. Any gifl (as defined below) you received which you betieve to be in
excess of$100 in value, EXCEPT:
1) Gifts from the following RELATIVES: father, mother, son, daughter,
brother, sisle., uncle, aunt, ftrst colrsin, nephew, niece, husband, wife,
fatheFin-law' rhother-in-taw, son-in-law daughter-in-law, brother-
in-law, sister-in-laq stepfather, stepmother, stepson, stepdaughter,
stepbrother, stepsisler, half brother, half sister, granclparent, great
grandparent, grandchild, great grandchild, step grandparent, step
great grandparent, step grandchitd, step gleat grandc*tild, a pe6on
who is engaged to be manie\d to you or lvho otherwise holds himself
or hersell out as or is generally known as lhe person whom you intenat
to many or with \^/hom you intend to form a householct, or any other
natural person having the same legalaesidence as you.
2) Giffs which you are prohibitsd fiom accepting by Sections 112.313(4)
and 112.3148(4), Ftorida Slatutes. These inctude any gift which you
know or, with the exercise of reasonable care, should know was
given to influence a vote or other aclion in which you are expected
to parlicipate in your offcial capacity; it also inc,udes a gifr wo.th over
$10O trom a political commitlee or @mhittee of continuous existence
under the eledions law, from a lobbyist who lobbies your agency or
who lobbied your agency within the past 12 months, or{rom a partne(
firm, employet or principal of such a lobbyist.
3) Gifls worth over gtOO for which there is a public purpose, given to
you by an entity of the legislative or judicial brandt, a departrnent or
commission of the executive branch, a water management district
created pursuant to s- 373.069, South Florida Regional Transporlation
Authority, the Technological Research and Development Authority,
a county, a municipality, an airport authority, or a school boardt or
a gifl worth over $100 gi\ren to you by a direct-support organizatjon
specifically authorized by law to support th€ govemmentat agency of
which you are an officer or employee. These gms must be disdosed
on Form 10.
. A "giff is defirEd to rnean that which 6 aeepted by you or by anothe.
in your beha[ or that which is paid or given to another for or on
behaff of you, diredly, indirecuy, or in trust for your benefit or by any
other means, for which equal or greater consideration is not given
within 90 days after receipt of the gifl. A "giff inclldes real propety;
lhe use of real properly; tangible or intangible personal property: the
use of tangible or intangible peBonal prope{y; a prefercntial rate or
terms on a debt, loan, goods, or seruices, which rate is below the
cuslomary rate and is not either a government rate available to alt
olher similarly situated govemment employees or officials or a rate
which is available to similarly situated members of the public by
virlue oI occupation, affliation, age, religjon, sex, or natjonal orioin;
torgiveness of an indebtedness; transportation (unless provided to
you by an agenry in relation to officially approved govemmentat
business), lodging, or parking; bod or beverage; membership dues;
entrance fees, admission fees or tickets to events, performances,
facilities; plants, flowers, or floral arrangements; services ptovide
by persons pursuant to a professional license or ceatificate; othe
personal servi@s for which a fee is nonnally charged by the perso
providing the services; and any olher similar service orthing having
athibutable value and not akeady described.. The iollowing arE NOT reponabb as gifrs on this form: satary benefits,
servi@s, fees, commissions, gitis, or expenses associated primarily
with your employment, business, or service as an ofi@r or director of
a corporation or organizetion, and unrelated io your public positjoni

campaign-related personat services provided without compensation
by individuals volunteering their time, or any other contribution or
expenditure by a political party; an honorarium or an expense related
to an honorarium evenl paid to you or your spouse; an award, plaque,
certificate, or similar personalized item given in recognition of your
publjc, civic, charitable, or professjonal seMcei an honorary membership
in a service or Hemal organizatibn presented merev as a courtesy by
such organization; the use of a govemmental agenqy's public facility or
public property for a public purpose. Also exempted are some gifls fom
state, regional, and natjonal organizations that promote the exchange
of ideas between, or the professiona! development of, govemmental
ofncials or employees.
HOW DO I DETERMINE THE VALUE OF A GIFT?. The value of a gift provided to you is determined using the actuat cost to
the donor, and, wilh respect to personal services prov led Lry the donor,
the reasonable and customary charge regularly charged for such service
in lhe community in which the service is provictect. Taxes and gratuities
ale not included in valuing a gifl lf additonal expenses are required as
a conditon precedent to the donor,s eligibility to purchase o. provjde a
gifr and the e)qlenses are primarily for the benefit of the donor or are of a
charitable natuE, the elpenses are nol induded in de,termining the vatue
of the gifl.
. Compensalion provlled by you to the donor within 90 days of receiMng
the giff shall be deducied fiom the value of the gin in atelermining lhe
value of the gn.
. lf the actuel gift value attributable to indivilual participants at an event
cannot be determined, the total costs should be prorated among all
lnvited persons. A gifi given to several persons may be attributed among
all ot them on a pro lata basis. Food, beverages, entertainment, etc.,
provided at a function for more than ten people should be valued by
dividing the total costs by the number of persons invited, untess the
items are purchased on a per-person basis, in which case the per_
peBon cost should be used.
. Transportatbn should be yatued on a round+ip basb unless only one-
way transportation is provided. Roundlrip transportation expenses
should be considered a single gitt Transportation provided in a privale
@nveyance should be given lt€ sarne value as transportiatjon provided
in a comparable commercial conveyance
. Lodging provided on @nsecutive days should be considered a single
gifr. Lodging in a private residence should be valued at $.t4 per night.. Food and beverages consumed at a single sitting or event are a single
gm valued ior that sitting or meal. Other food and beverages provided
on a calendar day are cDnsidered a singte gifr, with the total value of all
food and beveaages provided on that date being the value ofthe gn.
. Membership dues paid to the same organization during any 124onth
period are considered a single gifl
. Enhance lees, admission fu€s, or tickets are valued on the fuce value of
lhe ticket or fee, or on a daily or per ever basis, whichever is gGater lf
an admission ticket is given by a charitable organization, its value does
ncd include the portion of the cost that epesenls a contnbution to that
charity.
. Except as otherwise provlded, a gifl should be valued on a per
occunence basis.
