Change Order No. 1 (I I Study)RESOLUTION NO. 2026-052 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING APPROVAL OF DEDUCTIVE CHANGE ORDER NO. 1 TO THE CONTRACT WITH VEIT NATIONAL CORPORATION FOR THE SANITARY SEWER INFLOW AND INFILTRATION (I&I) PROJECT; REDUCING THE CONTRACT AMOUNT; PROVIDING FOR CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Dania Beach previously approved a contract with Veit National Corporation for the Sanitary Sewer Inflow and Infiltration (I&I) Project pursuant to Resolution No. 2023-055; and WHEREAS, the purpose of the project was to repair and rehabilitate deficiencies within the sanitary sewer system to reduce infiltration and inflow and improve system performance; and WHEREAS, the project was procured as a unit-price contract, under which quantities of work are estimated during design and adjusted based on actual field conditions encountered during construction; and WHEREAS, Veit National Corporation has completed all work required under the contract in accordance with the project scope and specifications; and WHEREAS, upon completion of the project, final quantities of work performed were determined to be significantly lower than originally estimated based on actual field verification, resulting in a reduction to the total contract amount; and WHEREAS, the original bid quantities were conservatively estimated due to limited field information available at the time of design, including an assumed pipe depth of approximately 28 feet, which required risk-based quantity allowances; and WHEREAS, once construction activities were performed and actual conditions were confirmed, the required quantities for cleaning, televising (CCTV inspection), and cured-in-place pipe (CIPP) lining of the existing 8-inch sanitary sewer line were substantially lower than initially anticipated; and WHEREAS, the contractor has provided supporting documentation, including CCTV video recordings, confirming that all work was completed within the designated project limits and in accordance with verified field quantities and contract requirements; and RESOLUTION #2026-052 WHEREAS, the reduction is primarily attributable to lower-than-anticipated quantities of rehabilitation work, including cured-in-place pipe (CIPP) lining and related items, as well as unused allowances, and does not represent a reduction in project scope or contractor performance; and WHEREAS, Deductive Change Order No. 1 reflects the reconciliation of actual quantities installed and represents a standard contract closeout adjustment; and WHEREAS, the original contract amount was $2,041,450.00, and the final contract amount based on actual work completed is $621,593.51, resulting in a deductive change in the amount of $1,419,856.49; and WHEREAS, the cost savings resulting from this deductive change order are recommended to be reallocated to the Lift Station #4 mitigation project; and WHEREAS, approval of this change order will formally establish the final contract value and allow for proper financial closeout of the project; and WHEREAS, the City Commission finds that approval of Deductive Change Order No. 1 is in the best interest of the City and reflects prudent fiscal management. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the above “Whereas” clauses are ratified and confirmed, and they are made a part of and incorporated into this Resolution by this reference. Section 2. That the City Commission hereby approves Deductive Change Order No. 1 to the contract with Veit National Corporation for the Sanitary Sewer Inflow and Infiltration (I&I) Project, in the amount of ($1,419,856.49). Section 3. That the approval of this change order establishes the final contract amount at $621,593.51, authorizes project closeout, and allows for the reallocation of the resulting cost savings to the Lift Station #4 mitigation project, subject to budgetary authorization. and the allocation shall be reflected under the CIP account no.: 402-35-02-535-63-95. Section 4. That the City Manager or designee is hereby authorized to execute any and all documents and take any actions necessary to implement this Resolution. Section 5. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. RESOLUTION #2026-052 Section 6.
