CHARTER; SUBMITTING PROPOSED CHARTER AMENDMENTS CONCERNING; CALLING FOR A SPECIAL ELECTION ON THE
PROPOSED AMENDMENTS TO THE CITY CHARTER TO BE HELD ON TUESDAY, NOVEMBER 5TH, 2024 IN CONJUNCTION
