexcused absences or misses two (2) properly-noticed meetings in one (1) calendar year
because of unexcused absences. If any such board meets more frequently than quarterly, an appointee shall
be automatically removed as a member if he or she has three (3) consecutive unexcused absences or misses
four (4) properly-noticed meetings in one (1) calendar year because of unexcused absences.
(1) The automatic removal of an appointee is deemed effective when written notice of the reason for the
removal has been sent by the County Administrator or his or her designee to the appointee.
(2) The automatic removal provisions of this subsection do not apply to Water Advisory Board members
appointed by non-County entities, or to members of the HIV Health Services Planning Council whose
absences are related to the members' HIV status.
(3) The absence of an advisory or other board member shall be deemed excused under the following
circumstances:
a. When the member is performing an authorized alternative activity relating to outside board
business that directly conflicts with the properly-noticed meeting;
b. The death of an immediate family member, defined as a spouse, father, mother, stepparent, one
who has stood in the place of a parent (in loco parentis), child, or stepchild domiciled in the
member's household;
c. The death of a member's domestic partner;
d. The member's hospitalization;
e. When the member is summoned to jury duty; or
f. When the member is issued a subpoena by a court of competent jurisdiction.
(4)Attendance records for appointees to advisory boards, and attendance records for appointees to other
boards whose enabling enactments or by-laws adopt the attendance requirements of this subsection, shall
be submitted by the board coordinators to the County Administrator or his or her designee within two (2)
weeks after each meeting to determine attendance compliance. Such appointees shall notify the board
coordinator at least two (2) business days prior to the scheduled meeting date as to whether they will or
will not attend the meeting, unless the occurrence of an event specified in Subsections (e)(3)b.—d. makes
such notice impracticable. This notification requirement is imposed to allow sufficient time for cancellation
of the meeting if it is determined that no quorum will be present at the meeting. Failure to notify the board
coordinator two (2) business days prior to the scheduled meeting shall be considered an absence where
such failure results in the meeting being cancelled for lack of a quorum. All members attending the
meeting (either in person or through teleconference when permitted) will be marked as present.
Appointees who have notified the board coordinator that they cannot attend the meeting will be
considered absent even if the meeting is cancelled due to lack of a quorum. The chair of the board, shall, in
his or her discretion, determine whether the appointee's absence meets any of the criteria for an excused
absence set forth in this subsection.
(5) If an appointee is automatically removed under this subsection for violating the attendance
requirements, the appointing/nominating Commissioner or other appointing/nominating authority may
reappoint the appointee when extenuating circumstances, as determined by the appointing/nominating
authority, are found to exist for the appointee's absences.
