CALL TO ORDER/ROLL CALL Mayor Davis called the meeting to order at 7:00 p.m. Present: Vice-Mayor Marco A. Salvino, Sr. Commissioner Lori Lewellen Commissioner Luis Rimoli Commissioner A. J. Ryan IV City Manager Ana M. Garcia, ICMA-CM City Attorney Eve Boutsis City Clerk Elora Riera, MMC Absent: Mayor Joyce L. Davis Commissioner Lewellen made a motion to excuse the absence of Mayor Davis. The motion was seconded by Commissioner Rimoli which carried unanimously on voice vote. 2. MOMENT OF SILENCE AND PLEDGE OF ALLEGIANCE Vice Mayor Salvino called for a moment of silence followed by the Pledge of Allegiance to the United States Flag. City Attorney Boutsis read the statement of decorum. 3. PRESENTATIONS AND SPECIAL EVENT APPROVALS 3.1 Earth Day Artwork Competition Winners — Sponsored by Mayor Davis - Overall Winner - Olsen Middle School - Sarah Lynn D'Haiti - Dania Beach Parks & Recreation Centers - P. J. Meli Park - Dania Elementary School - Melissa Kiuberis Vice Mayor Salvino read comments into the record from Mayor Davis and her regrets for not being in attendance to present the awards. Minutes of Regular Meeting Dania Beach City Commission Tuesday, May 12, 2026 – 7:00 p.m. Awards were distributed to the winners. 3.2 Honoring a Remarkable Career: Ana M. Garcia’s Retirement This item was taken after the consent agenda. City Manager Garcia was recognized for her years of service and dedication to the city. Former and current colleagues and former elected officials spoke about City Manager Garcia and shared kind words and memories. 3.3 City Commission Recognition of the Distinguished Service and Retirement of City Manager, Ana M. Garcia — Sponsored by Commissioner Lewellen The Commission each spoke and said kind words about City Manager Garcia. Commissioner Lewellen introduced the item and the Commission presented City Manager Garcia with a key to the city. City Manager Garcia spoke and thanked everyone for their kind words and memories and time spent working together and for a memorable career. 3.4 Broward Solid Waste Authority - Master Plan and Facilities Amendment — Sponsored by Commissioner Ryan This item was taken after item 3.1. Commissioner Ryan introduced the item. Interim Executive Director of the Solid Waste Authority Sam May presented to the Commission on the master plan. 4. PROCLAMATIONS 4.1 Mental Health Awareness Month — May 2026 — Sponsored by Mayor Davis This item was taken after item 3.3. Commissioner Lewellen read the proclamation into the record and presented the proclamation. 4.2 Water Reuse Week — May 17–23, 2026 — Sponsored by Mayor Davis Commissioner Rimoli read the proclamation into the record and presented the proclamation. 4.3 National Safe Boating Week — May 16–22, 2026 — Sponsored by Mayor Davis Commissioner Ryan read the proclamation into the record and presented the proclamation. 5. ADMINISTRATIVE REPORTS 5.1 City Manager Minutes of Regular Meeting Dania Beach City Commission Tuesday, May 12, 2026 – 7:00 p.m. City Manager Garcia spoke about her tenure with the city and all of the highs and lows the city have overcome and how grateful she is to have worked with such an amazing team and that she is truly grateful for everyone. 5.2 City Attorney City Attorney Boutsis said some kind words to City Manager Garcia and thanked her for her friendship and years of working together. 5.3 City Clerk - Reminders City Clerk Riera reminded the Commission of the following upcoming meetings: - May 26, 2026 City Commission Meeting - 7 p.m. - June 9, 2026 CRA Board Meeting - 6 p.m. - June 9, 2026 City Commission Meeting - 7 p.m. City Clerk Riera took a few moments to recognize Deputy City Clerk Erin McClendon and Records Specialist Kayla Michelin for Municipal Clerks week and thanked them for their hard work and dedication and that she is fortunate to work alongside them. 6. PUBLIC SAFETY REPORTS Captain Tarala commented that the crime has decreased by 20% and the police department wouldn’t have been able to accomplish what they have if it weren’t for the support of City Manager Garcia. Captain Tarala reported about police related incidents and arrests that took place over the last few weeks. Fire Chief Pellecer spoke about memories that accomplishments that the fire department were able to accomplish with the support of City Manager Garcia. Fire Chief Pellecer reported about fire related incidents and safety awareness measures for residents to take. 7. CITIZENS’ COMMENTS The following spoke under citizens’ comments: - Shawn DeRosa – 408 SE 5th Street - Andrei Salianik – 76900 N Bay Road, Apt. 2407 8. CONSENT AGENDA This item was taken after item 3.4. Minutes of Regular Meeting Dania Beach City Commission Tuesday, May 12, 2026 – 7:00 p.m. Commissioner Ryan made a motion to approve the consent agenda. The motion was seconded by Commissioner Lewellen which carried unanimously on voice vote. 8.1 Minutes: January 14, 2025 City Commission Meeting Approved under consent agenda. 8.2 Travel Requests: None. 8.3 RESOLUTION NO. 2026-____ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR THE EPA COMMUNITY GRANT PROJECT FOR THE HIGH SERVICE PUMP AND DRIVE REPLACEMENT PROJECT, WHICH IS A CRITICAL COMPONENTS OF THE CITY’S WATER DISTRIBUTION SYSTEM; AUTHORIZING THE CITY MANAGER OR DESIGNEE TO EXECUTE APPLICATIONS AND RELATED DOCUMENTS; PROVIDING FOR ACCEPTANCE OR DECLINATION OF AWARDS; PROVIDING FOR CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE. (Public Services) Approved under consent agenda. 8.4 RESOLUTION NO. 2026-____ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, APPROVING THE FIRST AMENDMENT (THE FACILITIES AMENDMENT) TO THE INTERLOCAL AGREEMENT FOR SOLID WASTE DISPOSAL AND RECYCLABLE MATERIALS PROCESSING AUTHORITY OF BROWARD COUNTY, FLORIDA; AUTHORIZING THE APPROPRIATE OFFICIAL TO EXECUTE THE FIRST AMENDMENT TO THE INTERLOCAL AGREEMENT; AUTHORIZING THE CITY CLERK TO PROVIDE A COPY OF THIS RESOLUTION AND THE EXECUTED FIRST AMENDMENT TO THE INTERLOCAL AGREEMENT FOR SOLID WASTE DISPOSAL AND RECYCLABLE MATERIALS PROCESSING AUTHORITY OF BROWARD COUNTY, FLORIDA; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND FURTHER PROVIDING FOR AN EFFECTIVE DATE. (Public Services) 8.7 RESOLUTION NO. 2026-____ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE PROPER CITY OFFICIALS TO EXECUTE A CORRECTED LOCAL AGENCY PROGRAM (LAP) AGREEMENT WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) FOR CONSTRUCTION PHASE FUNDING FOR THE NW 1ST STREET COMPLETE STREETS / PEDESTRIAN CONNECTIVITY PROJECT FROM BRYAN ROAD TO STATE ROAD 5 / US-1; ACCEPTING FDOT FUNDING IN AN AMOUNT NOT TO EXCEED TWO MILLION SIX HUNDRED FORTY-ONE THOUSAND NINE HUNDRED THIRTY-SEVEN DOLLARS ($2,641,937.00.00); REIMBURSABLE GENERAL FUND APPROPRIATION OF TWO HUNDRED THOUSAND DOLLARS ($200,000.00) AUTHORIZING THE CITY’S REQUIRED LOCAL CONTRIBUTION IN THE AMOUNT OF TWO MILLION DOLLARS ($2,000,000.00); ATTACHING THE LAP AGREEMENT AS EXHIBIT “A”; PROVIDING FOR CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE. BIDS AND REQUESTS FOR PROPOSALS 9.1 RESOLUTION NO. 2026-_____ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE AWARD OF INVITATION TO BID (ITB) NO. 26-005 “CITYWIDE IRRIGATION SERVICES” TO SAM’S LANDSCAPE MAINTENANCE; AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT AND ANY NECESSARY DOCUMENTS; PROVIDING FOR IMPLEMENTATION; AND PROVIDING FOR AN EFFECTIVE DATE. (Public Services) City Attorney Boutsis read the title of the resolution. Commissioner Ryan made a motion to approve item 9.1. The motion was seconded by Commissioner Lewellen which carried unanimously on voice vote. 10. QUASI-JUDICIAL HEARINGS None. 11. FIRST READING ORDINANCES Minutes of Regular Meeting Dania Beach City Commission Tuesday, May 12, 2026 – 7:00 p.m. None. 12. SECOND READING ORDINANCES None. 13. DISCUSSION AND POSSIBLE ACTION None. 14. APPOINTMENTS - Dania Beach Housing Authority — Mayor Davis - Education Advisory Board — Mayor Davis No action was taken on this item given the absence of Mayor Davis. 15. COMMISSION COMMENTS 15.1 Commissioner Lewellen Commissioner Lewellen commented on the passing of Eugenia Byrd and expressed her condolences. She wished City Manager Garcia all the best in her retirement. 15.2 Commissioner Rimoli Commissioner Rimoli wished City Manager Garcia all the best on her next chapter. 15.3 Commissioner Ryan Commissioner Ryan requested $500 from his contingency for Love our Nation for summer camp field trip and received consensus. He spoke on the solid waste master plan, commended Vice Mayor Salvino on running the meeting efficiently and shared a few remarks to City Manager Garcia from prior City Clerk Tom Schneider. 15.4 Vice-Mayor Salvino Vice Mayor Salvino congratulated City Manager Garcia on her retirement and all the accolades she was given and deserved and wished her all the best in her retirement. 15.5 Mayor Davis Mayor Davis was absent. 16.
