Dear City Clerk,
I am writing to you today not merely as a resident, but as a deeply invested steward of Dania
Beach, having called this community home for over two decades. It is with a profound sense
of responsibility and a commitment to our city's enduring well-being that I formally present
my grave concerns regarding the current trajectory of development and its far-reaching
implications.
While unforeseen circumstances prevent my physical presence at the City Commission
meeting on March 10, 2026, I respectfully and urgently request that this detailed testimony be
afforded the full consideration it deserves. I ask that it be formally incorporated into the public
record and read aloud during the Citizen Comments portion, ensuring that the voice of a long-
term resident is heard on these critical matters.
My observations reveal a disturbing disparity: rapid, often unchecked development is
significantly outpacing the fundamental enhancements required to sustain a high quality of life
for our residents. This imbalance not only strains our essential services but actively erodes the
unique charm and environmental integrity that define Dania Beach, placing an undue burden
on those who have built their lives here. I urge the Commission to critically re-evaluate this
approach, focusing on a sustainable path that genuinely benefits all.
**Systemic Infrastructure Failure Amidst Unbridled Development:**
The relentless proliferation of high-density projects, exemplified by developments like 2700
Griffin Holdings, numerous townhouse complexes, and expansive new warehouses, is
occurring in a vacuum, seemingly devoid of a concurrent, robust plan for our foundational
infrastructure. Our arteries—roads—are choked with congestion, essential pedestrian
pathways remain fragmented or entirely absent, street lighting is shockingly inadequate, and
our drainage systems are visibly, chronically overwhelmed, manifesting in pervasive flooding.
This raises a critical question: how can we envision a sustainable future for Dania Beach when
the very bedrock of our city is demonstrably crumbling under the weight of such aggressive
growth? We need a comprehensive, funded strategy that mandates infrastructure precedes or is

perfectly synchronized with development.
**Irreversible Ecological Degradation and Loss of Natural Heritage:**
We are witnessing the systematic obliteration of invaluable natural habitats, including crucial
ponds and irreplaceable mangrove ecosystems. These are not mere patches of land; they are
indispensable natural buffers for stormwater management, vital bastions of biodiversity, and
critical components of our regional ecological health. The destruction of these assets carries
irreversible consequences for our environment and our community's resilience. I implore the
Commission to articulate a comprehensive, proactive strategy for their preservation, or at
minimum, demonstrate truly effective, ecologically sound mitigation that genuinely
compensates for their irreparable loss, rather than merely paying lip service to environmental
stewardship.
**The Unbearable Burden of Escalating Airport Noise Pollution:**
The recent operational shifts at Fort Lauderdale-Hollywood International Airport, specifically
the introduction of new runways and Terminal Five, have catastrophically altered air traffic
patterns. Our residential neighborhoods are now subjected to a relentless, intrusive deluge of
aircraft noise, day and night. This constant sonic assault profoundly diminishes our quality of
life, erodes property values, and transforms once-peaceful homes into untenable living
environments. What immediate and forceful advocacy is the City undertaking with the FAA
and airport authorities to implement and rigorously enforce effective noise mitigation
protocols specifically designed to shield Dania Beach residents from this unprecedented
intrusion? The current situation is unacceptable and demands urgent intervention.
**Demanding Authentic Resident Representation and Inclusive Governance:**
Genuine, inclusive governance demands that the perspectives of Dania Beach's long-standing
residents are not merely acknowledged but are foundational to all planning and decision-
making processes. How is the City actively cultivating authentic engagement and ensuring
diverse representation from our community on crucial advisory bodies, such as the Housing
Authority and Marine Advisory Board? It is paramount that our growth serves the authentic
interests of our existing community, reflecting the wisdom and needs of those who call Dania
Beach home, rather than solely catering to external development interests. A disconnect
between city planning and resident needs ultimately undermines trust and civic participation.
I firmly believe that responsible civic leadership transcends mere economic metrics. True
progress is measured by the tangible enhancement of our residents' well-being, the meticulous
preservation of our irreplaceable natural heritage, and the deliberate cultivation of safe,
vibrant, and livable neighborhoods for all. It is upon these principles that the enduring legacy
of Dania Beach will truly be built.
Thank you for dedicating your invaluable time to consider these urgent matters. I trust that the
City Commission will exercise profound foresight and unwavering commitment in prioritizing
the long-term vitality and prosperity of every citizen of Dania Beach.
Sincerely,
Frances Sacco
